RESOLUTION NO. 14 -8877
A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF OPA- LOCKA, FLORIDA, REJECTING ALL
PROPOSALS FOR THE CONSTRUCTION OF THE
NEW CITY HALL PROJECT AND DIRECTING THE
CITY MANAGER TO ISSUE A NEW RFP; PROVIDING
FOR INCORPORATION OF RECITALS; PROVIDING
FOR AN EFFECTIVE DATE
WHEREAS, the City of Opa -locka issued a Request for Proposals (RFP) for the
construction of the New City Hall project; and
WHEREAS, the City Commission of the City of Opa -locka wishes to reject all
proposals and issue a new RFP for the design build project.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY
COMMISSION OF THE CITY OF OPA- LOCKA, FLORIDA:
Section 1. The recitals to the preamble herein are incorporated by reference.
Section 2. The City Commission of the City of Opa- locka, rejects all
proposals received for the New City Hall project.
Section 3. The City Manager is directed to issue a new Request for Proposals
for the construction of this project.
Section 4. This resolution shall take effect immediately upon adoption.

Staff Summary:
The evaluation committee has completed the evaluation of the only one bid package city received from D.
Stephenson design build team for RFP #14 - 1107100 (The city of Opa -Locka Administrative Building /New City Hall
RFP). The bid package scored 391 points out of 500 points. The bid price is about 11.7 million which exceeds our
budget.
Proposed Action:
The evaluation committee has completed the evaluation of the only one bid package city received from D.
Stephenson design build team for RFP #14 - 1107100 (The city of Opa -locka Administrative Building/New City Hall
RFP). The bid package scored 391 points out of 500 points. The bid price is about 11.7 million dollar which is very
high per current industry standards. $11.70 million for a 40,000 sft building yields about $300 + /- cost per square
foot. Based on my engineering judgment it should be within 6 to 7 million dollars range for a 40,000 sft building.
The bid package acknowledged the receipt of the addendums for detail specifications and city's specific
requirements but were not attached. As the bid price is very high and city received only one bid staff
recommends to re- advertise with revised RFP

READVERTISE FOR THE CONSTRUCTION OF THE NEW CITY HALL
FACILITY.
Description: The evaluation committee has completed the evaluation of the only one bid package
city received from D. Stephenson design build team for RFP #14- 1107100 (The city of Opa -Locka
Administrative Building/New City Hall RFP). The bid package scored 391 points out of 500
points. The bid price is about 11.7 million which exceeds our budget.

Financial Im act: This project is budgeted at plus /minus eight million dollars.
Implementation Time Line: As soon as possible.
Recommendation(s): Reject this bid and advertise for the construction of the new city hall facility.
Analysis:
The city advertised and issued an RFP for competitive bids. More than eighteen vendors participated
in the mandatory pre -bid meeting however; only one vendor responded.
