IS AN ALL-AMERICA CITY!
Kansas City, Missouri- The City of Lynwood was one of ten cities nationwide to receive
an All-America City Award. The National Civic League announced the winners of the 61st
annual All-America City Award during a ceremony at the Hyatt Regency Crown Center in
Kansas City, MO. The City of Lynwood competed against 25 other cities for this award.
Lynwood last received this honor in 1961 and become a finalist in 1991. Lynwood is one
of two California cities to receive the honor; the second is Rancho Cordova. The two
California cities join Chandler, Arizona; North Miami, Florida; Acworth, Georgia; Des
Moines, Iowa; Salisbury, Maryland; Gastonia, North Carolina; Mount Pleasant, South
Carolina; and EI Paso, Texas.
The National Civic League's 61-year old awards program recognizes neighborhoods,
villages, towns, cities, counties and metro regions for outstanding civic
accomplishments. To win, communities have to demonstrate an ability to address
serious challenges with innovative, grassroots strategies that promote civic engagement
and cooperation between the public, private and nonprofit sectors. The All-America City
Award is an honor achieved by more than 600 communities.
This highly coveted accolade initiates a renewed civic spirit and pride plus a significant
local, state and national attention that is a proven boost for recruitment of industry,
jobs and investments to communities" says City Manager Roger L. Haley. "I challenged
my team to bring this national recognition to our community and they met the
challenge." The City submitted an application for the competition in February to
showcase its advanced surveillance camera program, its Brush with Kindness program
- in which it partners with Habitat for Humanity -and its Lynwood Youth Sports
Association program. The City's video surveillance camera program has a lot to do with
the improvements, along with an aggressive plan to attack violent crime between the

Sheriff's, the City, and residents. These efforts have resulted in the lowE
homicides, with zero homicides in the~year 2010, compared to average of
in past years. '

VA Celebrates 66th Anniversary of GI Bill
More Than $3.6 Billion in Post-9/1.1 GI Bill Benefits Issued
WASP-IINGTON - On the 66`I' anniversar\~ of signing the GI Bill into law, the Department
of Veterans Affairs (VA) announced it has issued more than $i.6 billion in the bill's newest
manifestation, the Post-9/1 1 GI Bill.
Benefit payments under the bill. implemented last year. have gone to more than 285.000
people and their educational institutions.
On June 22, 1944, President Franklin D. Roosevelt signed the Servicemen's Readjustment
Act of~ 1944, commonly known as the GI Bill of Rights.
"l'he Veterans Administration - as it was known at that time -- was responsible for carrying
out the law's key provisions for education and training. loan guaranty for homes, farms or
businesses, and unemployment pay.
Before the World War ll, college and homeownership were, for the most part, unreachable
dreams for the average American. 'T'hanks to the GI Bill, millions who would have flooded the job
market opted for education instead.
In the peak year of 1947, Veterans accounted for 49 percent of college admissions. By the
time the original GI Bill ended..luly 2~, 196. 7.8 million ol~the 16 million World War II
Veterans had participated in an education or training program.
In 1984, tiormer Mississippi congressman G. V. "Sonny" Montgomery revamped the GI
Bill. The Montgomery G1 Bill assured that VA home loan guaranty and education programs
continued to ~york for Veterans of the post-Vietnam era.
In 2009, GI Bill benefits were updated again. ~Che new law `.;eve Veterans with active duty
service on. or after. Sept. 1 1 2001. enhanced educational benefits to cover more expenses, provide a
living allowance, money for books and the ability to transfer unused educational benefits to spouses
or children.
