Hours: The proposed hours of the Festival are consistent with the hours approved by
the City Council for the 2015 Festival: 12 noon to 10 p.m. on Saturday, January 23, and
12 noon to 8 p.m. on Sunday, January 24.
Size: Sing Tao is proposing to reduce the size of the event by one block for the 2016
Festival, with Las Tunas Drive proposed to be closed from Temple City Boulevard to
Agnes Avenue. The street would be closed from 12 midnight on Saturday, January 23,
until about 4 a.m. on Monday, January 25.
Alcohol: Consistent with the 2015 event, Sing Tao is not proposing to sell alcoholic
beverages.
As the host and co-sponsor of the event, the City would be responsible for the
following, consistent with the 2015 Festival (subject to a cost-sharing arrangement as
discussed below):
• Close Las Tunas Drive from 12 midnight on Saturday, January 23, 2016, until 4
a.m. (or until the street is clear) on Monday, January 25, 2016;
• Provide Los Angeles County Sheriffs Deputies for law enforcement services at
the Festival;
• Provide City staff for trash collection and miscellaneous logistical support
services at the Festival;
• Provide water as needed from spigots at City Hall and Temple City Park for
vendors;
• Provide banner space on Las Tunas Drive during the month prior to the Festival;
• Suspend enforcement of time limit parking restrictions on streets and public
parking lots in the area; and
• Provide notice of the event to businesses and residences along Las Tunas and
one block north and south of Las Tunas in the Festival area.
CONCLUSION:
The 2014 and 2015 Festivals held in Temple City were successful events that provided
food, shopping, games, rides, and entertainment for residents of Temple City and
surrounding communities. The 2014 and 2015 Festivals went smoothly and did not
experience any notable problems. Sing Tao is requesting that the City assist them in
continuing to build upon the success of previous events by participating in the 2016
Festival. Staff believes that the Festival provides a positive experience for the
community and recommends that the City Council approve the request.
FISCAL IMPACT:
For the 2015 Festival, Sing Tao offered to reimburse the City for the cost of hosting the
event up to a maximum of $10,000. The City Council agreed for the City to host and

co-sponsor the event on the condition that Sing Tao agree to evenly split the cost of the
event with the City, up to a maximum City contribution of $16,000. The total cost to the
City for the 2015 event was $22,133.04, including City staff overtime, Sheriff's
Department law enforcement services, and street closure services. As required by the
City Council, Sing Tao reimbursed the City for 50 percent of the total, or $11,066.52.
The direct cost to the City was therefore also $11 ,066.52 for the 2015 event.
For the 2016 Festival, Sing Tao is proposing to reimburse the City up to a maximum of
$10,000. The Fiscal Year 2015-16 City Budget includes allocations to cover these
costs, assuming a cost that is generally consistent with, or lower than, last year's event.
As such, staff recommends that the City Council approve the request on the condition
that the City will evenly split the cost of the event, consistent with the 2015 Festival, and
that Sing Tao's contribution not be limited to $10,000.
