Approval of the February 16, 2022 Park Commission Meeting Minutes 24 25 A motion was made by Morrison and seconded by Sharp to approve the February 16, 2022 Park 26 Commission meeting minutes as presented. 27 28 A roll call vote was performed: 29 30 Bernhardt aye 31 Hutchinson absent 32 Norman absent 33 Sharp aye 34 Webster aye 35 Morrison aye 36 37 4. PARK COMMISSION GOALS AND PARK ASSIGNMENTS – 2022 1 2 Morrison opened discussion to review park assignments with purpose to assign a park to Gunter. Youth 3 Commissioner Cavanaugh agreed to assume Hamel Legion Park because Jans is leaving the commission 4 in pursuit of college. Sharp volunteered to partner with Cavanaugh on Hamel Legion Park due to the size 5 and activity. Gunter agreed to take on Holy Name Park. 6 7 6. CITY COUNCIL UPDATE 8 9 Councilmember Cavanaugh provided an overview of the work session agenda which included 10 conversation about manganese levels in some areas of the City, and the expansion and funding of the 11 water plant. Cavanaugh noted Kevin Anderson gave a presentation on the state of the County at the 12 Council meeting. He also noted the Council decided to sell a small sliver of land between Marsh Pointe 13 Preserve to the developer; the council talked about returning to in-person meetings effective May; and 14 discussed ways to support the people of Ukraine. 15 16 Morrison asked for details on the manganese discussion. Cavanaugh explained levels in some areas could 17 be higher than recommendation for infants. Scherer explained the City is working on educational 18 materials and pointed out water softeners or bottled water work to mitigate manganese levels. 19 20 Scherer and DeMars spoke to park contracts that were approved on the City Council consent agenda: 21 HAC fields and concession agreement, lawn and grounds agreement, and sanitation units for the parks. 22 23 7. HAMEL ATHLETIC CLUB SCOREBOARDS 24 25 Andy Servi, Vice President of HAC spoke to the proposal for a new state of the art scoreboard to Paul 26 Fortin Memorial Field to be primarily funded by HAC and the Hamel Lions Club. Servi said the 27 scoreboard will be an asset to the City of Medina, with the potential to be used for movie nights and 28 reading nights in the park. Servi said the board will be an asset to businesses because it would expand 29 advertising opportunities, will be an asset to baseball fans and players as it would improve gameday 30 experience for Hawks and HAC. The scoreboard is wider than the existing board, but no taller, and will 31 allow for gametime shots and advertising options. 32 33 Servi explained the Lions have generously agreed to cover $125,000 towards the scoreboard, ongoing 34 maintenance will be paid for by HAC in partnership with the Hawks and the timeline is to be installed 35 now / ASAP so it is in place for the season. HAC is asking the City Council, through the Park 36 Commission, to cover up to and not to exceed $5000.00 towards electrical work. 37 38 Greg Devos, Vice President of Hamel Lions spoke for the Lions in support of the project and recognized 39 the positive impact the scoreboard will have in Medina and the uptown area. He also mentioned that 40 HAC, Hamel Lions, and the Hawks have arranged for Fox 9 to streamline the July 6th game for everyone 41 in Minnesota to see, which brings a lot of exposure to the community. 42 43 Medina Park Commission Meeting Minutes - DRAFT March 16, 2022 Page 3 of 4 After much discussion, the Park Commission unanimously agreed the new scoreboard would be a great 1 addition to the park, everyone is very supportive of the project, but the commissioners would hope HAC 2 could re-sell the existing scoreboard to cover the $5000 non-budgeted expenditure only because of our 3 other sizeable, budgeted investments which are currently in process. The Park Commission feels very 4 strongly about making every attempt possible to repurpose vs. scrap the existing board; possibly moving 5 it onto Quad 3. 6 7 A motion was made by Sharp, seconded by Webster to recommend moving forward with the proposal 8 with the stipulation that HAC pay for the electrical work and does everything possible to repurpose the 9 existing scoreboard, while following all rules that apply to city owned assets. 10 11 A roll call vote was performed: 12 13 Bernhardt aye 14 Hutchinson absent 15 Norman absent 16 Sharp aye 17 Webster aye 18 Gunter aye 19 Morrison aye 20 21 8. PARK OVERVIEW/UPDATE 22 23 Morrison noted Hutchinson is absent so Maple, Walnut and Lakeshore update will be tabled until the next 24 meeting. 