CITY COUNCIL
MINUTES
SEPTEMBER 7, 1982
INITIATION:
1. CALL TO ORDER:
Mayor Tyrell called the regular meeting of the City Council to order
at 7:30 p.m. on Tuesday, September 7, 1982, in the Council Chamber
of the City Hall.
2. The invocation was given by Reverend Robert O'Kane, First United
Methodist Church, 5951 N. Golden West Avenue.
3. The Pledge of Allegiance to the Flag was led by Mayor Tyrell.
4. ROLL CALL:
Present: Councilmen- Atkins, Dennis, Gillanders, Swain, Tyrell
Absent: Councilmen -None
Also Present: Assistant City Manager Kimbrough, City Attorney Martin,
Planning Director Shaw, Parks and Recreation Director
Kobett, and Julie Estrada, Temple City Times
5. CONSENT CALENDAR:
Councilman Atkins moved to approve Items A through 0 on the Consent
Calendar, as recommended, seconded by Councilman Swain and carried.
A. APPROVAL OF MINUTES: Regular Meeting of August 17, 1982
Approved as written, Councilman Gillanders abstaining.
B. ORDINANCE NO. 82 -524: 2nd read. PROVIDING FOR A CHANGE OF ZONE
FROM R -1 TO R -2 (CASE 82 -660)
Adopted Ordinance No. 82 -524 AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF TEMPLE CITY PROVIDING FOR A CHANGE OF ZONE FROM R -1 TO R -2
(CASE 82 -660).
C. RECOMMENDATION FROM PARKS.& RECREATION COMMISSION - Meeting of
August 18, 1982: TEMPLE CITY CAMPFIRE GIRLS REQUEST TO USE LIVE
OAK PARK FOR PANCAKE BREAKFAST
Approved request from Temple City Campfire Girls to use the Picnic
Shelter at Live Oak Park on Sunday, October 31, from 6 a.m. to
12:30 p.m. to conduct a Pancake Breakfast subject to the required
Certificate of Insurance.
D. PLANNING COMMISSION ACTION: Meeting of August 24, 1982
Received and filed memo relating to action taken by the Planning
Commission at their regular meeting held August 24, 1982.
E. RECOMMENDATIONS FROM TRAFFIC COMMISSION - Meeting of September 1
(1) LOWER AZUSA ROAD, TEMPLE CITY BOULEVARD TO THE SPRR -
TEMPORARY TRAFFIC CONTROL (FIESTA FLOATS)
Approved temporary traffic control measures on Lower Azusa Road
from Temple City Boulevard to the Southern Pacific Railroad tracks
during the final movement of the floats from Fiesta Floats to
the Rose Parade area in Pasadena on December 31.
(2) LAS TUNAS DRIVE (EDWARDS THEATRE PROJECT) - DIRECTIONAL SIGNING
Approved placing. a "Right Turn Only" sign on Edwards driveway
entering Las Tunas Drive and "One Way, Right Arrow" in the
median island facing the driveway.

F. APPROVE PLANS AND SPECIFICATIONS - STREET NAME SIGNS
Approved calendar of events, approved the specifications for street
name signs and authorized staff to solicit bids.
G. APPROVE PLANS AND SPECIFICATIONS - CHIP & SLURRY SEAL PROGRAM
Approved calendar of events, approved the specifications for the
chip and slurry seal program for Maintenance Area #2, and authorized
staff to advertise for bids.
H. ACCEPTANCE OF BID: LAS TUNAS DRIVE STREET LIGHT CONVERSION
Accepted the low bid from Four Simon Inc. in the amount of $46,518
and authorized the Mayor and City Clerk to sign.
I. ACCEPTANCE OF PROPOSAL: ARCHITECTURAL SERVICES FOR LIVE OAK
PARK IMPROVEMENTS
Approved retaining services of Recreation Systems, Inc. to design
the proposed improvements for Live Oak Park as outlined in their
letter dated August 25, 1982 and authorized the City Manager to
sign letter of agreement.
J. APPROVAL OF STREET IMPROVEMENTS - RELEASE OF PERFORMANCE BOND
TRACT NO. 35397, 5607 WELLAND AVENUE
Found the work completed and released the Subdivision Improvement
Bond No. 006055 in the amount of $1,200.
K. AUTHORIZATION TO SOLICIT BIDS: CONSTRUCTION OF BALL WALL AT
LIVE OAK PARK
Authorized staff to solicit bids for the construction of a double
sided ball wall at Live Oak Park with State Urban Open -Space Grant
Funds and matching 25% City funds.
L. RESOLUTION NO. 82 -2101: ADOPTING 1982 EDITION OF THE STANDARD
SPECIFICATIONS FOR PUBLIC WORKS CONSTRUCTION
Adopted Resolution No. 82 -2101 A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF TEMPLE CITY ADOPTING THE 1982 EDITION OF THE STANDARD
SPECIFICATIONS FOR PUBLIC WORKS CONSTRUCTION.
M. RESOLUTION NO. 82 -2102: DESIGNATING AUTHORIZED REPRESENTATIVES
TO SIGN APPLICATIONS AND DOCUMENTS - CIVIL DEFENSE ACT OF 1950
Adopted Resolution No. 82 -2102 A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF TEMPLE CITY DESIGNATING AUTHORIZED REPRESENTATIVES TO
SIGN APPLICATIONS AND DOCUMENTS FOR FEDERAL FUNDING UNDER CIVIL
DEFENSE ACT OF 1950.
N. RESOLUTION NO. 82 -2103: EMPLOYMENT OF PERSONNEL
Adopted Resolution No. 82 -2103 A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF TEMPLE CITY APPOINTING PERSONNEL.
0. RESOLUTION NO. 82-2104: WARRANTS AND DEMANDS
Adopted Resolution No. 82 -2104 A RESOLUTION. OF THE CITY COUNCIL OF
THE CITY OF TEPMIPLE CITY ALLOWING CLAIMS AND DEMANDS IN THE SUM. OF
$214,132.62, DEMAND NOS. 4492 THRU 4581.

