Mayor Kathleen M. Martin’s Statement and Determination Regarding Conducting Meetings
by Telephone or Other Electronic Means
As the Mayor of the city of Medina, Minnesota (“City”), I find as follows:
a. On September 21, 2021, I determined that it was appropriate to allow remote public meetings
in the City under Minnesota Statutes, section 13D.021 because holding in-person meetings
was not prudent or practical, and it was not feasible to have any person at the regular meeting
location due to the COVID-19 pandemic;
b. To return to in-person meetings, my prior declaration must be rescinded;
c. The existing conditions surrounding the COVID-19 pandemic have declined in a manner
and at a rate such that a return to in-person meetings is both practical and prudent; and
d. I will continue to review the data as it relates to the ongoing health pandemic and its effects
on our community and may issue future declarations pursuant to Minnesota Statutes, section
13D.021.
Based on the above findings, I determine as follows:
1. Effective April 29, 2022 at 11:59 p.m., my prior Statement and Determination Regarding
Conducting Meetings by Telephone or Other Electronic Means, dated September 21, 2021,
is rescinded.
2. As of April 30, 2022, all meetings of the City Council and its boards, committees,
subcommittees, and commissions shall be conducted in-person.
