CALL TO ORDER: Mayor Tyrell called the regular meeting of the City Council to order at 7:31 p.m. on Tuesday, July 20, 1982, in the Council Chamber of the City Hall. . The invocation was given by Pastor Michael Gleason, First Baptist Church, 6019 N. Baldwin Avenue. 3. The Pledge of Allegiance to the Flag was led by Mayor Tyrell. 4. ROLL CALL: Present: Councilmen- Atkins, Dennis, Gillanders, Swain, Tyrell Absent: Councilmen -None Also Present: City Manager Koski, City Attorney Martin, Assistant City Manager Kimbrough, Planning Director Shaw, and Julie Estrada, Temple City Times 5. CONSENT CALENDAR: Councilman Dennis stated in relation to Item E, handicapped parking stall in public parking lots, Mr. Harry Peterson is to be commended for his time and efforts in bringing the need for handicapped faci- lities to the Council's attention. Councilman Atkins moved to approve Items A through 0 on the Consent Calendar as recommended, seconded by Councilman Gillanders and carried, Councilman Gillanders abstaining as to Item J. A. APPROVAL OF MINUTES: Regular Meeting of July 6, 1982 Approved as written. B. ORDINANCE NO. 82 -521: 2nd read. AMENDING ZONING CODE RELATING TO COMMERCIAL RECREATIONAL USES FROM C -2 TO:C.U..P. Adopted Ordinance No. 82 -251 AN ORDINANCE OF THE CITY OF TEMPLE CITY AMENDING SECTIONS 9380(A) AND 9202 OF THE TEMPLE CITY ZONING CODE. C. TRAFFIC COMMISSION RECOMMENDATION - Meeting of July 7, 1982 GOLDEN WEST AVENUE AT GARIBALDI AVENUE - PLACEMENT OF STOP SIGNS Approved placement of boulevard stop signs on Golden West Avenue at the north and south approaches to Garibaldi Avenue. D. PLANNING COMMISSION RECOMMENDATIONS - Meeting of July 13, 1982 (1) PROPOSED AMENDMENT TO THE TEMPLE CITY ZONING CODE TO PERMIT SALE OF MOPEDS AND GO -CARTS IN THE C -2 ZONE Set public hearing to consider recommendation from the Planning Commission to amend the zoning code to permit sale of mopeds and go -carts in the C -2 zone. (2) PLANNING COMMISSION ACTION Received and filed a memo from the Planning Commission relating action taken at their regular meeting held July 13, 1982. Council Minutes, July 20, 1982 - Page 2 E. PARKING COMMISSION RECOMMENDATION - Meeting of July 14, 1982 HANDICAPPED FACILITIES - PILOT PROJECT, PUBLIC PARKING LOTS Approved the designation of parking stalls for the handicapped in public parking lots, two in parkings lots north of Las Tunas Drive and two south of Las Tunas Drive. F. TRANSPORTATION SERVICE FOR THE HANDICAPPED AND ELDERLY Approved the agreement with Mid - Valley Manpower Transportation Consortium for transportation for the handicapped and elderly from July 1, 1982 to December 31, 1982 and authorized Mayor and City Clerk to sign. G. AMENDMENT TO CAMINO REAL CONTRACT: CONSTRUCTION OF MYDA CUL -DE -SAC AND LAS TUNAS DRIVE WHEELCHAIR RAMPS Approved supplemental contract with J.E.G. Construction and authorized Mayor and City Clerk to sign. H. ACCEPTANCE OF STREET IMPROVEMENTS: TRACT 37503, 6039 GOLDEN WEST AVE. Accepted street improvements and released Faithful Performance Bond. I. APPROVAL OF FINAL PARCEL MAP NO. 14982: 5945 -5951 ROWLAND AVENUE Approved map; accepted street as offered for dedication; found the project will not violate any of the provisions of the Subdivision Map Act and authorized City Clerk to endorse approval on the face of the map. J. REFUND DEPOSIT - FIREWORKS STANDS, 1982 Approved refunds for fireworks stands, the locations having been inspected and found to be clear of debris. K. RENEWAL OF AGREEMENTS - 1. L & L LANDSCAPE 2. GREEN THUMB Approved renewal of agreement with L & L Landscape for fiscal year 1982 -83 for maintenance of median strips on Baldwin Avenue and Santa Anita Avenue. Approved renewal of agreement with Green Thumb for fiscal year 1982 -83 for maintenance of public right -of -way surrounding the CRA parking lot. L. RESOLUTION NO. 82 -2093: REQUEST FOR ALLOCATION OF COUNTY AID -TO- CITIES FUND - MAINTENANCE OF SELECT SYSTEM STREETS 1 Adopted Resolution No. 82 -2093 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY REQUESTING AN ALLOCATION AND PAYMENT OF COUNTY AID -TO- CITIES FUNDS FOR THE MAINTENANCE OF SELECT SYSTEM STREETS. M. RESOLUTION NO. 82 -2094: COMMITTING FAU FUNDS TO DESIGN OF SANTA ANITA AVENUE STREET LIGHTING PROJECT Adopted Resolution No. 82 -2094 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY, CALIFORNIA, ASSIGNING TO THE COUNTY OF LOS ANGELES A PORTION OF ITS AVAILABLE FEDERAL -AID URBAN FUNDS. N. RESOLUTION NO. 82 -2095: EMPLOYMENT OF PERSONNEL Adopted Resolution No. 82 -2095 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY APPOINTING PERSONNEL. 0. RESOLUTION NO. 82 -2096: WARRANTS AND DEMANDS Adopted Resolution No. 82 -2096 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY ALLOWING CLAIMS AND DEMANDS IN THE SUM OF $106,544.38, DEMAND NOS. 4280 THRU 4346. 1 Council Minutes, July 20, 1982 - Page 3 6. UNFINISHED BUSINESS: None. 7. NEW BUSINESS: None. 8. COMMUNICATIONS: None. 9. