HomeMy Public PortalAbout14-8815 Aextreme Road Maintenance for Completion of Abandonment of Old Wells Sponsored by: City Manager Resolution No. 14-8815 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA, TO RESCIND RESOLUTION NO. 13-8591, AND TO AUTHORIZE THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH AEXTREME ROAD MAINTENANCE FOR COMPLETION OF ABANDONMENT OF OLD WELLS AT THE OLD WATER PLANT AS PART OF THE WATER PLANT DEMOLITION PROJECT IN AN AMOUNT NOT TO EXCEED SEVEN THOUSAND SEVEN HUNDRED DOLLARS ($7,700.00), PAYABLE FROM ACCOUNT NUMBER 64-533822, A BUDGETED ITEM;PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE WHEREAS,there are at least eight(8)wells located at the Old Opa-locka Water Plant that need to be abandoned, and according to historical knowledge there may be more; and WHEREAS,as of August 2010,International Salvage,the company originally awarded the contract, did not complete the project; and WHEREAS,Resolution No. 13-8591 was adopted,but the services were not completed,and Resolution No. 13-8591 should now be rescinded; and WHEREAS, the City reissued a Request for Proposals (RFP), and received new bids for completion of the project; and WHEREAS,the servicer will provide services to log,locate,uncover,clean,remove casing below land surface, plug, flush, and grout abandoned wells; and WHEREAS,the staff recommends Aextreme Road Maintenance to receive the contract for abandonment of the wells at the Old Water Plant, as the lowest bidder; and Resolution No. 14-8815 WHEREAS, the budget amount allocated for this project was $123,000.00, and to date, $93,690.00 has been expended, leaving an available balance of$29,310.00; and WHEREAS, the City Commission of the City of Opa-locka desires to authorize the City Manager to enter into a contract with Aextreme Road Maintenance for the completion of abandonment of the old wells at the Old Water Plant, in an amount not to exceed $7,700.00. NOW,THEREFORE,BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA-LOCKA,FLORIDA: Section 1. The recitals to the preamble herein are incorporated by reference. Section 2. The City Commission of the City of Opa-locka hereby authorizes and directs the City Manager to enter into an agreement with Aextreme Road Maintenance for completion of abandonment of old wells at the Old Water Plant as part of the water plant demolition project,in an amount not to exceed Seven Thousand Seven Hundred Dollars ($7,700.00), payable from account number 64-533822, a budgeted item. Section 3. This resolution shall take effect immediately upon adoption. Communication Sponsor Name Department: City Manager-CIP City Manager Resolution for City Manager to rescind Resolution No. 13-8591 and receive services from Aextreme Road maintenance for the abandonment of wells at the old water plant There are eight (8) wells located at the Old Opa-locka Water Plant that need to be properly abandoned. These wells are located on two parcels of land and according to historical knowledge there may be additional wells above and beyond the eight that may also need to be abandoned. An RFP was issued and bids received to perform the required services. Aextreme Road Maintenance was the low bidder to locate, uncovered clean, log, remove casing below land surface, plug, flush and grout abandoned wells. Since the location of the wells is not exactly known, Aextreme Road Maintenance will be required to locate the wells by scratching the soil surface to uncovered them. Once uncovered, the wells will be verified and measured to log the wells (i.e., determine total depth, depth of casing, casing material, casing diameter, casing thickness). After logging, the well drilling contractor will fill the wells from bottom to top with grout. After completing the abandonment, the well drilling contractor will submit documentation to the South Florida Water Management District informing them that the abandonment was completed in accordance with regulations. The Contractor is required to seek the necessary permit approval and follow all procedures as required by all regulatory authorities and South Florida Management District throughout this process. The City re-advertised and received six (6) bids to complete the project and is recommending using Aextreme Road Maintenance to complete the process of well abandonment. The wells must be capped in order to comply with Florida Department of Environmental Protection(FDEP)Agency. Account Number: 64-533822 Financial Impact: The original project budget for demolition of the water plant is$123, 000. To date, $93, 690.00 has been expended resulting in a balance of$29, 310. On November 2009, an Invitation for Bids (IFB 09-1123) was issued to procure a construction firm and bids received. This item allows the City Manager to enter into an agreement with the most responsive bidder to demolish the Water Plant. These construction services will cover demolition of above and below ground structures, capping of wells and utilities and grading of the site amongst other things. Financial Impact: The budgeted cost for this project in FY 2010 is $125,000. Based on the current bids, the work is expected to cost $25,000 beyond the anticipated budget. Legislative History: 09-7425,09-7901 