A RESOLUTION OF THE CITY COI~CIL OF' `I`HE CrTY OF LYNWOOD
DECLARTNG,CERTAITT BUILDING OR BUILDINGS TO BE A NUISANCE
ANI7 DIRECTING THE OWNER T(7 ABATE IT e
WHEREAS, the City of ~,yn~aood"De~ia~°tmen~ of ]3iildng
and Zoning has begun proceedings for the correction of
substandard conditions'in the building or buildings located
at 4217 Carlin Avenue, Lynwood, California.
' ~ WHEREAS, said Department has previously given no ice
' of these conditions to the property owner and gave him a
period of at least thirty(30) dayv within which to correct-~ '
the conditions;
WHEREAS, during the period of time within thirty (30)~
days after the giving. of the above mentioned notice, the
. property owner failed to ta)Ce any action and, thereafter,
another notice was given, him directing him to appear
before this Council and to show cause why ,said building or.
buildings should not be condemned as a nuisance and the
nui:S;ance abated as pro tided by the State Housing Act, and.
the ruies and regulations promulgated,thereunder; and
' WHEREAS, this Council has held a hearing and has heard
all 'interested:persons'desiring to be heard and has taken
testimony from the.representati~res of the.Department ~f Building
and Zoning concerning the condition of the building or buildings,
the estimated cost of its reconstruction,.repair., or removal,
and other-matters which the Council; deemed pertinent to this .matter;
NOW, THEREFORE, the Ciry Council.of.r--the City of Lynwood .
hereby finds, determines, orders, and reso~.ves,as follows:
1. The building or buildings, loc~.f.ed at 4217 Carlin Avenue,
Lynwood, California, are found and declareel to be a public nuisance
2. The property.owner,.Allstate Savings & Loan Association,
is directed to abate said nuisance within thirty (30) days after the
date this Resolution is posted upon the. premises, by having,,~~e
building properly reconstructed or repaired-or by having it
razed or removed, as previously directed by the Department of
Building and Zoning.
3. If the property owner fails to take the-steps
as provided in this Resolution, the City ~~aill reconstruct,.raze
or remove-the building and make the expense incurred thereby a lien
on the parcel of land upon which the building is located.
4. The Department of Building and Zoning is directed
to post a copy of this Resolution conspicuously on the
building or buildings so declared to be a nuisance and to
mail another copy of this Rese~lution by registered mail, postage
prepaid, a return receipt requested, to the person owning the
land on which said building or buildings. are located as such
person's. name, and address appear on the last equalized assessment
.roll, or as _knot~m .to .the City Clerk. The Department. of, .Building
and Zoning is also directed to sb'r.,~imail a copy of this Resolution
to each mortgagee or beneficiary under any mortgage or deed
of trust. of record. at the last known address of such mortgagee.
or beneficiary.•~-:-_If.:atiy~~ysch addresses are unkno~m to said
department and to the City Clerk, then said fact shall be stated
in said copy so mailed, and it sall.be addressed to the party
in question at'the County seat of the county wherein said pro-
perty is situated. The person~or persons who so post and
mail said copies shall file an affidavit thereof with the
City Clerk.
5. This Council has jurisdiction to reconstruct, raze or
remove building or. buildings thirty (30) days after posting
and mailing of this Resolution as aforesaid, and the Department
of Building and Zoning is directed to take proceedings to reconstruct,

raze or remove said building or buildings. thirty (30) days
from this date this P,esolution is so mailed and posted.
PASSED AND.ADGPTED at a regular meeting of the City
Council of the City of Lynwood held on the,7th day of-
September, 1976.
