Mayor Chavez called the Regular City Council meeting to order at 7:31 p.m. 2. ROLL CALL PRESENT: ABSENT: ALSO PRESENT: . 3. INVOCATION Councilmember-Fish, Man, Sternquist, Yu, Chavez Council member-None City Manager Cook, City Attorney Vail, City Clerk Kuo, Administrative Services Director Hause, Parks and Recreation Director Burroughs, and Community Development Director Forbes Pastor Darrel Kelty, Community of Christ, provided the Invocation. 4. PLEDGE OF ALLEGIANCE Mayor Chavez led those present in the Pledge of Allegiance. 5. CEREMONIAL/PRESENTATIONS A. PET OF THE MONTH Cindy Rigney, San Gabriel Valley Humane Society Shelter Board President, introduced the featured pet for the month "Rocky", a 6 year old male Pug. Those interested in adopting him can call the San Gabriel Valley Humane Society at (626) 286-1159. B. CERTIFICATE FOR SHIN DANCE ACADEMY Mayor Chavez and City Council presented Shin Dance Academy with a certificate recognizing their "Wings of Shin Dance" performance. PROCLAMATION FOR RELAY FOR LIFE Mayor Chavez and City Council presented Mary Sneed, Relay for Life Event Chair, and team members, with a proclamation proclaiming June 6 as "Paint the Town Purple Day" and City of Temple City as a Relay for Life City. Mayor Chavez pulled Ceremonial presentation 7E out of agenda order. E. OATH OF OFFICE FOR NEW CITY COMMISSIONERS City Clerk Kuo administered the Oath of Office to the members of the Parks and Recreation Commission: Lance Baroldi, Joanne Rosso, Steve Wen; Transportation and Public Safety Commission: Jim Clift, Douglas Blatt, Nicholas Stratis; and Public Arts Commission: Katherine Keelin, Lisa Kidd. Mayor Chavez and the City Council presented each commissioner with a Certificate of Appointment. Planning Commissioners John Cordes, Albert Leung and Helen Chen Marston were not present to take their oath or receive their certificate of appointment. D. MUNICIPAL SEPARATE STORMWATER SEWER SYSTEM UPDATE John L. Hunter, City Manager Cook and Community Development Director Forbes provided an update on the Municipal Separate Stormwater Sewer System. 6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA Dennis Jin, Property Accessed Clean Energy (P.A.C.E.), spoke about their water conservation program. Steve Stafford, Temple City resident, commented on Temple Sheriff Station's timely service and also on the need to enforce against water polluters in the City. 7. CONSENT CALENDAR Councilmember Fish made a motion to approve the items on the consent calendar. Action: Approved. B. TRANSPORTATION AND PUBLIC SAFETY COMMISSION ACTIONS - MEETING OF MAY 13,2015 The City Council is requested to review the Transportation and Public Safety Commission actions of their meeting of May 13, 2015. Action: Received and filed. C. PUBLIC ARTS COMMISSION ACTIONS-MEETING OF JUNE 8, 2015 The City Council is requested to review the Public Arts Commission actions of their meeting of June 8, 2015. Action: Received and filed. D. PARKS AND RECREATION COMMISSION ACTIONS-MEETING OF JUNE 17,2015 The City Council is requested to review the Parks and Recreation Commission actions of their meeting of June 17, 2015. Action: Received and filed. E. PLANNING COMMISSION ACTIONS-MEETING OF JUNE 23, 2015 The City Council is requested to review the Planning Commission actions of their meeting of June 23, 2015. Action: Received and filed. F. ADOPTION OF RESOLUTION NO. 15-5101 -CITY COMMISSIONER APPOINTMENTS City Council Minutes July 7, 2015 Page 4 of 12 The City Council is requested to consider adoption of a resolution confirming appointments of Commissioners to the Planning Commission, Public Arts Commission, Parks and Recreation Commission and Transportation and Public Safety Commission. Action: Adopted Resolution No. 15-5101 confirming appointments to City Commissions with term expiring June 30, 2017. G. DESIGNATION OF VOTING DELEGATE AND ALTERNATE FOR THE LEAGUE OF CALIFORNIA CITIES ANNUAL CONFERENCE TO BE HELD SEPTEMBER 30 THROUGH OCTOBER 2, 2015 The Council is requested to designate one City Councilmember as a "Voting Delegate" and one City Councilmember as "Alternate Voting Delegate" for the purpose of exercising the City's vote at the League of California Cities Annual Conference. Action: Designated Mayor Chavez as Voting Delegate and Councilmember Man as Voting Alternate for the League of California Cities Annual Business Meeting. H. ADOPTION OF RESOLUTION NO. 15-5100 AMENDING THE CITY'S RECORDS RETENTION SCHEDULE The proposed changes to the retention schedule includes addition of records that were