A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF OPA-LOCKA, AUTHORIZING THE CITY MANAGER TO
ENTER INTO AN AGREEMENT WITH GRACE AND NAEEM
UDDIN, INC., FOR THE REHABILITATION OF THE
HISTORIC CITY HALL BUILDING PHASE-1;IN AN AMOUNT
NOT TO EXCEED TWO HUNDRED NINETY SEVEN
THOUSAND ONE HUNDRED THIRTY DOLLARS($297,130.00),
PAYABLE FROM ACCOUNT NUMBER 44-541823, A
BUDGETED ITEM; PROVIDING FOR INCORPORATION OF
RECITALS; PROVIDING FOR AN EFFECTIVE DATE
WHEREAS, pursuant to Resolution 12-8388, the City issued RFP12-1405100 for
architectural and engineering services for Historic City Hall; and
WHEREAS, pursuant to Resolution 12-8459, the City Commission authorized the City
Manager to negotiate with the top ranked bidders, Remediation Group, Inc; Grace&Naeem; and
D. Stephenson, for construction services for the rehabilitation of Historic City Hall; and
WHEREAS,pursuant to Resolution 13-8554,the City authorized the City Manager to enter
into contract with MC Harry and Associates, for Phase-I of the architectural and engineering
services; and
WHEREAS, the City Commission desires to authorize the City Manager to enter into
contract with Grace and Naeem Uddin,Inc.,for construction services for the Phase-I rehabilitation
of Historic City Hall.
NOW,THEREFORE,BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE
CITY OF OPA-LOCKA:
Section 1. The recitals to the preamble herein are incorporated by reference.
Section 2. The City Commission of the City of Opa-locka,hereby authorizes the City
Manager to enter into an agreement with Grace and Naeem Uddin, Inc., for construction services

for the rehabilitation of the Historic City Hall building Phase-1; in an amount not to exceed Two
Hundred Ninety Seven Thousand One Hundred Thirty Dollars ($297,130.00), payable from
Account Number 44-541823, a budgeted item.
Section 3. This resolution shall take effect immediately upon adoption.

Staff Summary:
The City of Opa-locka issued Request for Proposals (RFP) and received three proposals to provide to provide
construction services for the Rehabilitation of the Historic City Hall Building phase-1. The phase-I scope includes
the initial renovation and repair to prevent further building degradation, restoration of the Administrative
Building, including exterior envelope, interior finishes, improve/replace the primary Mechanical, Electrical,
Plumbing and Fire Protection systems.
Proposed Action:
Staff recommends approval in order to rehabilitate the Historic City Hall Building as soon as possible.

ISSUE A REQUEST FOR PROPOSALS FOR GENERAL
ENGINEERING SERVICES FROM QUALIFYING
ENGINEERING CONSULTING FIRMS, FOR THE
REHABILITATION AND RESTORATION OF HISTORIC
CITY HALL LOCATED AT 777 SHARAZAD BOULEVARD;
PROVIDING FOR INCORPORATION OF RECITALS;
PROVIDING FOR AN EFFECTIVE DATE
WHEREAS, Opa-locka Historic City Hall is in desperate need of rehabilitation and
restoration, due to the mold and moisture, the City seeks qualified, professional consultants,
experienced in servicing of historic building; and
WHEREAS,the rehabilitation will be for FY 2012, funding for the engineering services
will come from CDBG (Account 001512494) dollars assigned to Segal Park, if approved by the
City Commission; and
WHEREAS,the City Commission of the City of Opa-locka desires to authorize the City
Manager to issue a Request for Proposals(RFP) from qualifying engineering consulting firms for
engineering services for the rehabilitation and restoration of Opa-locka Historic City Hall; and
NOW,THEREFORE,BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF OPA-LOCKA, FLORIDA:

