Home My Public Portal About14-8749 Mastermind Construction for the Roundabout Project Sponsored by: City Manager RESOLUTION NO. 14-8749 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA LOCKA, FLORIDA, TO AUTHORIZE THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH MASTERMIND CONSTRUCTION, INC., IN AN AMOUNT NOT TO EXCEED $355,130.00, FOR THE GATEWAY ROUNDABOUT PROJECT AT THE INTERSECTION OF NW 27TH AVENUE AND OPA-LOCKA BOULEVARD FOR DESIGN BUILD SERVICES, PAYABLE FROM ACCOUNT NUMBER 47-541807 (PTP FUNDS); A BUDGETED ITEM; PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE WHEREAS, pursuant to Resolution No. 13-8664, the City of Opa-locka ("City") issued a Request for Proposals ("RFP"), for Design Build Services for the Gateway Roundabout at the intersection of NW 27th Avenue and Opa-locka Boulevard; and WHEREAS, the scope of services will include design,permitting and construction of the Gateway Roundabout, with necessary components, per Miami-Dade County and Florida Department of Transportation("FDOT") standards; and WHEREAS, the Evaluation Panel ranked the bidders based on proposals, references, and local work force participation, and Mastermind Construction, Inc. ("Mastermind"), ranked as the most responsive and responsible, highest ranked, lowest bidder; and WHEREAS, the City Commission of the City of Opa-locka desires to authorize the City Manager to execute an agreement with Mastermind Construction, Inc, in an amount not to exceed $355,130.00, for design services for the Gateway Roundabout. NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA: Resolution No. 14-8749 Section 1. The recitals to the preamble herein are incorporated by reference. Section 2. The City Commission of the City of Opa-locka hereby authorizes the City Manager to negotiate and execute an agreement with Mastermind Construction, Inc., for the Gateway Roundabout Project at the intersection of NW 27th Avenue and Opa-locka Boulevard for design build services, in an amount not to exceed $355,130.00, payable from Account No. 47-541807 (PTP Funds), a budgeted item. Analysis The Gateway Roundabout will provide an opportunity to improve the aesthetics of the intersection and digital display at the Roundabout will provide weather warning, traffic/ emergency alerts, commission/public meeting notices, and different visual information. A 1:"' A. 8 r4 a A ti A •.G t ,t■ 'a..' _9 A.,‘,..of Sponsored by: City Manager RESOLUTION NO. 13-8664 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA, TO AUTHORIZE THE CITY MANAGER TO ADVERTISE AND ISSUE A REQUEST FOR PROPOSALS ("RFP") FOR A QUALIFIED DESIGN BUILD CONTRACTOR FOR THE GATEWAY ROUNDABOUT AT THE INTERSECTION ON NW 27TH AVENUE AND OPA-LOCKA BLVD, IN AN AMOUNT NOT TO EXCEED TWO THOUSAND ONE HUNDRED DOLLARS ($2,100.00), PAYABLE FROM PTP FUND, ACCOUNT NUMBER 47-541807, NOT A BUDGETED ITEM; PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE WHEREAS, the City of Opa-locka ("City") desires to advertise and issue a Request for Proposals ("RFP") for a qualified professional contractor to provide design-build services for the Gateway Roundabout at the intersection of NW 27th Avenue and Opa-locka Blvd.;and WHEREAS, the Gateway Roundabout will improve the aesthetics of the intersection and offer digital display of traffic emergency alerts, weather warnings, commission/public meeting notices, and different visual effects; and WHEREAS,the intersection of NW 27th Avenue and Opa-locka Blvd is one of the gateways into the City of Opa-locka,and this location will be an integral part for the enhancement of the City; and WHEREAS,the Request for Proposals ("RFP") will require the bidder to provide design concepts with different options, WHEREAS, innovative concepts will he considered, but must comply with regulatory compliances; and Resolution No. 13-8664 Moved by: COMMISSIONER HOLMES Seconded by: COMMISSIONER SANTIAGO Commission Vote: 4-0 Commissioner Holmes: YES Commissioner Johnson: NOT PRESENT Commissioner Santiago: YES Vice-Mayor Kelley: YES Mayor Taylor: YES
