RESOLUTION N0. 72-41
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF LYNWOOD AUTHORIZING AND DIRECTING
THE MAYOR TO FILE AN APPROPRIATE AFFIDAVIT
WHEREAS, there is a drastic and urgent need for additional
transportation facilities in Los Angeles County; and
WHEREAS, the Route 105 Freeway is a vital transportation
link in the South Central area of Los Angeles, planned to extend
from the Los Angeles International Airport on the west to the
Route 605 Freeway on the east; and
WHEREAS, the Route 105 Freeway was adopted by the California
Highway Commission on November 15, 1965, and July 24, 1968; and
WHEREAS, the City of Lynwood and the citizens thereof have
been consulted and participated at great length in studies
regarding the location and design of this freeway; and
WHEREAS, the City of Lynwood
planning with the State's freeway
itself to particular developments
California committments to constr~
within the "Interstate Deadline";
has coordinated community
planning and has committed
based upon the State of
sct the Route 105 Freeway
and
WHEREAS, delays in the construction of the freeway which
have been experienced to date have resulted in the disruption
of orderly land use and fiscal planning in the City of Lynwood
and have resulted in extreme hardship on the citizens of the
City of Lynwood; and
( WHEREAS, further delays in the freeway construction will
result in extreme aggravation of the already extreme hardships -
being~suffered in the City of Lynwood; and ~ ~~
WHEREAS, the positive related effects of the freeway on
jobs and economic prosperity for the citizens of the City of
Lynwood would be thereby jeopardized; and
WHEREAS, certain parties have filed an action in the United
States District Court for the Central District of California,
which action is known as Kei*h v. Volpe, Civil No. 72-355-HP,
by which action said parties seek to further delay the con-
struction of the Route 105 Freeway.
NOW, THEREFORE, the City Council of the City of Lynwood
hereby resolves, orders and determines as follows:
1. Further delays in the ,construction of the Route 105
Freeway wouldconstitute a direct and immediate threat to the
physical and financial redevelopment of the City of Lynwood.
2. Such delays would also destroy the City of Lynwood's
- - - ~- - °abilty-to-effectively plan fo-r t-he orderly use of land within --
its borders and for efficient financial operation of its
government.
3. The Mayor of the City of Lynwood is authorized and
directed to prepare a detailed statement of the manner in
_~\~~~~hich any further delays in the Route 105 Freeway would affect

preliminary injunction in Keith v. Volpe.
