M. in the Village Hall. Present: Mrs. Antiles, Messrs. Laikin, Sherman and Taplin Absent: Mr. Printup Also present were Mary T. Wetterer, Village Clerk and Alan S. Gold, Village Attorney. Ms. Wetterer reported that the minutes of March 27, 1984 were not ready for approval. Mr. Desharnais, Building Inspector, was not present to report on the status of the Public Works facility. It was noted that the piles had been driven and the foundation was underway. Mayor Sherman informed the council that delivery of the Collins Avenue and 96th Street bus shelters nad furniture shoudl be in about two weeks. Mayor Sherman also advised that the 96th Street bus -bay is being worked on and should be completed within four months. Mr. Tom Whitsett, of U1traCom of Dade County, appeared to explain that Harte-Hanks Communications was exercising their option to buy outstanding capital stock of their parent company U1traCom, Inc. There will be no change in ownership and operation of U1traCom of Dade County. Mr. Gold advised that under our ourdinance the village should schedule this matter for a public hearing on May 29, 1984. It was suggested that Mr. Kelly re- view the financial statement of Harte-Hanks Communications. Mr. Sherman asked Mr. Whitsett if were possible to get copies of the tapes of the French Fashion Gala. Mr. Whitsett said he would check, but usually the tapes were not kept. Mr. Sherman said he wished to appoint committees to review the proposed budget and our advertising and public relations contracts. He contacted Messrs. Jay Litt, Sheraton Bal Harbour, and Steve Bobby, Bal Harbour Shops, who have both agreed to serve. It was moved by Mrs. April 24, 1984 Antiles, seconded by Mr. Taplin and voted that the appointments be approved. Mr. Sherman said he had asked our Tourism Advisory Board to also review the advertising and public relations contracts. Mayor Sherman stated that one of our police sergeants had been injured while assisting the Immigration Service in pursuing an illegal alien. He asked Mr. Gold if the restaurants hiring aliens could be re- sponsible for the bills. Mr. Gold said that the main issue would be to prove liability inasmuch as our polce department was cooperating with the INS. Also to be considered would be the cost of the litigation vs the results. After consideration the council suggested that Mr. Maley be advised to send a letter to all businesses and residents regarding the hiring of illegal aliens and advise them of our civilian registration requirments. Mr. Gold was asked to check with the police department to see if the employees in question were registered and write the restaurants, Tiberio and L'Ambiance, regarding this matter. Mr. Kelly, Finance Director, explained his answer to Arthur Andersen's comments on the 1982-83 audit and noted that the new purchasing system was being implemented. The council reviewed the six month's operating statement and on motion of Mr. Taplin, seconded by Mrs. Antiles and voted the statements were filed for audit. The Village Clerk advised that appointments for representatives to the Dade County League of Cities are necessary. It was moved by Mr. Taplin, seconded by Mrs. Antiles and voted that Mr. Sherman be the Bal Harbour rep- resentative. On motion of Mrs. Antiles, seconded by Mr. Laikin and voted Mr. Taplin was named as alternate. The council discussed the recent French Fashion Gala and read a letter from Governor Bob Graham. Also mentioned were letters from France and local residents. It was agreed that this event generated world wide coverage on television and should lift up tourism to the area. The council discussed the flag decorations on the light poles during the gala and after discussion on motion of Mr. Laikin, seconded by Mrs. Antiles and voted, it was decided that American and Florida State Flags should be flown on Collins Avenue and 96th Street light poles on legal holidays. It was noted by Mr. Bob Haute, manager of the Fairfield Manor that the village employees were cutting the grass in the easement between the sidewalk and the street on the east side of Collins Avenue. He said he thought that the hotels and apartments should take care of this. Mr. Sherman suggested that he take the matter up with Mr. Maley on his return. The council briefly discussed the progress being made on uniform signs for the apartment buildings on the west side of Collins Avenue.
