AN ORDINANCE AMENDING THE CODE OF THE CITY OF JEFFERSON, MISSOURI,
BY CREATING A METHOD FOR, AND LIMITATIONS ON, USER FEE ADJUSTMENTS.
BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS
FOLLOWS:
Section 1. Chapter 1 (General Provisions) is hereby amended by the addition of a
new Section 1-22 (Fees), as follows:
CHAPTER 1
GENERAL PROVISIONS
Sec. 1-22. Fees.
A. No later than April 30"of each year the City Administrator shall submit to the Council,
in writing, a complete list of all fees identified in the code of the City of Jefferson and
shall identify thereon any and all proposed adjustments to said amounts. For all such
proposed adjustments the City Administrator shall provide a fiscal note which includes
the cost of the city to provide the service associated with the particular fee.
B. No later than June 30" of each year the City Council shall act on said proposed
adjustment by either adjusting the fee or passing a resolution stating the fee remains
appropriate. The adjustment need not be in the amount proposed by the City
Administrator. If the Council takes no action by June 30", they shall be deemed to
concur with the recommendations of the City Administrator.
C. The City Administrator shall,by administrative order,enact the adjustment proposed
in subsection A for all proposed adjustments not acted upon by the Council in the
manner prescribed in Subsection B. Any such adjustment shall be made in writing,
signed by the City and dated by the City Administrator and said writing shall be filed
by the City Clerk as an Appendix to the code of the City of Jefferson.
D. The City Administrator shall not amend any fee for which another provision for
adjustment of said fee is specifically identified in the Code of the City of Jefferson
Section 2. This Ordinance shall be in full force and effect from and after the date
of its passage and approval.