7. NEW BUSINESS:
A. APPEAL FROM TRAFFIC COMMISSION DENIAL FOR OVERNIGHT PARKING PERMIT•
Assistant City Manager Kimbrough presented the appeal from Traffic
Commission denial for overnight parking permit and stated the

appellant had not been notified by mail and repeated attempts
to call on the telephone were not successful.
Councilman Atkins moved to make Mr. Lucero's letter a part of the
record, seconded by Councilman Gillanders and carried.
Councilman Atkins moved to continue the matter to September 21,1982
in order to notify Mr. Lucero of the hearing on his appeal, seconded
by Councilman Gillanders and carried. Council requested staff make
further investigation to determine whether the garage is used for
storage.
. COMMUNICATIONS:
None.
9. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK:
No one came forward.
RECESS TO CRA:
At this time Council recessed to meet as the Community Redevelopment Agency,
all members being present; approved the minutes of the regular meeting held
August 17, 1982 and adopted resolution approving warrants and demands. The
minutes are set forth in full in the records of the Agency.
RECONVENE AS CITY COUNCIL:
10. ACTION ON REQUEST BY CRA:
There was no action to be taken.
11. MATTERS FROM CITY OFFICIALS:
A. Registrar of Voters re: Request polling places at Live Oak Park
Councilman Gillanders moved to approve the request from the Registrar
of Voters to use Live Oak Park for two polling places for the
November 2 election, seconded by Councilman Atkins and carried.
B. League of California Cities re: Designate voting delegate
Councilman Swain moved to appoint Councilman Dennis delegate to the
League of California Cities Conference in San Diego, October 17 -20,
and Councilman Atkins alternate, seconded by Mayor Tyrell and
carried.
C. Progress Payment to J.E.G. Construction
Assistant City Manager Kimbrough presented an invoice for Camino
Real et al project and recommended that partial payment be made at
this time. Councilman Atkins moved to approve payment in the amount
of $46,627.98, seconded by Councilman Dennis and carried.
Councilman Atkins moved to approve the balance of payment on the
Myda Avenue catch basin upon written recommendation by the County
Flood Control District, seconded by Councilman Dennis and carried.
D. Personnel Changes
Councilman Atkins moved to authorize recruitment of a full -time
Administrative Analyst funded from existing appropriation in
Public Works and Proposition A monies; and authorize recruitment
of a Steno- Secretary, 1/2 funded by the General Fund and 1/2
by Proposition A monies and to amend the adopted budget accordingly,
seconded by Councilman Gillanders and carried.
E. Assistant City Manager directed Council's attention to the
folder in circulate relating to the six Sycamore trees on Live Oak
Avenue which are dead from a growth retardant or herbicide.
Councilman Dennis moved to approve the removal of the six Sycamore
seconded by Councilman Atkins and carried.

F. Mayor Tyrell stated he had received a call from Mayor Don
Pelligrino regarding a Bob Wieland, a double amputee, who will
begin a Walk for Hunger, on his hands, to Washington, D.C. Mayor
Pelligrino stated the City of Arcadia is adopting a resolution
this evening and has asked Council consider adopting one for
Temple City.
Councilman Atkins moved to adopt Resolution No. 82 -2105 A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY COMMENDING BOB WIELAND
IN HIS WALK FOR HUNGER FOR HIS UNSELFISH HUMANITARIAN SERVICE,
seconded by Councilman Gillanders and carried.
G. Councilman Atkins stated the San Gabriel Valley Association of
Cities will meet September 16 at the T & J Restaurant and the
subject of the speaker will be Proposition A Transportation funds.
H. Councilman Gillanders stated SB 33 had passed the Senate and
is on the Governor's desk. The bill will become effective the
first of the year at which time the public will be advised what
the criteria for vehicle inspection will be.
I. Mayor Tyrell stated he would like to support a move to increase
the 55 mph speed limit and requested staff investigate the best
means by which to do it.
12. ADJOURNMENT:
On motion by Councilman Dennis, seconded by Councilman Swain,
meeting adjourned at 8 p.m. Next regular meeting of the City
Council will be held Tuesday, September 21, 1982, 7:30 p.m. in
the Council Chamber of the City Hall.