Analysis: The demolition of the Old Water Treatment Plant is of great benefit to the City of Opa- locka. Among other things,it will allow the City to properly abandon the drinking wells and prevent potential contamination to the ground water or the Florida aquifer. Additionally, the work will provide for increase safety, reduced illegal dumping and overall beautification for the residents adjacent to the plant and Opa-locka as a whole. DESCRIPTION The site comprises two parcels of land that total 44, 60sq.ft. The larger parcel of land is west of Codadad Street, folio number 08-2121-007-2090. The second parcel of land is east of Codadad Street folio number 08-2121-007-2390. SCOPE OF WORK The wells are to be located and uncovered by the Contractor and verified by the Owner's Consultant, Langan Engineering& Environmental such that measurements can be taken and then properly abandoned. For this purpose, the Contractor must prepare a unit cost for well abandonment presuming a depth of 30 ft. South Florida Water Management District has the permit and exact locations of the wells.The permit no. is 23222 dated 27 January 1975. As the well construction is not known, at a minimum the well drilling contractor will have to log the wells (i.e., determine total depth, depth of casing, casing material, casing diameter, casing thickness). After logging, the well drilling contractor will fill the wells from bottom to top with neat grout, according to Chapter 40E-3.531, Florida Administrative Code. After completing the abandonment, the well drilling contractor will submit documentation to the district that the abandonment was done according to the regulation. The Contractor is required to seek the necessary permit approval and follow all procedures as required by all regulatory authorities and South Florida Management District throughout this process. I feel the drawings on this project were not sufficient at the time of bidding. The plans provided towards the capping phase of the job should have been submitted with the bid packages. In the bid package,on page 31"Scope of Services"paragraph A,line 3 reads:Disconnecting capping or sealing and abandoning all site utilities in place. Nowhere does the bid package imply or state that line stops may have to be used to cap all utilities. I have contacted and spoken to three other colleagues that were also at the Fe-bid meeting and it was agreed that the City was going to shut down the water so we could cap the utilities. Line stops were never mentioned or discussed. Normal practice dictates that the water valves should be exercised a certain amount of times per year,however according to your employees they never have. Also,the City was reluctant in the beginning of the process to assist us as needed. Only later did Owen come forward with some type of as bunts to help us move forward with the job. We thank and commend him for his efforts. International Salvage Inc.put in a set price for capping utilities. Given that the City could not control the water,line stops had to be used to cap utilities at a much higher price which should not be incurred by International Salvage Inc. As it is now,International Salvage is over budget on the plumbing aspect of this job,due to exploratory digging due to the lack of detail in the plans provided. In closing,we submitted the invoice for plumbing on this project which was for $41,180.00 and we allowed for$11;000.00 in plumbing work. OLD WATER PLANT WELL ABANDONMENT 02/28/14 PURPOSE The purpose of this request is to seek proposals for the abandonment of eight (8) wells at an Old Water Treatment Facility located at 1025 Burlington Street, Opa-locka Florida. DESCRIPTION The site comprises two parcels of land that total 44, 60sq.ft. The larger parcel of land is west of Codadad Street, folio number 08-2121-007-2090. The second parcel of land is east of Codadad Street folio number 08-2121-007-2390. SCOPE OF WORK The wells are to be located and uncovered by the Contractor and verified by the Owner's Consultant, Langan Engineering & Environmental such that measurements can be taken and then properly abandoned. For this purpose, the Contractor is required provide quote to abandon total eight wells as outlined below: Size Quantity Depth Comment 8" 1 48' Abandon only 12" 1 120' Abandon only 12" 6 120' Flush sand and grout from the bottom to top South Florida Water Management District has the permit and exact locations of the wells. The permit no. is 23222 dated 27 January 1975. As the well construction is not known, at a minimum the well drilling contractor will have to log the wells (i.e., determine total depth, depth of casing, casing material, casing diameter, casing thickness). After logging, the well drilling contractor will fill the wells from bottom to top with neat grout, according to Chapter 40E-3.531, Florida Administrative Code. After completing the abandonment, the well drilling contractor will submit documentation to the district that the abandonment was done according to the regulation. The Contractor is required to seek the necessary permit approval and follow all procedures as required by all regulatory authorities and South Florida Management District throughout this process.
