Both agreements are set to expire on June 30,2020.Staff met with MCTV on May 5, 2020 to discuss the renewal of the agreements. COVID-19 and theshelter-in-place order have led to challenging financial times resulting in a significant decline in revenuesand a deficit in the City's General Fund. By extending the current agreement for three months, throughSeptember 30, 2020, the City can evaluate its current financial position. The budget to continue operationand roll the existing contract over for the first quarter of Fiscal Year 20-21 is $23,317.50.FISCAL IMPACT:There are sufficient funds planned in the FY 20/21 budget for the three-month extension of theseagreements.COUNCIL ACTION:Adopt a Resolution approving and authorizing the execution of the First Amendment to the GrantAgreement to Support MCTV and the First Amendment to the Agreement for Broadcasting, Video andChannel Management Services by MCTV for a three-month extension through September 30, 2020.Page 1 of 1 CITY OF MILLBRAE, COUNTY OF SAN MATEOSTATE OF CALIFORNIA***RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MILLBRAEAPPROVING AND AUTHORIZING THE EXECUTION OF FIRSTAMENDMENT TO THE GRANT AGREEMENT TO SUPPORT MILLBRAECOMMUNITY TELEVISION (MCTV) AND FIRST AMENDMENT TOAGREEMENT FOR BROADCASTING, VIDEO AND CHANNELMANAGEMENT SERVICES BY MCTVWHEREAS, Millbrae Community Television ("MCTV") provides broadcastingand video channeling services for public agencies and educational opportunities for theMillbrae community to learn about video technology; andWHEREAS, the Agreement for Broadcasting, Video and Channel ManagementServices by MCTV provides 1) live broadcasting services for government meetings; 2)channel management, providing video playback broadcasting services, 3) online content -livestreaming and archived meetings to the public, and 4) maintenance and engineeringsupport for basic troubleshooting and technical support for audio and visual equipment;andWHEREAS, the City has provided monetary and in-kind support to MCTV for theprofessional and educational services MCTV provides to the Millbrae community in theform of a Grant Agreement to Support MCTV; andWHEREAS, due to COVID-19 and the shelter-in-place order the City isexperiencing difficult financial times and is facing significant declines in revenues and adeficit in the General Fund; andWHEREAS, City staff met with MCTV to discuss the renewal of the agreementsand both parties have agreed to extend the term of the agreements for three months, throughSeptember 30, 2020.14380360.1 NOW, THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OFTHE CITY OF MILLBRAE does hereby approve and authorize the City Manager to:1) Execute the First Amendment to the Grant Agreement to Support MCTV for athree-month extension through September 30, 2020;and2) Execute the First Amendment to the Agreement for Broadcasting, Video andChannel Management Services with MCTV for a three-month extension throughSeptember 30, 2020.REGULARLY PASSED AND ADOPTED this 26th day of May 2020.MayorATTEST:City Clerk14380360.1