Description: The purpose of this Request for Proposal is to seek Engineering services from qualified
professional consultants experienced in rehabilitation of historic buildings for rehabilitation of City Hall.
The City will select three consultants to compete in providing professional engineering services, based on
an agreed-upon specific scope of services and fees.
Financial Impact: The engineering services will be for rehabilitation of Old City Hall in FY 2012.
Funding for the engineering services will come from CDBG dollars assigned to Segal Park if approved by
the City Commission.
Implementation Time Line: As soon as possible.
Legislative History: Resolutions#08-7363, 10-8041 and 10-8107
City Hall was built in 1926. The external envelop of the building including roof are in poor condition.
Most of the stucco on exterior walls is being deteriorated because of the water infiltration through the roof
and windows. Visible mold and water damage have been observed on this building. As a result, this is
causing stucco to lose its bond and is affecting the masonry walls.
Recommendation(s): Staff recommends approval in order to move ahead with the rehabilitation of
Historic City Hall.
Analysis: The engineering services from the qualified firms, experienced in the restoration of historic
buildings, will assist City staff and contractors to rehabilitate Historic City Hall.

three (3) firms: 1) RJ Heisenbottle Architects, PA, 2) M.C. Harry & Associates, Inc., and 3)
Bender&Associates Architects, P.A., to make oral presentations; and
WHEREAS, the evaluation committee ranked the top three most responsive bidders,
respectively: and
WHEREAS, upon oral presentation by the top three bidders, the evaluation committee
selected M.C. Harry & Associates, Inc., based on company knowledge and project
understanding, approach to the design solutions for the domes and towers, structural integrity
solutions,project cost control methodology, and their unique qualification for the project; and
WHEREAS, the City Commission of the City of Opa-locka desires to authorize the City
Manager to negotiate with the top ranked bidder M.C.,Harry&Associates, Inc., for architectural
and engineering services for the rehabilitation of Opa-locka's Historic City Hall Building.

Description: The purpose of this Request for Proposal is to seek Engineering services from qualified
professional consultants experienced in rehabilitation of historic buildings for rehabilitation of City Hall.
The City will select three consultants to compete in providing professional engineering services, based on
an agreed-upon specific scope of services and fees.
Financial Impact: The engineering services will be for rehabilitation of Old City Hall in FY 2012.
Funding for the engineering services will come from CDBG dollars assigned to Segal Park if approved by
the City Commission.
Implementation Time Line,: As soon as possible.

City Hall was built in I926. The external envelop of the building including roof are in poor condition.
Most of the stucco on exterior walls is being deteriorated because of the water infiltration through the roof
and windows. Visible mold and water damage have been observed on this building. As a result, this is
causing stucco to lose its bond and is affecting the masonry walls.
Recommendation(s): Staff recommends approval in order to move ahead with the rehabilitation of
Historic City Hall.
Analysis:, The engineering services from the qualified firms, experienced in the restoration of historic
buildings. will assist City staff and contractors to rehabilitate Historic City Hall.

WHEREAS, pursuant to Resolution 12-8459, the City Commission of the City of Opa-
locka desires to approve the negotiation and execution of a contract with MC Harry and
Associates, Inc. for the architectural and engineering services for the rehabilitation of the Historic
City Hall.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION
OF THE CITY OF OPA-LOCKA,FLORIDA:
Section 1. The recitals to the preamble herein are incorporated by reference.
Section 2. The City Commission of the City of Opa-locka, hereby authorizes and
directs the City Manager to negotiate and execute a contract with MC Harry and Associates, Inc.,
in substantially the form attached hereto, for Phase I of the architectural and engineering services
for the rehabilitation of Opa-locka Historic City Hall,payable from account number 44-54182.
Section 3. This resolution shall take effect immediately upon adoption.

The three top ranked bidders were invited for oral presentation in order to make the final recommendations to the
City Commission. The bidders were scored based on project understanding, similar experience,
recommendations for the top rated roofing system, approach to the design solutions for the domes and
towers, recommendations for the structural integrity including spiral stairway, project cost control
methodology, and also the evaluation of how the particular consulting firm is uniquely qualified for this
project.

