HomeMy Public PortalAbout74-057 (07-05-74)RESOLUTION NO. 7~-57 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD SETTING FORTH THE SALARIES BY CLASSIFICAT'ION OF ITS OFFICERS AND EMPLOYEES, AND OT~IER BENEFITS BE IT RESOLVED by the City Council of the City of Lynwood as follows: Section 1. That Resolution No. 62-43 of the City of Lynwood adopted the 3rd day of July, 1962, prescribes the time and method of paying salaries and wages of the officers and employees of said City, as required by Section 37106 of the Government Code of the State of California. Section 2. That the salaries and wages for officers and employees for the various classifications falling within the schedules, attached hereto and made a part hereof, effective at the beginning of the first regular pay period subsequent to the adoption of this resolution. A. Salaries. For those employees under the basic five-step salary plan, the beginning salary shall be at Step "A" or the lowest salary shown for the position, However, where circumstances so warrant, appointment may be made at other than the first step, or after appointment, an intermediate step may be skipped when recommended by the City Manager, Increases throughout the remainder of the steps shall be given upon recommendation of the department head and approval of the City Manager, until the highest or top step is reached. Step raises shall generally be at six-month intervals from the effective day of employment, commencing on the next succeeding pay period date from the actual anniversary date. Salary increases, over and above the top step, shall be granted police officers through the Rank of Lieutenant upon receipt of an "Intermediate" or "Advanced" POST certificate. • RE•SOLUTION NO. • • ~ Page 2 ~ . . . . B. Standby Pay. Standby pay is determined to be a flat-rate payment for performance of all typical service and routine standby functions. Where emergency tasks develop requiring call-in of additional personnel to assist the standby man in emergency functions, all personnel including the standby man shall be paid at straight time rate during the period of such work. Should situations develop where the standby man is not required to assist in these eme rgency operations but continues to perform his normal standby functions, such shall be accomplished under the basic flat-rate pay program. A public works standby shift for all working days is hereby fixed as a duty period extending from 4:OOPM to 8:OOAM of the following day. From 8:OOAM on Saturdays, Sundays and Holidays to 8:OOAM of the following day shall be considered as two (2) standby shifts. All employees during the period they are scheduled for such duty shall perform such services as may be designated by their respective Superintendents, Foremen, or the City Manager, and shall be available at all times during the duty shift for emergency work. No overtime credit shall be accrued to employees working standby shifts. A police detective standby schedule is hereby fixed as a continuous seven-day period wherein a police detective is on emergency call to provide investigative assistance. All detectives during the period they are scheduled for such duty shall perform such services as may be designated by the Chief of Police, Watch Commander, or Detective Lieutenant, and shall be available all times during the duty schedule for emergency work. RESOLUTION• NO. ,' Page 3 C. Tool Allowance. Garage employees who are required to use personal tools for City business shall receive and annual tool allowance of $50. D. Auto Allowance. City Manager $75 per month Assistant City Manager $75 per month Recreation Director $75 per month Public Works Director $75 per month Building Official $75 per month City Clerk $25 per month City Treasurer $25 per month Assistant Recreation Director $50 per month Recreation Supervisor $50 per month E, ' Mileage Reimbursement. With the approval of the Department Head and City Manager, the City will reimburse full-time employees and hourly recreation personnel required to use their personal vehicles for the purpose of conducting City business on the following basis: Mileage During Calendar Month Amount Per Mile 1-100 $, 13 101-500 . 10 Over 500 , pg Hourly recreation personnel will be compensated only for out-of-town job related mileage. Necessity for and payment of out-of-town mileage must be approved by the employee's supervisor.. The employee must document the date, destination and beginning and ending odometer reading from his vehicle in supporting the request. Said information must be logged on Expense Reimbursement Form when requesting payment. RESOLUTIOi~T NO. Page 4 F. Uniform and Clothing Allowance. Uniformed Police Officers shall supply their initial complements of uniforms at their own expense. There- after the City will furnish annually, during each fiscal year, a uniform replacement allowance of $80 to eech employee in the position of Police Officer, Sergeant, and Lieutenant. Uniformed officers shall receive a jacket as a replacement of initial equipment on the basis of necessity upon the determination of the Chief of Police. It is contemplated