HomeMy Public PortalAboutRES 79/04RESOLUTION 79-4 WHEREAS, the United States is experiencing a shortage of energy and higher costs of living caused by oil curtailments from foreign sources, and WHEREAS, these reduced supplies affect the economy of the Town of Gulf Stream and the well-being of its citizens, and WHEREAS, the Governor has been compelled to declare an electrical energy emergency in Florida due to a shortage of high-quality residual fuel oil, and WHEREAS, the establishment of an effective energy policy can lead to substantial energy savings and it is to the advantage of all citizens that governmental units take the lead in establishing such measures, and WHEREAS, the governor of the State of Florida has directed all State agencies to develop an energy conservation plan to reduce energy consumption in State facilities by 15 per cent, in addition to the 15 per cent savings which has already been achieved, NOW, THEREFORE, BE IT RESOLVED that effective immediately the Town of Gulf Stream shall assure that: 1. Thermostats in Town owned buildings will be maintained at 65 degrees fahrenheit during the heating season and 78 degrees during the cooling season unless the building will use more energy under these operating conditions and except for special occupancies requiring special operating conditions. 2. Within 30 days each Town agency will report to the City Manager that the lighting levels maintained within its assigned facilities do not exceed the following levels: 10 footcandles - halls and corridors etc. 30 footcandles - other public areas 70 footcandles - all work areas except those areas where fine detail work requires higher levels 3. An energy efficiency coordinating officer will be appointed to be in charge of coordinating energy efficiency, reporting to the City Manager and Town Commission and learning up-to-date energy conservation techniques which will be applicable in Town building and vehicles. BE IT FURTHER RESOLVED THAT under the direction of the Town Manager and Energy Efficiency Officer with assistance from appropriate local, regional and State agencies, an energy utilization plan for the Town of Gulf Stream shall be developed which will outline a comprehensive plan for efficient energy utilisation within the jurisdiction of the Town of Gulf Stream.
