AUTHORIZING 2010 MUNICIPAL ALLIANCE GRANT APPLICATION
WHEREAS, the Mayor and Council of the Borough of Carteret, County of Middlesex,
State of New Jersey recognizes that the abuse of alcohol and, drugs is a serious problem in
our society amongst persons of all ages; and
WHEREAS, the Mayor and Council further recognizes that it is incumbent upon not
only public officials but upon the entire community to take action to prevent such abuses
in our community; and
WHEREAS, the Mayor and Council has applied for funding to the Governor's Council
on Alcoholism and Drug Abuse through the County of Middlesex; and
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough
ofCarteret, CotUlty of Middlesex, State of New Jersey hereby recognizes the following:
1. The Mayor and Council of the Borough of Carteret does hereby authorize
submission of an application for the Borough of Carteret Municipal Alliance
grant for calendar year 2010 in the amount of$20.149.00.
2. The Mayor and Council of the Borough of Carteret acknowledges the tenns
and conditions for administering the Municipal Alliance grant, including the
administrative compliance and audit requirements.

2010 MUNICIPAL ALLIANCE CONTRACTS

Enclosed please find an original and three (3) copies of your 2010 Municipal Alliance Agreement.
Please sign, seal and atlest ALL FOUR (4) COPIES of your Alliance Agreement. The County will not
execute the Agreement unless the or/glnal and all three (3) copies are signed, sealed and attested.
These documents must be returned tothe Middlesex County Division of Addiction Services along With a
resolution Jrom your community accepting the Junds no later than May 31, 2010. If we do not receive
them on or before this date, your Agreement will be delayed, thereby delaying your Alliance funding.
Please keep in mind the importance of spending your Municipal Alliance funding allocation. As you are
aware, Middlesex County does not receive any carry over funds, therefore unexpended funds can't be
utilized for services in the upcoming year. The Middlesex County Fiscal Department and Municipal Alliance
Coordinator will track local Alliance. spending. If fifty (QO%) of funds are not utilized by the third quarter
recommendations will be made to reduce or terminate current .contract to assure funds will be
expended. Per contract agreement and GCADA Guidelines, activity should be reported on a quarterly
basis.