25 26 Gunter spoke to the Lakeshore improvement project suggesting we pursue more of a conceptual plan to 27 make changes to the layout based on the survey results; possibly presenting a phased plan due to budget 28 constraints and getting a big picture overall plan. Morrison suggested Gunter talk to Hutchinson to decide 29 if we want to engage WSB now for a more detailed conceptual plan, or wait until the subcommittee 30 presents suggestions for an overall plan so the commission, as a whole, has enough content review and go 31 forward. 32 33 9. STAFF REPORT 34 35 DeMars referenced the staff report within the packet and asked the commission for questions. There were 36 none. 37 38 DeMars asked if the Park Commission had interest in participating at Clean-up Day on Saturday April 39 30th from 8:00 a.m. to noon. After discussion, the commission agreed it would be a good idea to represent 40 Medina’s parks and trails and have brochures available as well as photos of the work being done at 41 Hunter Park. Sharp volunteered to participate but has to check his calendar. Bernhardt and Morrison 42 volunteered for a couple hours in the morning. MUNICIPAL PARK FUND / ASSET INVENTORY / GRANTS / FUNDING NEEDS 1 2 DeMars asked for guidance to maintain the spreadsheet. Sharp commented that the spreadsheet / list is a 3 great reference for commissions to use when visiting their park assignments and should be utilized as a 4 checklist and to to make notes for the condition of park assets. Gunter asked DeMars to share the 5 spreadsheet/file with the team. Morrison asked Scherer if costs related to activity at Hunter Park would 6 be updated, Scherer agreed to work with DeMars to complete the updates. 7 8 11. The project consists of 30 townhomes which results in a development density of approximately 14 units per acre. The site is located in the City’s UH, Uptown Hamel zoning district. PROJECT SITE The site currently covers two parcels of land. The westerly parcel measures 0.98 acres in size and has an existing house. The easterly parcel measures 1.17 acres in size and is vacant. The two parcels are owned in common. The site is located on the north side of Hamel Road and east of Hunter Drive. The site is immediately adjacent to the City’s Rainwater Nature Area, which is located to the west. There are single family homes on the south side of Hamel Road, which are zoned Urban Residential. To the east are six single family homes and property owned by St. Anne’s Church, which are zoned Uptown Hamel. The north boundary of the site is bordered by the Soo line railroad tracks. The site slopes from the road to the tracks (south to north) approximately 16 feet. An aerial of the subject site and surrounding property is provided at the top of the following page. COMPREHENSIVE PLAN & ZONING As noted as part of the concept plan consideration, the subject site is guided “Uptown Hamel” in the City’s Comprehensive Plan. The “Uptown Hamel” land use category allows residential and commercial uses to be mixed on adjacent sites and to be mixed within the same building or property. Residential development in this designation may be between 4.0 and 15.0 units per acre. The Comprehensive Plan further states the following: The “Uptown Hamel” land use allows for a mix of residential and commercial uses to create a vibrant, walkable, and attractive place; a place to shop, work and live. Objectives: 1. Allow a mix of residential and commercial uses to co-exist on adjacent parcels as well as within the same structure or on the same parcel. Uptown Hamel is intended to provide flexibility in terms of residential and commercial uses. As a result, it is difficult to project future uses in the area, but it is estimated that approximately 40% of the land will be utilized for residential purposes, 40% for commercial uses, and 20% for office uses. 2. Consider alternatives for meeting parking requirements including parking in the rear of buildings, shared parking, on-street, underground, or ramp parking. 3. Use building standards that enhance and maintain the small-town heritage and traditional small-town look including brick facades, traditional street lighting, and overhangs over the sidewalk, boardwalks, and the like. Establishment of design guidelines to support this objective. 4. Involve residents, businesses, community groups and other stakeholders in the planning of these areas. 5. Create master plans for mixed-use areas to ensure integration of uses and responsiveness to adjacent land uses. 6. Establish design criteria for platting and developing site plans which will be compatible with surrounding physical features, existing land uses and the preservation of ecologically significant natural resources. 