On March 12, 2015 staff mailed a survey to 1,630 current DAR members asking for input into possible changes to the DAR program including eliminating some locations outside the city limits. The survey was translated into Chinese. A total of 90 completed surveys were returned to the Parks and Recreation Department by the April 6, 2015 deadline. 4. On May 26, 2015, the ad hoc committee met again and reviewed results from the survey and other information provided by the contractor finalizing recommendations to the Parks and Recreation Commission. 5. On June 17, 2015, the Parks and Recreation Commission considered various recommendations from staff in regards to the DAR program and recommended the City Council approve extending weekend hours two additional hours each day and the addition of the Minute Clinic at 1401 Baldwin Avenue, Arcadia as an approved location. ANALYSIS: For over twenty years, the Parks and Recreation Commission has conducted a public transportation meeting in February to review and discuss the various transportation programs and services available to Temple City residents. During the February 2015 meeting, issues and concerns were expressed by DAR members in particular the difficulty in securing reservations, limited weekend hours, and the desire to include the Minute-Clinic located in the CVS Store on the corner of Baldwin Avenue and Naomi Avenue as an approved location. Chairman Haddad and Vice-Chairman Rosso were appointed to an ad hoc committee to meet with staff and representatives from STI to discuss issues and concerns brought up by the DAR users. The ad hoc committee and staff met with representatives from STI to discuss the issues listed above. STI advised the ad hoc committee that many reservations are currently to destinations outside the City requiring the rides to take longer than they would if only within the City's limits, thereby limiting the number of rides available. The ad hoc committee requested staff develop a survey that would address possible changes to locations outside the City's limits. The ad hoc committee also requested that staff notify 15 DAR members, currently booked with a weekly standing reservation for other than medical purposes, as stated in the City's current DAR policy, be notified that their standing reservation would no longer be available. These members would still be able to schedule a reservation by calling up to seven days in advance. Pursuant to direction from the ad hoc committee a survey (in English and Mandarin) was mailed to 1 ,630 DAR cardholders. The survey asked if members currently use the DAR service to approved locations outside the City limits, in particular to churches, adult day care facilities, and convalescent homes, and if they would feel an impact if City Council July 7, 2015 Page 3 of 3 those locations were eliminated. The suNey also requested interest in shared rides to various locations outside Temple City including the Westfield Mall, Vons Pavilion, and Los Angeles County Arboretum, all in the City of Arcadia. Finally, members were asked if they had difficulty in securing reseNations on Sundays. The findings from the suNey were discussed by the ad hoc committee at their meeting on May 26, 2015. A summary of suNey results is attached (Attachment "A"). The ad hoc committee also discussed extending weekend hours to accommodate more DAR users. Current weekend hours are 9 a.m. - 5 p.m. The ad hoc committee recommended adding two hours to each day as follows: Saturday, 9 a.m. - 7 p.m., and Sunday 8:30 a.m. - 6:30 p.m. Staff has included funds in the 2015-16 Fiscal Year (FY) budget for this purpose. The Parks and Recreation Commission, at their meeting on June 17, 2015 approved two recommendations from the ad hoc committee as follows: 1. Extend weekend hours as recommended by the ad hoc committee (i.e., Saturday 9 a.m.-7 p.m. and Sunday 8:30a.m.-6:30 p.m.); and 2. Add the Minute Clinic in the CVS store, located at 1401 S. Baldwin Avenue in Arcadia as an approved location. CONCLUSION: The City Council is requested to review and approve the recommendations from the Parks and Recreation Commission relative to the DAR transportation program. The recommendations, if approved, are expected to enhance seNice levels by increasing weekend hours and adding a location requested by several DAR members. FISCAL IMPACT: This item does not have an impact on the FY 2015-16 City Budget. ATTACHMENT: A. Dial-A-Ride Transportation SuNey Results ATTACHMENT A DIAL-A-RIDE TRANSPORTATION SURVEY RESULTS In an effort to address concerns from the general DAR membership regarding difficulty in booking rides and Sunday reservations, a DAR Transportation Survey was mailed to current membership. Ninety completed surveys were received. A total of 1,630 surveys were mailed. 1.
