HomeMy Public PortalAbout14-8819 Non-Profit Police Athletic League Program Sponsored by: City Manager RESOLUTION NO. 14-8819 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA, DIRECTING THE CITY MANAGER TO DEVELOP A NON-PROFIT POLICE ATHLETIC LEAGUE PROGRAM; PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City Commission of the City desires to start a Police Athletic League (PAL) Program in the City of Opa-locka; and WHEREAS, a Police Athletic League (PAL) Program will strengthen police- community relation; and WHEREAS, a PAL program would be beneficial for the residents of the City of Opa-locka, by providing opportunity for the boys and girls to be coached and assisted in homework and other school-related activities; and WHEREAS, the City Commission of the City of Opa-locka desires to establish a PAL chapter in the City of Opa-locka, and desires to authorize the City Manager to develop a PAL Program to assist the Police Department and the youth in the City of Opa- locka. NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA-LOCKA,FLORIDA: Section 1. The recitals to the preamble herein are incorporated by reference. Section 2. The City Commission of the City of Opa-locka, hereby authorizes and directs the City Manager to develop a non-profit Police Athletic League Program in the City of Opa-locka. The purpose is to build character and help strengthen police- community relations. There will be no cost to the City of Opa-Locka. The program will be funded by contributions. Baker, City Man DATE: June 16, 2014 RE: Resolution: Police Athletic League Request: A RESOLUTION OF THE CITY OF OPA-LOCKA, FLORIDA AUTHORIZING THE CITY MANAGER TO DEVELOP A NON-PROFIT POLICE ATHLETIC LEAGUE PROGRAM Description: The Police Athletic League (PAL) is an organization in many American police departments in which members of the police force coach young people, both boys and girls, in sports, and help with homework and other school-related activities. The purpose is to build character and help strengthen police-community relations. Most PAL programs now call themselves "Police Activities Leagues" because many of the programs are now focused on youth enrichment, educational and youth leadership programs and not just sports. A little over 70 years ago, six Chapters on the eastern seaboard joined together to form an association to share ideas and resources and compete in several sports. Today, there are over 400 PAL Member Chapters in law enforcement agencies servicing over 700 cities and 1,700 facilities throughout the United States, including the U.S. Virgin Islands, serving more than one million youth, ages 5 to 18. It is based on the conviction that young people - if they are reached early enough - can develop strong positive attitudes towards police officers in their journey through life toward the goal of maturity and good citizenship. The PAL program brings youth under the supervision and positive influence of a law enforcement agency and expands public awareness about the role of a police officer and the reinforcement of the responsible values and attitudes instilled in young people by their parents.
