HomeMy Public PortalAbout72-035 (03-21-72)+~ p ah ~_. ~. ` .RESOLUTION NO 72-35 1 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD REQUESTING THE GOVERNOR AND THE LEGISLATURE OF THE STATE OF CALIFORNIA TO ENACT URGENCY LEGISLATION TO PERMIT THE PROMPT COMPLETION OF THE ROUTE 1.05 FREEWAY 1 WHEREAS, there is a drastic and urgent need for additional transportation facilities in Los Angeles County, and WHEREAS, the Route 105 Freeway is a vital transportation link in the South Central area of Los Angeles County, planned to ,_ ' extend from the Los Angeles International Airport on th•e west to the Route 60.5 .Freeway on the east, and WHEREAS, the Route 10;5 Freeway was adopted by the California Highway Commission on November 15, 19b5, and July ,24 ,. 1968, and -~ .4.. y _- . _~ ___WHEREAS,4_ Route 105 was included in the National System of ,Interstate and Defense Highways on March 20, 19.6:8, by joint action of the Federal G,overhment and the St~a~te of California,-and WHEREAS, plans for. Route 105 include provision 'for public mass transportation in the median of the freeway, and. WHEREAS, the Southern Califo"rnia Rapid Transit District has publicly declared its plans to utilize the,_median of the freeway a•s .an irlr~gral part of and to comphement its proposed first stage rail' transit line, and ~- . ~. WHEREAS, Tocal :g,ove'rnmenta1 agencies and the public have :been consulted and participated at ,great length in s~t`ud~es regarding the location and design of this freeway,,and WHEREAS, extensive and detailed consideration of ,environmental, social ,and economic impacts have been considered, and WHEREAS, the affected entities along the route have =1- u. coordinated community planning with the State's freeway planning and have committed themselves to particular developments .based on the State of California commitments to construct the Route 105 Freeway within the Interstate deadline, and WHEREAS, there exists a deadline for reimbursement for Federal Interstate Highways of October, 1977,. and WHEREAS, the State of California is eligible for approximately 90% Feder a'1 reimbursement from the Federal Highway Trust Fund, and WHEREAS,. the State of California pays more money into the Federal Highway Trust Fund than it receives- in return, and WHEREAS, California State law requires that a freeway agreement between State and affected agencies be executed prior to freeway construction, and WHEREAS, the. public agencies representing 85% of the length of the route have reached agreement with the State as to `plan of construct,i'on, and' WHEREAS, it is evident that the freeway is being unduly delayed by lack of one agreement with one city representing 15% of the length of the rou~t;e, and WHEREAS,. these delays have resulted in extreme hardship a T 4 f on the affected ~citize~ns along the route, and WHEREAS, these delays have created disruption of orderly land. use. and fiscal planning in the affected communities, and WHEREAS, further delays will re>sult in aggravating the extreme hardships being suffered in these communities and delaying further the transition of land use to accommodate the .proposed Route 105 Freeway, and WHEREAS, further delays could prevent the State of California from completing construction of the Route 1.05 Freeway within the Federal Interstate deadline and some or all of the -2- Federal reimbursement of the estimated $500 million could be lost to the State, and WHE-REAS, the positive related effects on~jobs and economic prosperity for the citizens,. communities and the State of California could be lost NOW, THEREFORE, BE 1T RESOLVED, that the Governor and Legislature of the State of California are hereby requested to develop and foster urgent legislation allowing for the completion of the Route 105 Freeway at the earliest possible date, preferably by April 1, 1972 BE~IT FURTHER RESOLVED, that such legislation be specifically directed at resolving. the freeway agreement impasse on Route 105 BE IT FURTHER RESOLVED, that the United State Department of Transportation, the Federal Highway Administration,. the California Highway Commission, the Department of Public Works and the Division of Highways of the State of California be provided copies of this resolution APPROVED and ADOPTED this 21st day of March, 1972 ATTEST r^ ~ r ~~~r~~ ~. ~Cit~~Clerk, City of Linwood --..
