HomeMy Public PortalAbout20091104 - Board of Assessors - Meeting MinutesTown of Hopkinton Board of Assessors Minutes of Meeting held November 4, 2009 A regular meeting of the Board of Assessors was held on November 4, 2009 in the first floor conference room at the Town Hall. A Notice of Meeting was duly posted. The meeting commenced at 5:30 p.m. In attendance were John Duffy, Edward Mills and John Palmer, all the members of the Board. John Duffy presided and John Palmer kept the minutes. Also in attendance were Robert Bushway, Principal Assessor and Steven McCarthy, Deputy Assessor. The minutes of the regular meeting of October 16, 2009 were approved. The Board reviewed and signed a Bills Payable Warrant in the amount of $175.95. The Board reviewed and signed the monthly report of abatements and exemptions for October 2009. Total abatements were $4,025.45. The Board reviewed and signed Forms LA-10, Assessment Adjustment List, and LA-4, Assessment/Classification Report relating to the setting of the FY 2010 tax rate. Also, Mr. Bushway reported that significant progress has been made concerning the FY 2010 recapitulation package and that a tentative date of November 24 has been established for the Tax Classification Hearing. Mr. Bushway provided a revised analysis of the tax overlay. The analysis reflected current balances for unpaid taxes and the removal of potential abatements for Qwest Communications. Mr. Bushway provided directives received for developing the departmental budget for FY 2011 and also provided preliminary budget amounts for salaries and expenses. Based on the presentation, it appeared that extraordinary measures would be required to comply with the directive to reduce the total budget by 2.65% from that of FY 2010. The Board reviewed, approved and signed the following applications for statutory exemption for FY 2010: CPA surcharge – 1 approval, 0 denials Cl. 22a-e, Veterans – 4 approvals, 0 denials Cl. 37A, Blindness – 2 approvals, 0 denials Cl. 17d, Surviving spouse – 0 approvals, 1 denial Cl. 41c, Elderly – 5 approvals, 0 denials The next meeting was scheduled for November 16, 2009 at 5:30 p.m. The meeting adjourned at 7:00 p.m. Respectfully submitted, John Palmer, Clerk