Dear Mr. Baker:
This is our REVISED proposal, based in-part on our negotiation meeting of November 6,2012 our
meeting of December 6,2012 and information obtained this past month.This fee proposal assumes the
City will engage Mary Means+Associates as your Programming and Planning Consultant. M.C. Harry
and Associates will collaborate with this firm,but they will perform the bulk of the tasks as outlined in their
agreement. M.C. Harry&Associates proposes to provide the services identified below for the
Rehabilitation of Historic Opa Locka City Hall Building RFQ#12-0706100.
I. GENERAL
BACKGROUND: The Opa Locka City Hall is a historically significant building and is listed on the National
Register of Historic Places. The building,featuring Morrish Revival Architecture,was completed in 1926
by architect Bemhardt E. Muller and was last restored in 1987. MCHarry and Associates is presenting
herewith a full service team to develop rehabilitation/restoration/enhancement program that will respect
the building's unique history and original design.
Historic City Hall has been unoccupied for several years and suffers a degree of damage from water
intrusion,termite infestation and general neglect. MC Harry Associates has been engaged by the City to
conduct an analysis of existing conditions and develop a program for complete restoration to be
implemented in phases. Phase 1 shall include a complete conditions assessment, leading to a budget
and work plan for implementation;
FUTURE PHASES: Future phases of our services will be for Basic Services related to the development
of the construction documents, assistance with obtaining permits, and construction administration of the
subsequent restoration efforts as they are developed. We cannot provide the fees for this phase of the
work at this time until we conclude the Condition Assessment. Each phase will have its own fee and
schedule.
The final 'use'of the Historic City Hall has not been determined, but we will assume that the building will
continue to be used for public purposes, providing general meeting spaces and offices for the City,
therefore the initial scope of the project will be as follows for Phase 1:

The Phase 1 work shall be organized in four (4)tasks. These tasks are not necessarily sequential; and
in-fact will be completed simultaneously.

Task 2—Prepare Existing Condition Drawings
Critical to the development of the restoration construction and planning documents will be the need to
have accurate, scaled existing condition drawings that depict the building and site. MCHarry has
researched local archives and located many of the original drawings, but they are only available in
photographic,non-scaled documents.
We propose to develop existing condition drawings (site plan, floor plans, reflected ceiling plans,
elevations, building sections) in Auto-CAD(DWG)for use as the base documentation. The following are
the tasks required:
1. We will visit the site with a team of architects to take field measurements of all building
elements.
2. We will develop CAD floor plans,roof plan,exterior elevations and sections of the existing
building using a combination of the information from the archives,plus the measured
data.
Deliverables for this Task
Auto-CAD(DWG);submitted in PDF format:site plan,floor plans,reflected ceiling plans,
elevations,building sections.
Fee/Compensation: $27,000.00
Task 3—Collaborate with Planning+Programming Consultant.
The City has or will engage Mary Means +Associates who will provide the City with Programming and
Planning services designed to evaluate future uses of the building, and the possible impact those uses
might have on the restoration scope.
MCHarry will collaborate with the City staff and Mary Means + Associates to review the scope of the
renovations/ restoration to build concurrency between the required scope, available budgets and
expectations. We anticipate the following tasks leading to a consensus for the future use of the Opa-
Locka City Hall.
1. Meetings with City staff and Mary Means + Associates to consider and outline potential future
uses;and receive your input, ideas and thoughts for consideration.
2. MCHarry will develop conceptual floor plan and site graphics to graphically represent the various
options for future use.
3. Attend Community Input Workshop (hosted by the City and organized by Mary Means +
Associates) to present the concepts and ideas,and to encourage the community to participate in
the planning.
Deliverables for this Task
Conceptual Plan Layouts of potential uses.
Fee/Compensation: $12,360.00
OPTIONAL SERVICES: The above task anticipates one(1)community workshop. MCHarry will
participate in additional community workshops for an additional fee of$2,000 per workshop.

III. COMPENSATION
Consultant shall perform the Work detailed in this Proposal for a Total Compensation Not to Exceed
$181,160.00. Said compensation includes fees for professional services; direct costs associated with
equipment rentals; specialized material testing as outlined above, and an allowance for potential optional
services(to be authorized by the City if needed)as defined below.

of$28,000.00 for the cost of direct expenses required in connection with the Work, Said Reimbursable
Expenses shall be billed at the actual'COST'incurred with receipts presented plus a markup of 10%.
