RESOLUTION NO. 74-68
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF LYNWOOD, APPROVING IN PRINCIPLE
THE PREPARATION OF A STUDY OF RECREATION
POTENTIALS AND BEAUTIFICATION OF THE
RIO HONDO/LOS ANGELES RIVERS AND REQUESTING
ASSISTANCE FROM THE LOS ANGELES COUNTY
DEPARTMENT OF PARKS AND RECREATION FOR
THE PREPARATION OF SAID STUDY.
WHEREAS, the East Central Area Planning Council was created
as an alliance of Cities to jointly promote effective planning and
implementation of planning concepts to improve the social and physical
environment;and
WHEREAS, The East Central Area Planning Council through
its Open Space Committee and with proper consideration for and consultation
with the adjacent Cities of Pico Rivera and Downey has produced a report
entitled"Rio Hondo/Los Angeles Rivers Beautification/Recreation
Report" dated June 9, 1971;and
WHEREAS, the said Beautification/Recreation Report identifies
more than 1,000 acres of publicly owned lands lying along the Rio Hondo
and Los Angeles Rivers which could be utilized to enhance the physical
and social environment through multiple use development of these lands
for recreational uses and open space beautification;and
WHEREAS, financial assistance for the development of these
lands is available at the State or Federal level and the Executive Committee
of the East Central Area Planning Council, subsequent to consultation
with regional and federal agency representatives, finds that a plan and
program to explore all funding sources for implementing the concepts of
the said Beaufification/Recreation study is in the best interests of the
East Central Area and adjoining cities;
NOW, THEREFORE, BE IT RESOLVED that the City of Lynwood
having participated with the Open Space Committee of the East Central Area
Planrling CounCil, endoreee the preparation of a feasibility study reporting
the opportmnitiea available for recreation purposes and beautification of
the Rio Hondo/Los Angeles Rivers;
BE IT FURTHER RESOLVED that the Los Angeles County
Department ef Farks and Recreation be requested to undertake said
study and report its findings and proposals at the earliest possible time;
BE IT FURTHER RESOLVED that in order to insure harmor.y
of those agencies involved, that copies of this resaluticn be transmitted
to the Board of Supervisors cf I:os Angeles Cot:nty, the Southern California
Association of Governmer_ts and the East Central Area Planning Coun.cil.