7. Encourage underground or structured parking through flexibility to standards, including increased residential density up to 20 units per acre. 8. Emphasize resident and pedestrian safety. 9. Require utilities to be placed underground wherever possible for reasons of aesthetic enhancement and safety. 10. Regulate noise, illumination, and odors as needed to maintain public health and safety.” The City implements the “Uptown Hamel” designation with the UH, Uptown Hamel zoning district. The purpose of this district is stated to be: To create a distinctive Uptown Hamel area that is an attractive, pedestrian-friendly, mixed- use town center, by using building facades, porches, walkways, landscaped plazas, lighting, signage, landscaping and parking to blend retail, office, higher-density housing, specialty shops, and gathering spots into a unified and viable community. The Comprehensive Plan allows 4 to 15 units per acre. The UH District states that the minimum lot area per dwelling unit is 2,904 square feet. Both standards state that the maximum development density is 15 units per acre. According to the received survey, the subject site measures is 2.141 acres in size. This allows for a range of 9 to 32 dwelling units on the site. PROJECT DESCRIPTION Like the previously considered concept plan, the applicant is proposing the construction of 30 townhomes on the property (within five buildings), which is a density of about 14 units per acre. The units are proposed as a mix of three and four bedrooms. Each unit is proposed with a two- car garage. The site is proposed to have two eight, one six, and two four-unit buildings. The four-unit buildings are facing Hamel Road with the others behind. PARK & TRAIL REVIEW In the Park & Trail Plan component of the Comprehensive Plan there is an identified regional trail search corridor and a mix of proposed and existing trail along Hamel Road. The sidewalks in this area transition from paver sidewalks to bituminous trails depending on the context of the area. The applicant is proposing a sidewalk in front of the proposed development. This appears to generally consistent with the existing conditions and use of the area. Consideration was given to a trail easement along the north property line, potentially setting up a trail connection from the Rainwater Nature Area to properties further east which could - potentially serve the broader regional trail corridor identified above. Complexities with grade changes through the site and the burials at cemetery resulted in this being not pursued. The Commission may still find this worth considering and request such an easement for a future trail use but it would lead to substantial changes to site plan. The applicant is proposing a private access to the Rainwater Nature Area from within the project. Due to the aforementioned grade changes, it is being proposed with stairs. The project site is not located within any active park search area. Therefore, the proposed townhome development does not include any park land dedication. The City Subdivision Ordinance states that, in every subdivision of land, a reasonable portion of the buildable land, not to exceed 10 percent, must be dedicated by the owners to the City for parks. Alternatively, a cash contribution can be made in lieu of land dedication. The market value is projected to result in a park cash-in-lieu fee at the minimum $3500 per unit, but will be confirmed by City Assessor. This would be a total of $98,000 for 28 new lots. STAFF RECOMMENDATION Staff recommends that the Commission seek cash-in-lieu for parkland dedication. The Commission may also discuss additional trail easement along the north portion of the property. See enclosed report. Staff Report Diamond Lake Regional Trail Master Plan – staff requests that Commissioners review the Master Plan prior to the May 18 meeting. Staff will send a link when the document is available for review. Staff recommends that the Commission meet at City Hall after the 5/18 Park Tour to provide any comment. Park Commission Goals and Assignments - 2022. Included in your packet is the finalized park assignment list adding Will Gunter and removing Emily Jans. Youth Park Commissioner Status. Staff recognizes Youth Park Commissioner Emily Jans for her contributions over the last year and wishes her the best as she heads off to college. Staff accepted Youth Park Commissioner Katya Cavanaugh’s application to extend her term for an additional year, per City Code 525.03, Subd. 2. Paul Fortin Field Scoreboard Update. The City Council reviewed the HAC/Lions proposal and approved the scoreboard with City contribution of up to $5000.00 towards electrical work. On April 12th the 2 Planning Commission reviewed an ordinance to exempt internal signs from the sign code and will recommend approval of the ordinance at the May 3rd City Council meeting. 