The council of Bal Harbour Village met Tuesday, December 13, 1983 at
9:30 A. M. in the village Hall.
Present: Mrs. Antiles and Messrs. Laikin, Printup, Sherman and Taplin
Also present were Fred W. Maley, Village Manager; Mary T. Wetterer,
Village Clerk and Alan S. Gold, Village Attorney.
The Village Clerk reported that the November 29, 1983 minutes were
not ready for approval.
Mr. Maley reported that he and Mr. Desharnais, our building inspector,
had surveyed the premises at 114 Camden Drive in regard to a variance for
a pool screen enclosure. He reported that the screen would be hardly noticeable
from the street and the neighbors had no objection. He did caution against
setting a precedent. It was moved by Mrs. Antiles, seconded by Mr. Laikin
and voted that the variance for the screen enclosure be granted on the con-
dition that it would not be visible from the front yard and that all abutt-
ing property owners convey their approval.
Mr. Gold said he had inserted the language regarding the placement
of the newsracks within the bus shelters in the Newsrack Ordinance. It will
provide for a limit of six racks at the nine shelter locations. Mr. Gold
read ordinance by title only. On motion of Mr. Taplin, seconded by Mr.
Printup and voted the ordinance was passed on first reading.
Mr. Maley explained that our Comprehensive Master Plan, adopted in 1979,
must be updated by September 1984. He requested an outside planner to up-
date the document at a fee estimated to be under $5,000. It was moved by
Mr. Taplin, seconded by Mr. Printup and voted that Mr. Maley would get pro-
posals from planners to update the Master plan.
Mr. Sherman said that we are ready to negotiate a fee with O'Leary -
Shafer -Casio for Phase 1 of the Collins Avenue and 96th Street improvements.
Mr. Maley said this would include designs for the nine bus shelters, benches,
planters, litter containers, light ballards, signs for the apartments on the
west side of Collins and relocation of the existing trees behind the side-
walk so as not to block lights from the sidewalk. The estimated cost is
$271,000 and the fee would be $17,000. It was suggested that the architects
fee be based on the low bids, not cost estimates. It was moved by Mr. Taplin,
seconded by Mr. Printup and voted that the Resort Tax Advisory committee
meet with Mr. O'Leary and report to the council their recommendations for
the scope of work to be done.

Mr. Maley said that the Bay Harbor Islands Police Department hosts a
party every year for the underpriviledged children and has asked for a con-
tribution of $100 from Bal Harbour to help defray expenses. It was moved
by Mr. Taplin, seconded by Mr. Printup and voted to send $100 to Bay Harbor
Islands.
On motion of Mr. Laikin, seconded by Mr. Taplin and voted the meeting
was adjourned at 10:20 A.M.

January 31, 1984
The Council of Bal Harbour Village met Tuesday, January 31, 1984
at 9:30 A.M. in the Village Hall.
Present: Mrs. Antiles and Messrs. Laikin, Printup, Sherman and Taplin
Also present were Fred W. Maley, Village Manager; Mary T. Wetterer,
Village Clerk; and Clifford Schulman, representing the Village Attorney.
A public hearing was held on the final reading of the newsrack
ordinance. Mr. Schulman read

in full. Discussion followed on the weight limitations, chaining the racks
together and placement inside the bus shelters. On motion of Mr. Printup,
seconded by Mrs. Antiles and voted the ordinance was passed on second and
final reading.
Mr. Sherman reviewed the status of the Public Works facility and the
need for the building and a superintendent's residence on the property.
Mr. Desharnais, the Village Building Inspector, explained what he had done
to bring the cost down to a resonable figure. Also discussed was the cost
and installation of a standby generator for the water pumps and some electri-
city to the village hall and shop. Mr. Whitman stated his objections to the
use of that site for the building. Mr. Sherman said we have been discussing
this for a whole year and have even hired a second architect to review
the project. He recommended that we proceed with the steel building, which
could be delivered in six to eight weeks. Mr. Maley said the piles must
be driven prior to that date. It was moved by Mrs. Antiles, seconded by
Mr. Printup and voted that the plans for the steel building be reviewed by
Mr. Haynes' architectural firm and the council will listen to any comments
Mr. Whitman wishes to make during that time.
Mr. Maley reported that only one bid had been submitted for the storm
drainage repairs in the residential district in the amount of $34,500.
Our engineers had estimated the project at $21,500. On motion of Mrs.
Antiles, seconded by Mr. Laikin and voted, the bid was rejected and Mr.
Maley was authorized to rebid the work again.