previously not identified with retention dates, updates to certain legal citations, and clarified records descriptions. Action: Adopted Resolution No. 15-5100 adopting the City's amended Records Retention Schedule. I. CONSIDERATION OF RECOMMENDATIONS FROM THE PARKS AND RECREATION COMMISSION EXTENDING DIAL-A-RIDE HOURS OF OPERATIONS ON SATURDAY AND SUNDAY AND AUTHORIZING THE MINUTE CLINIC LOCATED IN THE CVS STORE AT 1401 S. BALDWIN AVENUE, ARCADIA, AS AN APPROVED LOCATION FOR TEMPLE CITY DIAL-A-RIDE MEMBERS The City Council is requested to review and approve the recommendations from the Parks and Recreation Commission relative to the DIAL-A-RIDE (DAR) transportation program. City Council Minutes July 7, 2015 Page 5 of 12 Action: 1) Extended the DAR service two additional hours on both Saturday and Sunday; and 2) Authorized the Minute Clinic, located in the CVS Store at 1401 S. Baldwin Avenue, Arcadia as an approved location for Temple City DAR members. J. FINAL SUBDIVISION MAP APPROVAL FOR PARCEL MAP NO. 71427, A FLAG LOT SUBDIVISION AT 5019 HELEO AVENUE The final map has been reviewed by Los Angeles County Public Works. The applicant signed the Subdivision Improvement Agreement and submitted the security deposit for street improvements. Certifying the final map will allow the developer to finalize the creation of a flag lot so that a single-story residence can be improved on the lot. Action: 1) Received the Subdivision Improvement Agreement; 2) Approved the final subdivision map for Parcel Map No. 71427; 3) Authorized City Manager to execute the Subdivision Improvement Agreement; and 4) Authorized the City Clerk to certify Parcel Map No. 71427. K. ADOPTION OF RESOLUTION NO. 15-5094 SUPERCEDING EMPLOYER PAID MEMBER CONTRIBUTIONS (EPMC) In order to implement a provision of the approved Memorandum of Understanding with Temple City Employee Association, adoption of a Resolution implementing a reduction in EPMC to CaiPERS is required. Action: Adopted Resolution No. 15-5094 implementing a reduction in Employer Paid Member Contributions to the California Public Employee Retirement System by three percent for employees represented by Temple City Employees Association effective June 29, 2015. ADOPTION OF RESOLUTIONS AMENDING THE PERSONNEL RULES FOR PART-TIME AND FULL TIME EMPLOYEES In order to ensure the legal obligations of Assembly Bill 1522 are met, clarifying the permitted use of sick leave for full time employees; and requiring that all part-time, temporary, and seasonal employees receive some level of sick leave benefits, the proposed revisions to the City's Personnel Rules for both full time and part-time employees is required. Action: 1) Adopted Resolution No. 15-5097 amending the Personnel Rules for part- time employees; and 2) Adopted Resolution No. 15-5096 amending the Personnel Rules for full time employees. M. VISA CARD AND PETTY CASH REPORT The City Council is requested to review, receive and file the Visa Card and Petty Cash Report. Action: Received and filed report. N. ADOPTION OF RESOLUTION NO. 15-5103 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2014-15 The City Council is requested to adopt Resolution No. 15-5103 authorizing the payment of bills. Action: Adopted Resolution No. 15-5103. 0. ADOPTION OF RESOLUTION NO. 15-5104 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2015-16 The City Council is requested to adopt Resolution No. 15-5104 authorizing the payment of bills. ADOPTION OF RESOLUTION NO. 15-5102 AMENDING FEES FOR PUBLIC WORKS AND ENGINEERING SERVICES AND PARKS AND RECREATION PROGRAMS, SERVICES, AND FACILITIES Approval of Resolution No. 15-5102 amending the City's public works and engineering fees and parks and recreation fees would allow the City to defray costs for providing various programs and services, and use of City facilities. Community Development Director Forbes gave a brief summary of the staff report. City Council discussed and commented on the amendment of fees for Public Works and Engineering Services and Parks and Recreation Programs, Services, and Facilities. Mayor Chavez opened public comment. Steve Stafford, Temple City resident, spoke in favor of updating the City's fees. Hearing no further request to speak, Mayor Chavez closed public comment. Councilmember Yu made a motion have the Mayor establish an ad hoc to consider changes to the Planning fees and Building Permit and Plan Check fees and the another ad hoc to consider changes to the Parks and Recreation programs, services, and facilities. Motion failed without a second. Councilmember Yu made a motion to approve the Parks and Recreation program fee as recommended by staff and have Mayor establish and appoint Councilmembers to an ad hoc to study the Public Works and Engineer fees and Building and Plan Check fees. Seconded by Councilmember Sternquist and carried by the following votes: AYES: ABSTAINED: NOES: Councilmember: Councilmember: Councilmember: Fish, Man, Sternquist, Yu, Chavez None None Mayor Chavez appointed Councilmember Yu and Councilmember Man to the ad hoc committee. 