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK: No one came forward to speak. RECESS TO CRA: At this time Council recessed to meet as the Community Redevelopment Agency, all members being present; approved the minutes of the regular meeting held July 6, 1982 and adopted resolution approving warrants. The minutes are set forth in full in the records of the Agency. 1 RECONVENE AS CITY COUNCIL: 10. ACTION ON REQUEST BY CRA: There was no action to be taken. 11. MATTERS FROM CITY OFFICIALS: A. Ordinance No. 82 -522: Relating to Publicized Commercial Residential Parties City Manager Koski presented a revised draft of ordinance relating to commercial residential parties. City Attorney Martin stated he had re-drafted the ordinance at Council request; the Sheriff's Department has reviewed it and have given their approval; and he feels it now accomplishes what Council wanted. Mr. Martin introduced Ordinance No. 82 -522 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY ADDING A NEW SECTION 4133 10 THE TEMPLE CITY CODE RELATING TO PUBLICIZED COMMERCIAL RESIDENTIAL PARTIES for first reading by title only. Councilman Atkins moved to waive further reading, seconded by Councilman Dennis and carried. B. House Numbering on Curbs Councilman Dennis stated the City has been getting recommendations from the Sheriff's Department for better house number identification within the City and the same concern would hold true for the Fire Department and Paramedics. In the past this has been done by young entrepreneur or groups doing it on a volunteer basis as a fund raiser. Councilman Dennis stated he feels the City should contract for the work to be done at every dwelling in the community on a continuing basis and moved to instruct the City Manager to find a contractor and solicit bid, seconded by Councilman Atkins and carried. C. Signal Controller - Las Tunas Drive and Temple City Boulevard City Manager Koski stated the, master controller which coordinated the interconnect system at Las Tunas Drive and Temple City Boulevard was destroyed by a hit and run vehicle. Signal Maintenance has put together a temporary system; however a new solid state system will cost $16,000 and take approximately 3 months for delivery. Councilman Atkins moved to authorize staff to solicit bids and issue a purchase order for replacement of the damaged signal controller, seconded by Councilman Gillanders and carried. D. City Manager Koski presented a request from the property owner at 5841 -43 Camellia Avenue requesting City participation in the installation of a block wall between 5839 and 5841 Camellia Avenue. Council Minutes, July 20, 1982 - Page 4 Council expressed no interest in installing a block wall on city owned property at 5839 Camellia Avenue. E. Councilman Atkins moved to discontinue the practice of taping Council meetings by Falcon Cable, seconded by Councilman Gillanders and carried, Mayor Tyrell opposing. F. Councilman Gillanders commented on the letter received from Assemblyman Lancaster regarding SB 33 and stating that he would now support the bill because of changes made in the Assembly Transportation Committee. Councilman Gillanders expressed his concern that the bill creates a bureaucracy which will set the standards for inspection from which there is no appeal provision; diesels, which are the greatest pollutants are exempted. At the request of Mayor Tyrell, Councilman Gillanders will prepare a letter to go to our representatives. G. Councilman Gillanders stated with Council's permission he will - vote to admit the Cities of Poway and Loma Linda into JPIA. Council had no objection. H. Mayor Tyrell requested staff to contact Southern Pacific Railroad regarding fencing between the railroad right -of -way and the abuting residential property on Sereno Drive and Acaso Drive and report back to Council. I. City Manager Koski reported that he has contacted Father Paul Montoya from St. Luke's Catholic Church, Rabbi Alan Lachtman from Temple Beth David, and Reverend Ted Hartman from First Lutheran Church to act as possible executors of the estate of Gerald FitzGerald, and will keep Council informed of their progress. At this time Council recessed to an Executive Session with the City Manager and City Attorney to discuss status of negotiations with County Engineer - Facilities Department regarding the acquisition of the county -owned engineer's facility adjacent to the City Hall. 12. ADJOURNMENT: Council reconvened at on motion by Councilman Atkins, seconded by Councilman Dennis, meeting adjourned to a Joint Meeting with the School Board to be held Monday, July 26, 1982, 8 p.m. in the Emergency Operations Center at which time an orientation program is planned on the recently installed community cable television network and its use by the school district and the community. Next regular meeting of the City Council will be held Tuesday, August 3, 1982, 7:30 p.m. in the Council Chamber of the City Hall. ATTEST: Chief Deputy City Clerk
