This stipulated sum includes, but is not limited to, allpermits, fees, utility connections, labor, materials, equipment, tools, and construction. In addition todesign and management fees for services provided by the DBE, the delivery of complete and operablefacilities are also included. The construction value of the Design-Build Contract is estimated to beapproximately $22.8 Million.The RFP process harnesses the creative minds of the DBE's to provide cost savings opportunities byproviding flexibility on several design elements such as structural and foundation systems, detachedstorage building, reduction in unprogrammed space, more efficient exit stair design, maximum ceilingheights, roofing materials, ceiling finishes, HVAC selections, and finishes, while maintaining the overallapproved aesthetic of the building and site.City Staff and the Recreation Center Subcommittee are currently engaged with the DBE's in a series ofconfidential meetings to provide input to the DBE's as they develop their Proposals. The City Team'sinputs are focused on maintaining programmatic space and overall aesthetic of the building and site aspreviously proposed by City Council. Proposals will be submitted for review by the City on June 12,2020,followed by Council award of the Design-Build contract in July 2020. City staff will recommend that theDesign-Build Agreement be awarded to DBE that submits the proposal that provides the "best value" tothe City.Based on feedback from DBE's, Staff is recommending a construction duration extension by two (2)months for soft opening in May 2022.
