HomeMy Public PortalAbout1983-10-25 MeetingMr. Maley reported that the village will be buying two new garbage trucks at a cost of over $50,000 each. The money has been provided yearly by transfers to the Trust Department for this purchase. Mr. Maley said that Shutts and Bowen, attorneys for the Great Lakes Dredge and Dock Co. litigation, have advised that they will write off $63,000 in unpaid legal fees. The council accepted their offer. Mention was made of the articles in the Miami Herald reporting on how bad tourism is in Dade County. It was the council's opinion that something should be done to refute these articles concerning Bal Harbour. Mr. Sherman said that the Sheraton Hotel has arranged a meeting with the advertising firm of Beaver, Silverman, and Mr. Gutenstein would like the Resort Tax Advisory Committee, Mr. Maley and any of the council, to attend. Mr. Sherman said he had asked Dade County to set up a two day conference to analyze and re- commend solutions to the tourism problem. On motion of Mr. Taplin, seconded by Mr.,-T,Zikin, and voted the meeting was adjourned at 11:25 A.M. Attest: Village Clerk September 27, 1983 / lL{t Mayor COUNCIL MINUTES October 25, 1983 `(t6'�ti�Z,�>�, The Council of Bal Harbour Village met Tuesday, October 25, 1983 at 9:30 A.M. in the Village Hall. Present: Mrs. Antiles and Messrs. Laikin, Printup and Sherman Absent: Mr. Taplin Also present were Fred W. Maley, Village Manger; Mary T. Wetterer, Village Clerk; and Alan S. Gold, Village Attorney. On motion of Mrs. Antiles, seconded by Mr. Printup and voted the minutes of September 27, 1983 were approved as submitted. Mr. Jack Taplin, manager of the Harbour House Apartments appeared to request a non-use variance to place two micro -wave antenna dishes in the front set back area of Tract E, Bal Harbour Ocean Front Addition. Dis- cussion took place on the possibility of a roof installation, alternate ground sites, and the setting of a precedent for other requests. It was moved by Mr. Laikin, seconded by Mrs. Antiles and voted that the Village Building Inspector, Mr. Desharnais, and Mr. Maley review the situation and, if necessary, the council would conduct a special meeting in two weeks to October 25, 1983 make a final decision. Mr. Israel Milton, Director of The Metro Dade Department of Human Resources appeared to thank the Village for their Human Resources Week Proclamation. Proposed Ordinance No. 254 was delayed until later in the meeting at Mr. Gold's request. Mr. Maley said that our police officers did not ratify the PBA Contract approved by the council at the last meeting and have requested five changes. He agreed to two of them. One allows their compensatory time bank to be raised to 120 hours from 80 hours. Also, the language was changed regarding eligibility for reinstatement after injury in line of duty. On motion of Mr. Printup, seconded by Mrs. Antiles, and voted the amended contract was ratified. Mr. William O'Leary reviewed for the council his analysis of im- provements along Collins Avenue and 96th Street. He discussed the nine locations for bus shelters, new lighting, replacement of trees for better lighting, possible change of poles, the Collins Avenue median and the design for the mini -park. Designs were presented for the bus shelters and mini -park. (Mr. Printup left the meeting at this point). Mr. Whitman of the Bal Harbour Resort Tax Advisory Committee said they would like to have another meeting with Mr. O'Leary to further define the design of the bus shelters. It was moved by Antiles, seconded by Mr. Laikin and voted that Mr. O'Leary should proceed with cost estimates for the bus shelters, street furnitureand signage. It was the council's concensus that driveway and walls should be maintained at a 3' level. The Council discussed a proposed Resolution which would prohibit Dade County from levying a 3% Convention Development Tax in Bal Harbour. Mr. Sherman reviewed the meeting we have held with local authorities during which we pledged our support for unified tourism promotion under a long range plan. (Mr. Printup returned at this time). However, under this Tax, we would not have any control. Dade County Commissioner Harvey Rubin and Mr. Sid Levin spoke in favor of levying the tax in Bal Harbour to build a convention hall in Miami and enlarge the Miami Beach Convention Center. Mr. Maley pointed out that since we agreed to support a unified toursim development plan, it is possible that we would have to levy a higher resort tax than anywhere else in the county if we supported both the additional 3% tax for convention halls and the unified plan. Mr. Gold said that in his opinion we could opt out of the addtional tax now and in the future repeal the action and allow the tax. Mr. Gold read Resolution No. 288 prohibiting Dade County from levying a 3% Convention Center Development Tax in Bal Harbour. It was moved by Mr. Printup, seconded by Mrs. Antiles and voted that the resolution be adopted. It was agreed that the Resolution sent to Dade County would be accompanied by a letter stating that we are still pledging our support for a unified tourism promotional plan. It was moved by Mrs. Antiles, seconded by Mr. Printup and voted that the Department of Tourism would not give any monetary support to those hotel that would advertise Bal Harbour as having a lower tax than our neighboring areas. October 25, 1983 In order to facilitate items on the Agenda Mr. Maley asked the council to postpone the report on the public works facility. He reported that no bids had been received for the beach groin repair. Review of the twelve months operating statements was also postponed. Mr. Gold asked that the ordiance concerning newsracks be held until next month so that he could make some changes regarding the number and location of newsracks. On motion of Mr. Printup, seconded by Mrs. Antiles and voted the Sheraton Hotel was granted permission to use some garage space for ex- hibition purposes for several upcoming meetings. Mr. Maley explained that Mr.Sam Miller wished to operate a car wash at the Bal Harbour Shops. He told him that it was allowed under our zoning for that parcel. However, he must construct sanitary drains be- fore operating the type of car wash he is planning. Mr. Ralph Gimel of the Bal Harbour Resort Tax Advisory Committee ex- plained the items requested for the $450,000 advertising and promotion budget. He said that the Committee wished to have the usual Christmas Carnival and is seeking council's approval before signing any contracts. It was moved by Mr. Printup, seconded by Mrs. Antiles and voted that the promotion and advertising budget items be approved as requested. Mr. Sherman briefly discussed a proposed High Fashion Show from France to promote Bal Harbour. Mr. Maley reported that Head -Beckham insurance Agency, our broker, had saved $5,000 on our insurance premium this year. Also our group health insurance for the employees will be placed with another company effective December lst.
