A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
OPA- LOCKA, FLORIDA, AUTHORIZING THE CITY MANAGER
TO PREPARE AND ISSUE A REQUEST FOR PROPOSAL (RFP)
TO QUALIFIED DESIGN BUILD CONTRACTORS FOR CAIRO
LANE AND NW 127TH STREET ROADWAY DRAINAGE,
DRINKING WATER, AND SANITARY SEWER SYSTEM
IMPROVEMENTS, PAYABLE FROM ACCOUNT NUMBER
35- 5356315; PROVIDING FOR INCORPORATION OF RECITALS;
PROVIDING FOR AN EFFECTIVE DATE
WHEREAS, flooding, unavailability of a Sanitary Sewer System, and drinking water are
critical issues due to lack of drainage infrastructure on Cairo Lane and NW 127th Street roadway,
and needs improvement due to unsafe conditions for drivers, pedestrians and cyclists; and
WHEREAS, the conditions of the roadway has had a negative impacts on businesses, their
customers, suppliers and employees; and
WHEREAS, the funds for the roadway drainage and sanitary sewer system improvements
project will be funded by a Florida Department of Environment Protection (FDEP) Grant and the
State of Florida Clean Water Revolving Fund, which will provide a new sanitary sewer system
consisting of a new pump station, and a new gravity sewer system for Cairo Lane and NW 127th
Street; and
WHEREAS, the City Commission of the City of Opa -locka desires to authorize the City
Manager to issue a Request for Proposals (RFP) to solicit a contractor to resolve Cairo Lane and
NW 127 th Street roadway flooding and sanitary sewer system issues.

NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF OPA- LOCKA, FLORIDA:
Section 1. The recitals to the preamble herein are incorporated by reference.
Section 2. The City Commission of the City of Opa- locka, Florida, hereby authorizes the
City Manager to prepare and issue a Request for Proposal (RFP) for a qualified design build
contractor for the improvements of Cairo Lane and NW 127`h Street roadway drainage, flooding,
drinking water, and sanitary sewer system issues, payable from account number 35- 535631, funded
by a Florida Department of Environment Protection (FDEP) Grant and the State of Florida Clean
Water Revolving Fund.
Section 3. This Resolution shall take effect immediately upon adoption.

Staff Summary:
Cairo Lane is a city - owned, two -lane, two -way asphalt roadway that runs from NW 135 Street, south to the banks
of a City of Opa -Locka canal, for approximately 2,600 LF. The road is the only means of ingress /egress for a
number of industrial —type businesses. The roadway, however, is in decrepit condition. There are numerous large
potholes, a compromised drainage system, and an expanse of impervious swale areas. The roadway floods to
dangerous levels even during minor rain events, creating unsafe conditions for drivers, pedestrians and cyclists.
These conditions have had negative impacts on businesses, as their customers, suppliers and employees cannot
safely and effectively access their respective businesses or use Cairo Lane for transit. The condition of the roadway
is a real threat to the expected timely response for emergency vehicles using the roadway. New drinking water,
sanitary sewer, and stormwater sewer systems will be installed on NW 127`h Street. A new sanitary sewer system
consisting of a new pump station on Cairo Lane and new gravity sewer system will serve Cairo Lane and NW 127Th
Street Area.
Proposed Action:
Staff recommends approval in order to resolve Cairo Lane and NW 127th Street area Flooding and
unavailability of Sanitary Sewer System, and drinking water issues. The project is funded by FDEP Grants
and State Revolving Loan

Recommendation (s): Staff recommends approval in order to resolve Cairo Lane area Flooding and
unavailability of Sanitary Sewer System issues.
Analysis:
The storm water system consists of a series of canals, swales, storm sewers and exfiltration
systems. The existing storm water system in the city consists of a number of independently
built facilities rather than an integrated network and do not provide the interdependency as
well as an outlet feature to facilitate discharge to local canals system(s). Most of the
drainage and storm water management within the city occurs through limited and sparsely
located infrastructure and via overland flow along the city streets.
Flooding problems are prevalent in the city due to the lack of adequate drainage
infrastructure. The city currently experiences significant flooding during periods of light to
moderate rainfall events. The roadways within the commercial and industrial areas of the
city experience the highest levels of flooding incidents. These roadways subsequently
become severely damaged due to the heavy traffic loads and the inundation of the roadway
crowns due to flooding. Cairo Lane and NW 127th Street typically become impassable for a
few days leading to major impacts for businesses and commercial land uses that are located
within these corridors.
