A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
OPA-LOCKA,FLORIDA,AUTHORIZING THE CITY MANAGER,
TO NEGOTIATE AN AGREEMENT WITH CIRCLE OF ONE
MARKETING AS EVENT PLANNER CONSULTANTS FOR THE
CITY OF OPA-LOCKA, PURSUANT TO RFQ NO. 13-1110100,
AND RESOLUTION NO. 13-8647,TO PROVIDE PROFESSIONAL
QUALIFIED EVENT PLANNING SERVICES, IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY WITH FINAL
APPROVAL BY THE CITY COMMISSION, PAYABLE FROM
ACCOUNT NUMBER 19-519312, A NON-BUDGETED ITEM;
PROVIDING FOR INCORPORATION OF RECITALS;
PROVIDING FOR AN EFFECTIVE DATE
WHEREAS,the City of Opa-locka issued RFQ No. 13-1110100 for qualified event planner
consultants for the City ; and
WHEREAS,pursuant to Resolution No. 13-8647,the City issued Request for Qualification
for Event Planner Consultants, further authorizing the City Manager to enter into and execute a
professional service agreement; and
WHEREAS, the City received proposals from three (3) firms: 1) Enrique Sarubbi; 2)
Natcom Integrated Marketing Communications; and 3) Circle of One Marketing; and
WHEREAS,the Evaluation Committee reviewed and ranked the proposals as:#1-Circle of
One Marketing;#2-Natcom Integrated Marketing Communications;and#3 -Enrique Sarubbi;and
WHEREAS,Circle of One Marketing was the most responsive,with extensive event planner
qualifications,technical approach abilities,and a strong local interest in understanding the Opa-locka
community; and
WHEREAS,the City Commission of the City of Opa-locka desires to accept Circle of One
Marketing as Event Planner Consultants for the City of Opa-locka and authorize the City Manager,
Resolution No. 14-8735
to negotiate an agreement with same.
NOW,THEREFORE,BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF OPA-LOCKA, FLORIDA:
Section 1. The recitals to the preamble herein are incorporated by reference.
Section 2. The City Commission of the City of Opa-locka, Florida, hereby directs and
authorizes the City Manager to negotiate an agreement with Circle of One Marketing as the qualified
consultant event planning servicer for the City,in a form acceptable to the City Attorney,with final
approval by the City Commission,payable from Account Number 19-519312,a non-budgeted item.
Section 3. This Resolution shall take effect immediately upon adoption.

Staff Summary
On July 24, 2013, the City Commission authorized the City Manager to issue a Request for Qualifications ("RFQ")for
the selection of a qualified event planner consultant. To further support the City's Strategic Plan,the City Commission
expressed a desire to organize a public-private partnership to reestablish a city festival that attracts tourists and visitors
in an effort to rebuild a positive City image. In October 2013,the City received responses from three companies 1)
Enrique Sarubbi;2) Natcom Integrated Marketing Communications; 3) Circle of One Marketing. The proposals were
evaluated based on key factors: A letter of Introduction, Event Management Summary& References, Statement of
Qualifications, Local Interest and Technical Approach. The Evaluation Committee reviewed the proposals and ranked
them as follows: Circle of One Marketing ranked#1; Natcom Integrated Marketing Communications ranked#2; and
Enrique Sarubbi ranked#3.The most responsive proposal showing extensive event planner qualifications and technical
approach abilities with a strong local interest in understanding the Opa-locka community is Circle of One Marketing.
Therefore, the City Commission accepts the proposal of Circle of One Marketing; directs and authorizes the City
Manager to enter into an agreement with Circle of One Marketing for professional services as an Event Planner.
Proposed Action:
Staff recommends the Mayor and City Commission adopt a resolution that gives the Mayor and City Commission
authority to enter into a professional services agreement with Circle of One Marketing as a professional event planner
firm.

Request
A resolution of the City Commission of the City of Opa-locka, Florida, accepting the proposal of Circle of
One Marketing for the Event Planner pursuant to RFP No. 13-11101000 and Resolution No. 13-8647,
authorizing the City Manager to issue an RFQ for a Qualified Consultant,to provide Event Planner Services
for the City; and therefore,further authorizing the City Manager to enter into and execute a professional
services agreement with Circle of One Marketing, in a form acceptable to the City Attorney and for final
approval by the City Commission; Payable from Account No. 19-519312, Not a budgeted item.
Background

Description
In the City's Strategic Plan, the City of Opa-locka City Commission outlined a plan to rebuild a positive
city's image in the view of the public. Specifically, the City Commission approved organizing a public-
private partnership to reestablish a city festival and attract tourists and visitors outside of the area into Opa-
locka;therefore making Opa-locka a tourist destination.
Financial Impact
The financial impact for a well-executed event in Opa-locka will have positive financial returns for local
businesses, residents and the invaluable impact the City of Opa-locka earns from a positive public image.

OPA-LOCKA, FLORIDA, TO AUTHORIZE THE CITY
MANAGER TO ISSUE A REQUEST FOR QUALIFICATION
("RFQ"), FOR A QUALIFIED CONSULTANT, TO PROVIDE
EVENT PLANNER SERVICES FOR CITY, PAYABLE FROM
ACCOUNT NUMBER 19-519312, NOT A BUDGETED ITEM;
PROVIDING FOR INCORPORATION OF RECITALS;
PROVIDING FOR AN EFFECTIVE DATE
WHEREAS, the City is seeking the services of qualified consultants to provide event
planning services for the City of Opa-locka;and
WHEREAS,the City Commission desires to issue a Request for Qualification("RFQ")for
the selection of a qualified event planner consultant.
NOW,THEREFORE,BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF OPA-LOCKA,FLORIDA:
Section 1. The recitals to the preamble herein are incorporated by reference.
Section 2. The City Commission of the City of Opa-locka, Florida,hereby directs and
authorizes the City Manager to issue a RFQ to qualified firms to act as a consultant Event Planner for
the City of Opa-locka.This is not a budgeted item,and will be payable from Account 19-519312,in
an amount not to exceed $1,500.00.
Section 3. This Resolution shall take effect immediately upon adoption.

Staff Summary:
The City of Opa-locka is seeking the services of qualified consultants to provide Event Planning services
for the City of Opa-locka. The City's prior signature event,the Arabian Nights Event,attracted thousands
of people, and included performances for National and Local performing artists, carnivals, parades,
firework displays, and a variety of vendors offering arts&crafts,jewelry and food. Once the City Events
Planner is selected, that individual or group will work with the City Commission and residents to decide
on what type of event will be planned.
