SPECIAL MEETING MINUTES (SHERIFF'S MONTHLY SUMMARY)
MAY 27,2015
1. CALL TO ORDER
Mayor Chavez called the Special Meeting to order at 7:07a.m.
2. ROLL CALL
PRESENT: Councilmember-Man, Sternquist, Yu, Chavez
ABSENT: Councilmember-Fish

ALSO PRESENT: City Manager Cook, Deputy City Clerk Bonus, Community
Development Director Forbes, Public Safety Officer Ariizumi
and Senior Community Preservation Officer Tran

3. PUBLIC COMMENTS
Mayor Chavez opened public comments, hearing no requests to speak, closed
public comments.

5. NEW BUSINESS
A. CITY MANAGEMENT OVERVIEW OF CONTRACT LAW RELATIONSHIP
City Manager Cook provided an overview of relationship between Contract
Law and the City of Temple City.
Mayor Chavez requested clarification on the role Contract Law and how it
pertains to the discussion of the City's contract with the Los Angeles
County Sherriff's.
City Manager Cook provided clarification regarding Contract Law and the
role it has during the discussion of the City's contract with the Los Angeles
Sheriff's.

A. QUALITY OF LIFE
Sergeant Miranda provided a brief overview of the quality of life.
Mayor Chavez requested information regarding the homeless residing in the
City and if the Sheriff's department has a way to track whose traveling and
temporarily staying the City.
Sergeant Miranda stated that they do not have a database with the
information because the homeless population in the City is constantly
changing.
B. OPERATIONS
Sergeant Miranda provided an update regarding arrests and operations in
the City.
Mayor Pro Tem Yu commented regarding the scheduling of operations
conducted in the City.
City Manager Cook stated that he will work with Captain Jacob and
Sergeant Miranda on the scheduling of operations conducted in the City.
Mayor Chavez requested information regarding the amount of massage
parlors operating in the City since the moratorium has been placed.
Community Development Director Forbes stated that there are two
massage parlors in the City.
C. TRAFFIC ISSUES
Sergeant Miranda provided an overview of traffic operations conducted in
the City.
Mayor Chavez requested information regarding any issues on Muscatel.
City Manager Cook stated he has received a compliant regarding speeding
on Muscatel.
D. CRIME AND TRAFFIC TRENDS
Sergeant Miranda provided an overview of the crime trends in the City.
Mayor Chavez requested information about the types of vehicles that were
targeted.

Sergeant Miranda stated that most of the vehicles were Hondas from the
1990's to 2000's.
E. PUBLIC OUTREACH I EVENTS
Sergeant Miranda provided an overview of the public outreach and events
he attended in the City.
Deputy Zuniga provided an update regarding the "problem students" in the
City and what they are doing to correct any issues they have encountered.
City Manager Cook provided information regarding the Emergency
Operations Bureau (EOB) Disaster and will incorporate more information
during the upcoming budget meeting.
Mayor Chavez stated he would like the City Manager to incorporate the
roles of EOB and how it will tie into the City's Emergency Operation Plan.
F. NOTABLE ARRESTS
Sergeant Miranda provided an overview of notable arrests made in the City.
G. CRIME AND TRAFFIC STATISTICS
Sergeant Miranda provided an overview of the crime and traffic statistics.
Mayor Chavez requested information regarding the arson that took place in
the city, in particular whether it was a residential or commercial arson.
Sergeant Miranda stated that he will look into the arson case and provide
the City Council with an update.
H. UPCOMING EVENTS FOR JUNE 2015
Sergeant Miranda provided an overview of upcoming events and operations
that will be conducted in the City.
Councilmember Sternquist requested staff and the Sheriff's department to
speak during a meeting held by a group of Councilmembers called "Talk"
regarding how to develop a successful Neighborhood Watch Meeting
Program.
Deputy Adams and Public Safety Officer Ariizumi, volunteered to present
during one of the scheduled meetings.

Councilmember Sternquist commented about the possibility of inviting
speakers during the Neighborhood Watch meeting that would be willing to
talk about their personal experience dealing with an incident they faced
(e.g., burglary, kidnapping, etc.).
Mayor Chavez agreed and requested to invite previous victims of crime
during the Neighborhood Watch meeting to provide the information
regarding what that they have encountered and preventative measures they
should have taken.
Sergeant Mirnada stated that it's a great idea to have people come in to
provide their experience during the Neighborhood Watch meetings.
Councilmember Man commented regarding his experience during the
Neighborhood Watch meetings and how comments made by the audience
regarding their experiences during the meetings have reminded him to
always be alert.
Mayor Pro Tern Yu left the meeting at 8:03a.m.
7. ADJOURNMENT
The Special Meeting was adjourned at 8:06 a.m.
