FOR
SUCCESSOR COLLECTIVE BARGAINING AGREEMENT
BETWEEN
CITY OF WATERTOWN
AND
TEAMSTERS, LOCAL 25
(DPW UNIT)
(JULY 1, 2022 — JUNE 30, 2025)
The City of Watertown and Teamsters, Local 25 hereby agree, subject to appropriation
by the City Council, to a three (3) year collective bargaining agreement effective July 1, 2022
through June 30, 2025 which shall contain the same terms and conditions as the parties' most
recent agreement, except as modified by the following:
1. ARTICLE 4, SECTION B (SALARIES)
Increase base wages as follows:
7/1/22 — 2.50%
7/1/23 --- 2.50%
7/1/24 — Implement new City wage and classification schedule as shown in
attached spreadsheet. All existing employees to be placed as reflected in
spreadsheet as follows:
All employees will initially be placed at Step 1, unless the employee's then current
rate is higher than the Step 1 rate. In such cases, the employee will be placed on
the first step on the new scale that results in a pay increase.
Employees with 4 years and one day of service to the end of 9 years of service will
receive one additional step above their initial placement position.
Employees with 9 years and one day or more years of service will receive two
additional steps above their initial placement position.
Thereafter, annual step increases for existing employees in the bargaining unit on
7/1/24 will occur each July 1' .
2. ARTICLE 22, SECTION A AND ARTICLE 23 (DUES DEDUCTION/AGENCY FEE)
Revise first paragraph of Section A to convert mandatory Union dues and agency fee
language to voluntary and delete last sentence of first paragraph.
Delete Article 23 in its entirety. (Redundant to Article 22, Section A.)
3. ARTICLE 34 (DURATION)
Update section to reflect three (3) year agreement.
4. ARTICLE 1, SECTION A (RECOGNITION)
Add Linesman (Junior Electrician) to bargaining unit, subject to WMEG agreement to
remove from unit.
Update all position titles to reflect titles set forth in attached spreadsheet.
5. ARTICLE 29 (LONGEVITY)
Effective 7/1/24, delete first longevity step in its entirety.
6. ARTICLE 4 (MEAL ALLOWANCE)
Increase to $15.00 on funding of CBA.
7. ARTICLE 9 (SICK LEAVE BUYBACK)
Increase to $5,500.00 effective 7/1/24.
8. ARTICLE 8, SECTION 6 (SICK LEAVE INCENTIVE)
Effective January 1, 2025, decrease number of potential sick leave incentive days from
two (2) to one (1) and increase number of personal days by one (1).
9. ARTICLE 10 (BEREAVEMENT)
Effective on funding of CBA, revise second paragraph of Article 10 to read as follows:
"In the case of the death of a parent, step-parent, husband, wife, child, step -child, brother,
sister, grandparent, grandchild, father-in-law, mother-in-law, son-in-law, daughter-in-
law, or significant other residing in the same household of any bargaining unit employee,
said employee will granted five working days off with pay."
10. ARTICLE 11 (PAID HOLIDAYS)
Add Juneteenth to list of holidays.
11. ARTICLE 12 (SHIFT DIFFERENTIALS)
Increase to $2.25 effective 7/1/22
Increase to $2.50 effective 7/1/23
12. ARTICLE 19 (CDL-A)
Increase to following amounts:
7/1/22 $650.00
7/1/23 $700.00
13. ARTICLE 27 (WATER LICENSES)
Increase each level by $50.00 effective 7/1/22.
Increase each level by $50.00 effective 7/1/23.
14. ARTICLE 27 (EVT STIPEND)
Increase by $100.00 effective 7/1/22.
Increase by $100.00 effective 7/1/23.

15. ARTICLE 27 (ASE STIPENDS)
Increase by $25,00 effective 7/1/22.
16. ARTICLE 27 (DIVISION STIPENDS)
Increase by $50.00 effective 7/1/22.
Increase by $50.00 effective 7/1/23.
17. ARTICLE 28 (UNIFORMS)
Increase by $50,00 effective 7/1/22.
Increase by $50.00 effective 7/1/23.
Add language requiring City to place order for winter clothes on or before September 1st
of each year.
In addition, add language that the Superintendent shall meet with the Union Steward prior
to the start of the fiscal year to discuss the available uniform style and material options
offered by the City's uniform service for the ensuing fiscal year. The Superintendent
shall consider the Union Steward's input, but the final decision on the uniform style and
material shall rest exclusively with the Superintendent.
18. ARTICLE 36 (TRAINING FUND)
Extend sunset clause date to 6/30/25.
19. ARTICLE 7, SECTION A (VACATION)
Revise Section A to read as follows:
"Section A. Vacation Allowance
Permanent or provisional full-time employees shall be entitled to vacation periods as
follows:
YEARS OF SERVICE VACATION
Beginning with the first day of the rd month through the last 3 Weeks
day of the 8th year
Beginning with the first day of the 9th year through the last
day of the 15th year
Beginning with the first day of the 16th year through the last
day of the 19th year
Beginning with the first day of the 20th year
4 Weeks
5 Weeks
6 weeks
Newly hired employees who successfully complete one (1) month of continuous service shall
receive a prorated amount of their 3 weeks vacation entitlement during the first calendar year
of their employment based on their month of hire. For example, an employee hired July 1st
would receive 1 'A weeks of vacation leave for the remainder of the calendar year in which

they are hired and only after completing one (1) month of continuous service. 'Thereafter, a
newly hired employee will receive their annual vacation allotment on each January 151 in
accordance with the above vacation schedule. In the case where a newly hired employee
initially becomes eligible for vacation during the month of December, the period for utilizing
said vacation will be extended two weeks into January of the following calendar year."
20. NEW ARTICLE/SECTION (CPR CERTIFICATION)
Effective July 1, 2024, employees who are in possession of a valid CPR certification will
receive an annual stipend in the amount of $250.00 in August of each year,
21. RETROACTIVITY
Only individuals who were employees of the City of Watertown in any bargaining unit at
the time of ratification of the successor collective bargaining agreement or who retired
during the period covered by the agreement shall be eligible to receive any retroactive
amounts to be paid under this Agreement.
22, ARTICLE 35 (GROUP LEGAL SERVICES FUND)
Delete Article 35 in its entirety.