that such replacement will normally be necessary once every four (4) years. The City will furnish annually to all hourly recreation employees two (2) shirts and one windbreaker identifying them as City employees. All Natatorium personnel shall be provided with one (1) swim suit annually and maintenance people with one (1) pair of coveralls annually to identify them as City employees. The City will furnish Public Works and Park Department employees whose duties require wearing uniforms, three (3) uniform changes per week, Fire personnel for the ranks of Fireman through Captain shall receive annually a uniform allowance of fifty dollars ($50) for each fiscal year. Payment for all uniform and clothing allowances shall be made at the completion of the first regular pay period fdlowing August 1, 1973. Section 3. Overtime. The City shall accord overtime benefits to all employees provided by the Fair Labor Standards Act of 1974. RFSOLUTIOIV NO. • Page 5 • • ~ Section 4. Premium Pay. To encourage employees in undertaking outside study to the end that they may perform their duties in a more efficient manner, a system of premium pay, over and above established pay schedules, is hereby established, Premium pay is allowable for completed courses of approved subjects at accredited schoois, and is fixed at $1.00 per month for each semester hour of work satisfactorily completed by the employee with a grade of "C" or better. Maximum pay is fixed at $40 per month. Police Officers, upon receipt of a salary increment as a result of attain- ing an Intermediate or Advanced POST Certificate, shall cease to receive any premium pay accrued prior to the effective date of the above described increment. Said police officers may begin a new to undertake outside studies as herein described and shall receive premium pay for acceptable courses undertaken subsequent to the receipt of the Intermediate of Advanced POST Certificate up to a maximum pay of $40 per month. A semester hour is defined as one hour of classroom work per week for one semester of 18 weeks, plus necessary outside study. All courses of study must have prior approval by the department head and the City Manager in order to receive premium credit. Accredited schools are herein defined as colleges, junior colleges, or universities, or such other institutions as may be approved by the City Manager. Suitable written ~ertification from the school showing satisfactory completion of each course shall be submitted to the Pereonnel Officer for personnel records. Premium pay shall commence the first pay period after the first of the month following the submission of written certification. T3,ESOLUTION~NO. ~ ' Page 6 ~ . . The City will contribute 50% of the cost of tuition over $10 where the cost of such tuition exceeds the sum of $10 per semester course while the employee is accruing ~the $40 per month maximum pay. For members of the Lynwood City Employees Association, the City will contribute 50% of said costs not to exceed the sum of $10 per course unit. The provisions of this section do not apply to hourly employees or employees undertaking an approved course during a regular work day or assigned shift. Section 5. Longevity Program. A longevity program is hereby estab- lished for all regular full-time City employees as follows: 1% of base salary at the end of seven (7) years of service; an additional 1% of base salary at the end of twelve (12) years of service; and an additional 1°Joof base salary at the end of seventeen (17) years of service. Employees in the Police Department must obtain either an Intermediate or Advanced POST Certificate prior to receiving longevity pay. Section 6. Acting Supervisory Compensation. At such time as a Miscellaneous or Police Supervisory position becomes vacant for reasons of sick leave, leave of absence or injury on duty status, for a period exceeding thirty days, then the employee replacing said supervisor shall receive compen- sation at a rate equal to the "A" step of the rate of the supervisory position or such step in that range ne3rt higher than that rate which the officer is currently receiving. Such additional compensation would commence on the thirty-first day and would continue until such time as the supervisor returns to work. The employee performing those duties as designated in this Section shall be selected by the Department Head. RESOLUTIOL~I' NO. ' Page 7 Section 7, Employee's Insurance Coverage. The City will contribute the employee's share toward any health insurance, accident insurance, or life insurance policies which the City Council agrees to provide. If desired, the employee may obtain coverage for members of his famil y. Such premium shall be born~a by the employee and payment will be made by payroll deduction. Section 8. Nothing herein contained shall be construed in any way as affecting Personnel Ordinance No. 671 of the City of Lynwood, or the Rules and Regulations adopted pursuant thereto. SectiorL 9. This resolution shall be effective at the beginning of the first regular pay period following adoption of this resolution, and Resolution No. 73-54 is hereby repealed.
