Roll Call The City of Tiffin City Council held a work session Tuesday, April 6, 2021, at the City Hall Council Chambers. Mayor Berner called the meeting to order at 6:01 PM. Upon roll being called the following members were present: Jim Bartels, Al Havens, Eric Schnedler, Chris Olney and Skylar Limkemann. Others present City Administrator Doug Boldt, City Clerk Abigail Hora and Building Official Brian Shay. B. Agenda Additions/Agenda Approval Motion to approve agenda by Schnedler. Second by Havens. All ayes, agenda approved. C. Discussion and Review of the Current and Future Law Enforcement Protection for the City of Tiffin through the Sheriff Kunkel Discussion: Sheriff Brad Kunkel presents our current contract and discusses the coverage for Tiffin. D. Discussion and Review of Fire Department Transition Agreement Discussion: City Administrator Doug Boldt presented the updated transition agreement. Council Person Bartels requested a special meeting to discuss the transition in more depth. E. Questions from Council Members regarding items on the Regular City Council Agenda F. Other Business G. Roll Call The City of Tiffin City Council held a regular session Tuesday, April 6, 2021, at the City Hall Council Chambers. Mayor Berner called the meeting to order at 7:02 PM. Upon roll being called the following members were present: Jim Bartels, Al Havens, Eric Schnedler, Chris Olney and Skylar Limkemann. Agenda Additions/Agenda Approval Motion to approve agenda by Bartels. Second by Schnedler. All ayes, agenda approved. D. Communications and Reports 1. Unscheduled I agenda is reached. If you wish to address the City Council on an item not on the agenda, please approach the lectern and give your name and address for the public record before discussing your item. If anyone would like to address the City Council but is unable to attend the Council Meeting, you can do so by telephone by calling 319-545-2572 ext. 0 at 7:00 p.m. Discussion: Travis Weipert resides at 552 Doe Ave and enforcement. Amanda Yoder resides at 815 Redbird Run and would like to see more dedication to our EMS. She also is in support of a full- time fire chief and would like to see more education in the schools. She was also in support of CCASD having an SRO. Tyler Warner resides at 572 Fawn Ave and addressed a concern of lack of stop sign in Tiffin Heights East from Deerview to Oakdale and Jackson. E. Consent Agenda Note: These are routine items and will be enacted by one motion without separate discussion unless a Council Member requests separate consideration. 1. Motion to Adjourn from Regular Session into Closed Session in Accordance with Iowa Code Chapter 21.5(1)(C) to discuss strategy with counsel in matters that are presently in litigation or where litigation is imminent where its disclosure would be likely to prejudice or disadvantage the position of the governmental body in that litigation by Limkemann. Discussion: Mayor Berner attended MPO meeting. 2. City Council Reports Discussion: Council person Limkemann reported the dog park is a muddy mess would like to see wood chips down. 3. Report Discussion: Public Works Director Brian Detert reports some vandalism on Potter Park, would like to replace the benches there. Discussion with Neumiller Electric to put lighting on the back side of the shelter. The ponds court fountains will be up first part of May. Roundabout project is on pause due to weather and will begin the first part of May as well. Garden plot have been expanded from 16 to 20. City Hall will take sealed bids for the broken chassis. 4. Building Official Report Nothing to Report 5. s Report Discussion: Recreation Director Frank Haege reports 125 kids signed up for youth little league. Soccer begins this Saturday and an adult league on Sundays. He has 11 corporate sponsors for ballfield banners. 6. Nothing to Report 7. Discussion: City Attorney Robert Michael discusses having a definite date for the transition of the Fire Department to assist during this time. 8.
