(HMC) in the amount of $550,701 forthe Millbrae Transit Center to Spur Trail Connection Gap Closure Project (Project), andestablishing a project contingency of $81,000; and2) Authorizing the City Manager or designee to execute a contract with HMC, and any amendmentsor contract change orders up to the Project contingency amount of $81,000.BACKGROUND:The City/County Association of Governments (C/CAG) issued a call inviting San Mateo CountyJurisdictions to apply for Transportation Development Act Article 3 (TDA Article 3) grant funds for thepedestrian and bicycle capital program.The City submitted the application for the Millbrae Transit Center to Spur Trail Connection which wouldinclude Class 3 bikeway improvements from the Millbrae Intermodal Station along California Drive andMurchison Drive, as well as a Class 1 trail at Josephine Waugh - Soroptomist Park and crossingenhancement at Hillcrest Boulevard. The application was subsequently selected for funding.On November 28, 2017, the City adopted a resolution requesting $370,183 in the TDA Article 3 grantfunds from the Metropolitan Transportation Commission and authorized $250,000 in the Capital ProjectBudget in the General Fund for Fiscal Year 2017-2018 and the following two fiscal years.The Project will include, but is not limited to the following work:• Installing approximately 765 feet of new trail east ofHillcrest Blvd.Installing four (4) bulb-outs at the intersection ofMillbrae Ave and Ashton Ave.Installing two (2) bulb-outs on Hillcrest Blvd.Page 1 of 3 16564236.1 " Constructing or rebuilding eleven (11) sidewalk ramps in accordance to current Americans withDisabilities Act (ADA) standards.Install new striping and restriping for bike trail, crosswalks, stops, and other pavement markings." I, .;' ;" Staff prepared the bid documents for the Project and published a Notice to Bidders in the San MateoDaily Journal inviting interested contractors to submit their bids for the Project.On March 13, 2020, the City received five (5) bids which were publicly opened and read by the CityClerk. The apparent lowest responsive and responsiblebidder is HMC in the amount of $540,701 with alternative bid of $10,000.The construction is expected to begin in June 2020 and to continue until end of September 2020.Staff recommends that the City Council award the construction contract to the lowest responsive andresponsible bidder, HM Construction, Inc. in the amount of $550,701. Staff also recommends includingthe alternative bid item in the award for installing flashing beacons and storm drain improvements atHillcrest Blvd.Staff recommends that the City Council establish a project contingency for this Project in the amount of$81,000 (approximately 15%) in order to address any unforeseen and/or additional work required tocomplete the Project.FISCAL IMPACT:The Project is partially funded by a $370,183 TDA Article 3 grant funds, which will be reimbursed to theCity upon invoicing. Inc. (HMC) with a base bid of $540,701 and an alternative bid of $10,000;andWHEREAS, staff recommends that the City Council award the contract for theProject to HMC in the amount of $550,701; and16564229.1 WHEREAS, staff also recommends that the City Council approve a projectcontingency of $81,000 for additional work as needed during construction; andWHEREAS, there are funds available in City's Parks Fund, along with the TDAArticle 3 grant funding of $370,183, which are sufficient to cover the cost of the Project.NOW, THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OFTHE CITY OF MILLBRAE hereby awards a construction contract to HM Construction,Inc. in the amount of $550,701 for the Millbrae Transit Center to Spur Trail ConnectionGap Closure Project and establish a project contingency of $81,000, approximately 15%of the construction cost; andBE IT FURTHER RESOLVED that the City Council of the City of Millbraeauthorizes the City Manager, or his designee, to execute a contract with HMC and anyamendments or contract change orders up to a Project contingency amount of $81,000.REGULARLY PASSED AND ADOPTED this 26th day of May, 2020.MayorATTEST:City Clerk16564229.1