2022 Field Reservation Update. Alchemy Soccer Association has reserved field space at Maple Park for the 2022 soccer season. Minnesota Roundnet reserved open field space at Hamel Legion Park from 10:00 to 4:00 on April 30th to host spikeball games. I turned down several requests to reserve pavilions / shelters over the last month; those amenities remain open to the public at all times and are not for rent. BAPS Hindu church is considering n public walk-a-thon event and called for suggestions on where they could map out a five-mile stretch of sidewalk or trail. Hamel Legion Park was one area they asked about. Depending upon the number of people the event will require an event permit via the Medina Police Department. HAC will host a Jamboree on Friday June 24 and Saturday June 25 where they expect high turnout numbers so called well in advance to assure the additional Field House cleanings are put in the calendar. County Road 11 Trail Inquiry. Hennepin County received a request to connect the Lake Independence Trail and Loretto to County Road 11. Hennepin County does not currently have any programmed projects along this corridor that would construct this trail connection; and shared the inquiry with Medina for reference. Orono Park Commission Inquiry. Alisa Benson, newly appointed to the Orono Park Commission, reached out with general questions about Medina’s Park Commission, and specifically with questions about the milkweed seeds mentioned in our Clean-Up Day flyer. Alisa would like to know if Medina has a Park Commissioner with experience or interest in the area of native plantings, park restoration, invasive management and city owned open space. She is interested in connecting with neighboring cities and exchanging ideas and information regarding these issues. Clean-Up Day. Mark your calendars for Saturday, April 30th from 8:00 a.m. to noon! Lunch will be served from 10:00 to noon and Mayor Martin has volunteered to grill hotdogs. Park Commissioners Morrison and Bernhardt have volunteered to attend the Park Commission booth (tabletop) in the morning. Park Commissioner Gunter has volunteered for the second half. Park Commissioner Sharp is planning to attend however must check his calendar. I will put together brochures, pictures and an update on the renovations at Hunter Park. Return to In-person Meetings. The Mayor has ordered a return to in-person meetings effective May 1, 2022. Diamond Lake Regional Trail Page 1 of 3 April 20, 2022 Master Plan Park Commission TO: Park Commission FROM: Dusty Finke, Planning Director DATE: April 15, 2022 MEETING: April 20, 2022 Park Commission SUBJECT: Diamond Lake Regional Trail Master Plan Background Through the fall of 2020 and spring of 2021, residents, staff, Park Commission, and City Council discussed Three Rivers Park District’s proposed Master Plan for the Diamond Lake Regional Trail (DLRT). The DLRT has been identified as a potential future regional trail which would run north-south between Rogers and Wayzata, including through the City of Medina. MEMORANDUM Diamond Lake Regional Trail Page 2 of 3 April 20, 2022 Master Plan Park Commission Construction of the trail would not occur for years or decades in the future, but the master plan would provide guidance for acquisition and other planning in the long term. The master plan is intended to make it more likely that the regional trail could be created at some point in the long- term future. Three Rivers Park has indicated that the District anticipates the master plan being used to look for opportunities to purchase property or easements on a willing-seller basis, and also hope that the city would reference the master plan when considering requiring land for park dedication along the route. The City Council approved including a conceptual route for the DLRT Master Plan within Medina during the summer of 2021. The route generally connects from Baker Park along Hamel Road north to the City border along Hackamore Road and is shown below: Diamond Lake Regional Trail Page 3 of 3 April 20, 2022 Master Plan Park Commission Master Plan Public Comment Period Three Rivers has worked over the past 10 months on completion of the Master Plan document. Three Rivers will be requesting a resolution of support from the City Council in early June. Staff encourages Park Commissioners to review the Master Plan prior to the May 18 meeting. If Park Commissioners are interested, staff would like to meet briefly at City Hall after we return from the Park Tour on May 18 to discuss the Master Plan.
