It was suggested that after the Water Department's operation for the present fiscal year is audited, consideration could be given to lowering rates, provided the present rates from Dade County remain constant. Mr.Sherman announced that in all areas of major crime, Bal Harbour has the lowest rate per capita and we pass on this information with pride. Mr. Taplin said that we have one of the best run cities and one of the lowest tax rates in Dade County. We will conserve where we can and are not un- happy with the way things are being run. It was moved by Mr. Taplin, seconded by Mr. Printup and voted that the proposed budget be adopted on first reading and the tentative tax rate of 3.65 mills be levied against the 1983 tax roll. The second hearing on the Budget was set for September 13, 1963 at 5:05 P.M. in the Village Hall. Mayor BUDGET MEETING September 13, 1983 The Council of Bal Harbour Village met Tuesday September 13, 1983 at 5:05 P.M. for the final hearing on the proposed 1983-84 Budgets. Present: Mrs. Antiles and Messrs. Laikin, Printup and Sherman Absent: Mr. Taplin Also present were Fred Maley, Village Manager and Mary Wetterer, Village Clerk. Mayor Sherman reported that this is the final budget hearing for the 1983-84 operating budgets and asked if there were any comments on the budgets. Discussion was held on employees salaries, the use of monthly in lieu of quarterly financial reports to the council, and the hiring of a part time finance officer. The Village Clerk read Ordinance No. 250, adopting the General Fund Budget by title. On motion of Mr. Printup, seconded by Mrs. Antiles and voted the ordinance was adopted on first reading. The Council considered the Water Department Budget. The Village September 13, 1983 Clerk read Ordinance No 251 by title. It was moved by Mr. Laikin, seconded by Mrs. Antiles that Ordinance No. 251 be adopted. Mr. Sherman said that if we can buy water cheaper that we should try an alternate water supply. Mr. Maley explained that the legal aspects of the con- tract would have to be explored due to our obligations to the City of Miami Beach, Bay Harbor Islands and Dade County. It was moved by Mr. Laikin, seconded by Mr. Printup and voted to add to the original motion that an investigation should be made into the possibility of purchasing water from another supplier. On vote the amended motion was passed. Ordinance No. 252, adopting the Sewer Department Budget was read by title by Miss Wetterer. On motion of Mrs. Antiles, seconded by Mr. Laikin and voted the ordinance was adopted on first reading. Mr. Maley reported that the proposed Department of Tourism Budget provides that $445,000 be taken from reserves to fund Captal Improvements. If this money is not available, the projects will be curtailed. Mr. Sherman reported that he had talked with Mr. Mundy, President of Sun Banks. Mr. Mundy said he would take up the matter of the Sun Bank making a substantial contribution toward the im- provements on the mini -park north of the bank with his Board of Driectors. Mr. Maley informed the council that the contract for the 96th Street and Collins Avenue landscaping improvements from O'Leary - Shafer - Cosio had arrived yesterday and would be executed. When the preliminary concepts an formulated they will be brought to the council for input at a public hearing. Ordinance No. 253 adopting the Department of Tourism Budget was read by title by the Village Clerk. On motion of Mr. Laikin, seconded by Mr. Printup and voted the ordinance was adopted. Resolution No. 286 adopting the proposed 1983 property tax at 3.650 mills was read in full by Miss Wetterer. On motion of Mrs. Antiles, seconded by Mr. Printup and voted the Resolution was adopted.