9. NEW BUSINESS City Council Minutes July 7, 2015 Page 8 of 12 A PROPOSED CITY COUNCIL MEETING DATES -JULY 2015 THROUGH JUNE 2016 The proposed City Council meeting dates identifies meeting dates for Fiscal Year (FY) 2015-16 to allow City Council, the public and staff to adequately plan and schedule agenda items for future meeting dates. City Council briefly discussed and commented on the proposed City Council meeting dates for July 2015 through June 2016. Mayor Chavez opened public comment. Hearing no request to speak, Mayor Chavez closed public comment. Mayor Pro Tern Yu made a motion to approve the proposed City Council meeting dates as recommended by staff. FIRST READING AND INTRODUCTION OF ORDINANCE NO. 15-1004, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY, AMENDING SECTION 2-3A-3 OF ARTICLE A OF CHAPTER 3 OF THE TEMPLE CITY MUNICIPAL CODE, CLARIFYING AND REDUCING THE LIST OF POSITIONS EXCLUDED FROM CITY SERVICE During the Fiscal Year (FY) 2015-16 City Budget deliberations, staff recommended the City Council not fund (among other unrepresented part-time positions) the full time Public Safety and Services Manager position due to budget constraints. The City Council directed staff to not only not fund the position but to eliminate the position. Administrative Services Director Hause gave a brief summary of the staff report. Mayor Chavez opened public comment. Hearing no request to speak, Mayor Chavez closed public comment. Councilmember Man made a motion to introduce Ordinance No. 15-1004 for first reading by title only; waive further reading of Ordinance No. 15-1 004; and set the second reading of Ordinance No. 15-1004 for July 21, 2015. COMMUNICATIONS-None 12. UPDATE FROM CITY MANAGER City Manager Cook reported briefly on the enforcement of illegal firework on 4th of July and that the Motor Deputy is now patrolling the City. Community Development Director Forbes gave an update on the progress of the . Olson Company Project on Lower Azusa Road. 13. UPDATE FROM CITY ATTORNEY City Attorney Vail reported that he will be providing training for City Commissioners on basic parliamentary procedures, rules of order and protocol on July 9, Thursday. 14. Brian, Rosemead resident, commented on the Rosemead Boulevard improvements and spoke regarding the Las Tunas Drive Safety Enhancement and Beautification Project. 15. COUNCIL ITEMS SEPARATE FROM THE CITY MANAGER'S REGULAR AGENDA A. COUNCILMEMBER FISH Councilmember Fish invited the public to the Relay for Life on July 11, Saturday, at the Temple City High School. She also commented regarding the successful mural painting event. B. COUNCILMEMBER MAN Councilmember Man also commented regarding the successful mural painting event and the July 1 Concert in the Park. He reported out on the League of California Cities Conference he attended. C. COUNCILMEMBER STERNQUIST Councilmember Sternquist shared that she will be meeting with staff from Supervisor Antonovich's office and Los Angeles County Head Librarian on July 15 possibly regarding additional funding for the County library in the City. She also commented regarding the mural painting event and the League of California Cities Conference she attended. D. MAYOR PROTEM YU Mayor Pro Tem Yu reported on a 4th of July celebration event in the Temple City Park on June 27 by Indo Chinese American Political Action Committee and Asian American Political Alliance. He also thanked Councilmember Sternquist for her effort with the Los Angeles County Library Commission. E. MAYOR CHAVEZ Mayor Chavez also mentioned the Indo Chinese American Political Action Committee and Asian American Political Alliance's 4th of July celebration, the successful mural painting event, and also regarding the 4th of July fireworks throughout the City. ADDITIONAL PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA George McDonald, Temple City resident, commented on the drought and the need to continue to water City trees. Brian, Rosemead resident, commented regarding City's property on 5800 Temple City Boulevard. 18.
