3. PARKING CITATION HEARINGS
The Commission held three hearings in person; two citations were upheld and one
citation was dismissed.
4. UNFINISHED BUSINESS
A. OAK AVENUE AND WOODRUFF AVENUE TRAFFIC SAFETY
Management Analyst Coyne delivered the presentation to the Commission.
The Commission directed staff to install larger 48 inch "Stop" signs and
attach "All-Way" plates to the signage on all four corners at the intersection
of Oak Avenue and Woodruff Avenue, and to add "Stop Ahead" signage and
pavement markings to the intersection approach.
5. NEW BUSINESS
A. TRAFFIC CALMING MEASURES FOR ENCINITA AVENUE
Melissa Demirci of Transtech Engineers, Inc. delivered the presentation to
the Commission and explained the findings of the traffic analysis conducted
on Encinita Avenue between Las Tunas Drive and Broadway. Staff
recommended that solid white lines be installed on both sides of Encinita
Avenue between Las Tunas Avenue and Broadway; that larger speed limit
signs with radar-enforced plaques be installed at locations along Encinita
Avenue; and that "signal ahead" signs and pavement legends be installed to
alert drivers to the signalized intersections of Encinita/Las Tunas and
Encinita/Broadway. The Commission directed staff to take the
recommendations, as presented, to the City Council for consideration and
approval.
CONCLUSION:
The City Council is requested to receive and file this report.

This item does not have an impact on the Fiscal Year 2015-16 City Budget.
