Mayor Chavez called the Regular City Council meeting to order at 7:31 p.m.

5. CEREMONIAL/PRESENTATIONS
A. PRESENTATION -INTRODUCTION OF TEMPLE CITY HIGH SCHOOL
STUDENTS GOING TO AUSTRALIA
Ms. Leanne Baroldi introduced the student ambassadors that will be going to
Australia. The students each gave a brief self introduction and thanked City
Council for their support of this program.
Mayor Chavez and City Council presented each student with a certificate.

6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA
Jing Li, Temple City Library Manager, announced the library's upcoming summer
programs.
Councilmember Sternquist shared that the Temple City Library will be receiving 10
laptop kiosks from the Los Angeles County Library Commission.
Frank Ruedel, Temple City resident, commented regarding the Las Tunas Drive
Safety Enhancement and Beautification Project.
T.K. Washuta, a member of the public, commented on the need for bus shelter
canopies along Rosemead Boulevard bus stops, crosswalk on Rosemead
Boulevard adjacent to Value-Mart, and speed limit on Rosemead Boulevard
between Garibaldi Avenue and Emperor Avenue. He also spoke against allowing
Invocation during public meetings.

Mayor Chavez pulled Consent Calendar Item B for public comment.
Mayor Pro Tem Yu made a motion to approve the remaining items on the
consent calendar. Seconded by Councilmember Sternquist and approved by the

C. CONSIDERATION OF A WASTE ADJUSTMENT REQUEST FOR WASTE
SERVICES FROM ATHENS SERVICES, INC.
Per the provisions of the City agreement with Athens, the City Council is

H. ADOPTION OF RESOLUTION NO. 15-5091 APPROVING PAYMENT OF
BILLS FOR FISCAL YEAR 2015-16
The City Council is requested to adopt Resolution No. 15-5091 authorizing
the payment of bills.

I. ADOPTION OF RESOLUTION NO. 15-5099 APPROVING PAYMENT OF
BILLS FOR FISCAL YEAR 2014-15
The City Council is requested to adopt Resolution No. 15-5099 authorizing
the payment of bills.
Action: Adopted Resolution No. 15-5099.
Consent Calendar Item 7B was heard out of agenda order.
B. SECOND READING AND ADOPTION OF ORDINANCE NO. 15-1002
AMENDING SECTION 3-3A-30 OF THE TEMPLE CITY MUNICIPAL CODE
TO REPEAL THE BLANKET PROHIBITION ON BACK-IN PARKING ON
MUNICIPAL PARKING LOTS AND GRANT THE CITY COUNCIL THE
AUTHORITY TO PROHIBIT BACK-IN PARKING WHERE DEEMED
APPROPRIATE OR NECESSARY
Ordinance No. 15-1002 will repeal the blanket prohibition on back-in parking
and grant the City Council the Authority to prohibit back-in parking where
deemed appropriate or necessary.
Mayor Chavez opened public comment.
Franklin Ruedel, Temple City resident, commented briefly on the City's back-
in parking ordinance.

Hearing no further request to speak, Mayor Chavez closed public comment.
Mayor Pro Tem Yu made a motion to waive further reading and adopt
Ordinance No. 15-1002 amending Section 3-3A-30 of the Temple City
Municipal Code relative to back-in parking on municipal parking lots.

A. CONTINUATION OF PUBLIC HEARING FOR MASTER FEE AND FINE
SCHEDULE FOR FISCAL YEAR 2015-16
Staff recommends that the City Council continue the public hearing on this
matter to July 7, 2015, to provide staff with additional time to prepare the
requested information and ensure that the City Council is provided with
adequate information on which to base its decision.
City Manager Cook requested City Council open public hearing for public
comments and consider continuing the public hearing on this matter to the
July 7, 2015, City Council meeting.
Mayor Chavez opened public comment. Hearing no request to speak, Mayor
Chavez closed public comment.
Mayor Chavez announced that this Public Hearing will be continued to the
regular City Council meeting on July 7, 2015.
B. ADOPTION OF RESOLUTION NO. 15-5089, ORDERING THE LEVY OF
CITYWIDE LIGHTING AND MAINTENANCE DISTRICT ASSESSMENTS
FOR FISCAL YEAR (FY) 2015-16
City Council approval of the FY 2015-16 levy of the District assessments will
allow the City to continue with its annual Lighting and Maintenance District
program.
Administrative Services Director Hause gave a brief summary of the staff
report.

C. ADOPTION OF RESOLUTION NO. 15-5093 CONFIRMING THE FACTORS
USED FOR CALCULATING THE ANNUAL APPROPRIATIONS LIMIT FOR
THE FISCAL YEAR (FY) 2015-16
Article XIII-B provides limits to the amount of tax proceeds stated and local
governments can spend each year. Staff has complied with all the provisions
of Article XIII-B in determining the Limit for FY 2015-16. In order to be in
compliance with California State Law, City Council adoption of the resolution
is necessary.

D. ADOPTION OF THE PROPOSED FISCAL YEAR (FY) 2015-16 CITY
BUDGET AND FIND THAT THE CITY IS IN COMPLIANCE WITH
GOVERNMENT CODE SECTION 66000
Pursuant to Section 901 of the City Charter, the City Council is required to
conduct a public hearing prior to the adoption of the Proposed FY 2015-16
City Budget which includes the proposed revenues and corresponding
expenditures.
City Manager Cook gave a brief introduction of the City's proposed budget.

City Manager Cook reported on the meeting he and Councilmember Sternquist had
with San Gabriel Valley Council of Government representative and their meeting

Councilmember Sternquist reported that the Ad Hoc met with staff to
brainstorm for a Veterans Memorial and will bring back a recommendation for
City Council's consideration.

15. COUNCIL ITEMS SEPARATE FROM THE CITY MANAGER'S REGULAR
AGENDA
A. COUNCILMEMBER FISH
Councilmember Fish thanked staff for the work done on the proposed City
budget, commented on the number of applications City received for the City
Commission recruitment, invited the public to the City's first Summer Concert
tomorrow night, and she reported on the California Joint Power Insurance
Authority (CJPIA) meeting she attended with Councilmember Man.
B. COUNCILMEMBER MAN
Councilmember Man also commented on the number of applications the City
received for the City Commission recruitment. He credits the outreach and
education program the City offers. He also commented on the CJPIA meeting
he attended with Councilmember Fish.
C. COUNCILMEMBER STERNQUIST
Councilmember Sternquist spoke briefly about some of the services Foothill
Transit offers and urged the public to find out more about what they have to
offer. She also thanked staff for the work done on the proposed City budget.
She invited the public to the Concert in the Park tomorrow night.
D. MAYOR PROTEM YU
Mayor Pro Tem Yu also commented regarding the City Commissioner
recruitment. He recognized Councilmember Sternquist for her work as an
Executive Board Member of San Gabriel Valley Council of Government and as
a Commissioner of the Los Angeles County Library Commission.
E. MAYOR CHAVEZ
Mayor Chavez commented regarding concerns raised by Mr. Washuta,
spoke briefly about City's Smart Water Challenge and also on the
educational programs CJPIA offers.
