A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-
LOCKA, FLORIDA AUTHORIZING THE CITY MANAGER TO
PIGGYBACK ON DESOTO COUNTY,FLORIDA,PURCHASE ORDER
(PO# 13-45449),FOR THE PURCHASE OF ITEM NUMBER 79-000-25-
ONE (1) VMP SINGLE TURNER VALVE MAINTENANCE TRAILER,
AND ITEM NUMBER 79-420-00 - ONE (1) LIGHT BAR ASSEMBLY
MINI TRAILER, IN AN AMOUNT NOT TO EXCEED TWENTY SIX
THOUSAND EIGHT HUNDRED TWO DOLLARS AND SIXTY EIGHT
CENTS($26,802.68),PAYABLE FROM ACCOUNT NUMBER 64-533640,
A BUDGETED ITEM; PROVIDING FOR INCORPORATION OF
RECITALS; PROVIDING FOR AN EFFECTIVE DATE
WHEREAS,the City of Opa-locka needs to purchase certain equipment as part of its valve
maintenance program, to ensure functionality of its water and sewer system; and
WHEREAS, a piggyback on Desoto County PO#13-45449 to purchase the valve
maintenance program will allow for the acquisition of the equipment, which will be an essential
proactive program that will identify and prevent deficiencies in the water distribution system; and
WHEREAS,staff recommends approval in order to comply with maintenance requirement
of the City of Opa-locka water distribution system and force main system,
WHEREAS, the City Commission of the City of Opa-locka desires to authorize the City
Manager to Piggy back on Desoto County Purchase Order 13-45449, Item No. 79-000-25 and Item
No. 79-420-00.
NOW,THEREFORE,BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF OPA-LOCKA, FLORIDA:
Section 1. The recitals to the preamble herein are incorporated by reference.

Section 2. The City Commission of the City of Opa-locka,Florida,hereby authorizes the
City Manager to piggyback on Desoto County, Florida, Purchase Order(PO# 13-45449), for the
purchase of Item Number 79-000-25 -one(1)VMP Single Turner Valve Maintenance Trailer, and
Item Number 79-420-00 - one (1) Light Bar Assembly Mini Trailers, in an amount not to exceed
Twenty Six Thousand Eight Hundred Two Dollars And Sixty Eight Cents ($26,802.68), payable
from Account Number 64-533640, a budgeted item.
Section 3. This Resolution shall take effect immediately upon adoption.

Short Title:
A Resolution to Purchase Valve Exercise Machine for Utility Systems
Staff Summary:
The water distribution system consisting of pipes, valves and hydrants, each plays an important role in
ensuring water service and quality. The ability to locate and operate valves in an emergency is
imperative to the safety of the community. A valve maintenance program is an essential proactive
program to identify and prevent deficiencies in a water distribution system. The automated valve exercise
machine will ensure the functionality of the city's water main and force main systems.

Proposed Action:
Staff recommends approval in order to comply with maintenance requirements of the city of Opa-locka
water distribution system and force main system. It will enable water and sewer division staff to
implement regular exercise of the valves and will help system's functionality. Emergency responses to
the water line/force main breaks/leaks will be highly effective.

Description: The 79-000-25 VMT single turner valve maintenance trailer includes Wachs 750 Ft/lb
(1020 Nm) extended reach valve operator, telescoping valve key and ruggedized Recon controller.
A 16 H.P (12 kW) Briggs and Stratton V-Twin engine with hydraulic pump provides ample power
for all contained functions, including an auxiliary HTMA Class II circuit; 10 gallon (38 L) reservoir,
fan cooled heat exchanger, continuous duty rated for 8 GPM (30.3 LPM) @ 1,800 PSI (125 bar).
Includes steel storage bin. Domestic destination and freight charges included. Available as a GPS
upgrade for Recon is kit 79-411-00 or submeter kit 79-413-00. Light bar assembly for mini-trailer
is also included in the quote.
