although the fees amounted to 9.9% which would be high, they included
many items such as the architects's fee for the building, artists rend-
erings, soil testing, aerial photographs of the site, landscape architect
fees and working with the contractor to reduce the project cost. The
actual engineering fees were within reason. Their fees in the past have
been favorable to the village and have saved us money. To readvertise
and hire a new firm will take two to three months. After further dis-
cussion it was moved by Mr. Printup, seconded by Mr. Taplin and voted
that Mr. Maley should go back to Ludovici and Orange and see if they
will continue as Engineers for the Village;(1)
On motion of Mr. Taplin, seconded by Mrs. Antiles and voted the
meeting was adjourned at 11:45 A.M.

COUNCIL MINUTES
March 27, 1984
A meeting of the Bal Harbour Village Council was held on Tuesday,
March 27, 1984, at 9: 30 A.M.
Present: Mrs. Antiles, and Messrs, Laikin, Printup, Sherman and Taplin
Also present were Fred Maley, Village Manager; Alan Gold, Village
Attorney and Betty Carver, Deputy Village Clerk.
The minutes of the meeting of February 28, 1984 were approved as
amended to reflect that Mr. Maley should contact Ludovici and Orange,
Village Engineers to see if they would be willing to remain as village
engineers on the basis of a different fee schedule for the completion of
the Public Works Facility. Any engineering fees for future works that
would exceed $2000 be approved in advance. The amendment was moved by Mr.
Printup, seconded by Mrs. Antiles and voted.
George Desharnais, Building Inspector, reported that the contracts for
the public works building had been signed for the piling, grade beams,
and the steel structure. The steel structure will take 6-8 weeks to fabri-
cate. The Building Department is contracting with respective sub -contractors.
It was moved by Mr. Taplin, seconded by Mr. Laikin, and voted that Ludovici
& Orange, Consulting Engineers, and Mr. John Haynes, architect, be re-
tained to oversee the construction as required.

Mr. Maley reported that the contract for the bus shelters had been
executed. Delivery is expected the second week of May. He expressed con-
cern about accommodating newsracks adjacent to the shelters, in accordance
with our ordinance.
Mr. Jim Campbell of David Plummer, Traffic Engineers, presented al-
ternate plans for a one and a two bus bay adjacent to Saks on 96th Street.
Plans have received the approval of Dade County Public Works Department and
Metro Transit, and meet the State Department of Transportation requirements.
It was moved by Mr. Taplin, seconded by Mr. Printup, and voted that the firm
be authorized to proceed with plans suitable for bid, subject to their pro-
posed fee for those services as outlined by Mr. Maley. The engineers were
instructed to work with the Bal Harbour Shops regarding placement of the
bus shelter.
Mr. Maley is to report on transfer of the Collins Avenue bus bay
from Resort Tax Funds to the General Fund.
Mr. John Kelly, Finance Director, reported on the options available
to the Village on the purchase of a new police cruiser, and recommended that
a Ford cruiser be purchased, at a cost of $10,390, in lieu of the Plymouth
on the Dade County bid, in order to keep the fleet uniform. A discussion
followed on the replacement of the 4-wheel drive beach vehicle with a van.
The purchase of a van as being more suitable vehicle was approved. It was
moved by Mr. Printup, seconded by Mrs. Antiles, and voted, that both vehicles
be purchased.
Mr. Sidney Smith, a local lighting sculptor, appeared on behalf of the
upcoming Exxon Office Systems convention at the Sheraton, requesting per-
mission to install a lighting display on the beach in front of the hotel.
After a slide presentation of the display, it was moved by Mr. Printup,
seconded by Mrs. Antiles, and voted, that the display be allowed.
Mr. Sherman reported on the proposed bill to transfer municipal resort
taxes to the county to create and fund a unified country -wide tourist develo-
ment agency. He requested the council to oppose this legislation and in-
stead support this effort on a vouluntary basis, provided the county develops
a long range program for the promotion of tourism, and the Village has
appropriate say in the budget and programming of the agency. It was moved
by Mr. Taplin, seconded by Mr. Laikin and voted, to accept the Mayor's
position. Mr. Gold will make a recommendation to the Village Manager on
the hiring of a lobbyist in Tallahassee.
Mr. John Kelly reported that the Village had received an unqualified
opinion from Arthur Andersen and Company, Certified Public Accountants. The
city is in very fine financial shape.
There was a discussion on making the Sewer Department self-sufficient.
It would mean an approximate 50% raise in the sewer rate. Recommendations
will be made at the next meeting.
Mr. Sherman reported that 38 of the 50 tables for the Gala Bal Harbour
had been sold.
On motion by Mr. Taplin, seconded by Mrs. Antiles, and voted the
meeting was adjourned at 11:35 A.M.

COUNCIL MINUTES
April 24, 1984
The Council of Bal Harbour Village met Tuesday, April 24, 1984
at 9:30 A. M. in the Village Hall.
Present: Mrs. Antiles, Messrs. Laikin, Sherman and Taplin
Absent: Mr. Printup
Also present were Mary T. Wetterer, Village Clerk and Alan S. Gold,
Village Attorney.
Ms. Wetterer reported that the minutes of March 27, 1984 were not
ready for approval.
Mr. Desharnais, Building Inspector, was not present to report on the
status of the Public Works facility. It was noted that the piles had been
driven and the foundation was underway.
Mayor Sherman informed the council that delivery of the Collins Avenue
and 96th Street bus shelters nad furniture shoudl be in about two weeks.
Mayor Sherman also advised that the 96th Street bus -bay is being worked
on and should be completed within four months.
Mr. Tom Whitsett, of UltraCom of Dade County, appeared to explain that
Harte-Hanks Communications was exercising their option to buy outstanding
capital stock of their parent company UltraCom, Inc. There will be no
change in ownership and operation of UltraCom of Dade County. Mr. Gold
advised that under our ourdinance the village should schedule this matter
for a public hearing on May 29, 1984. It was suggested that Mr. Kelly re-
view the financial statement of Harte-Hanks Communications. Mr. Sherman
asked Mr. Whitsett if were possible to get copies of the tapes of the
French Fashion Gala. Mr. Whitsett said he would check, but usually the
tapes were not kept.
Mr. Sherman said he wished to appoint committees to review the
proposed budget and our advertising and public relations contracts.
He contacted Messrs. Jay Litt, Sheraton Bal Harbour, and Steve Bobby,
Bal Harbour Shops, who have both agreed to serve. It was moved by Mrs.
