Recomm endation: Approve Item s A through I per recommendations. A. APPROVAL OF MINUTES The City Council is requested to review and approve: 1) Minutes of the Special City Council Meeting of August 18, 2015; 2) Minutes of the Regular City Council Meeting of August 18, 2015; and 3) Minutes of the Special City Council Meeting of August 26, 2015. Recommendation: Approve. B. PUBLIC ARTS COMMISSION ACTIONS – MEETING OF AUGUST 10, 2015 The City Council is requested to review the Public Arts Commission actions of their meeting of August 10, 2015. Recommendation: Receive and file. C. ADOPTION OF RESOLUTION NO. 15-5121 APPROVING PAYMENT OF BILLS T he City Council is requested to adopt Resolution No. 15-5121 authorizing the paym ent of bills. Recommendation: Adopt Resolution No. 15-5121. City Council Agenda September 1, 2015 Page 3 of 7 D. PARKS AND RECREATION COMMISSION ACTIONS – MEETING OF AUGUST 19, 2015 The City Council is requested to review the Parks and Recreation Commission actions of their meeting of August 19, 2015. Recommendation: Receive and file. E. FINAL MAP APPROVAL FOR TRACT MAP NO. 71832, A SIX -LOT SINGLE- FAMILY SUBDIVISION PROJECT AT 9532, 9542 OLIVE STREET Based upon the finding that the final map is in substantial compliance with the approved tentative map, staff concludes that the final map is ready for certification. Certifying the final map will allow the developer to record said map and start construction of the project. Recommendation: 1) Received the Subdivision Improvement Agreement; 2) Approve the final subdivision map for Tract Map No. 71832 and dedications indicated on the map; 3) Authorize the City Manager to execute the Subdivision Improvement Agreement; and 4) Authorize the City Clerk to certify Tract map No. 71832. F. ADOPTION OF RESOLUTION NO. 15-5117 IMPLEMENTING A 2% SALARY ADJUSTMENT FOR UNREPRESENTED FULL TIME CLASSIFICATIONS To adjust the salary of the unrepresented full time classifications, a resolution revising the salary ranges must be adopted. Recommendation: Adopt Resolution No. 15-5117. G. FISCAL YEAR (FY) 2014-15 FOURTH QUARTER PRELIMINARY FINANCIAL STATUS REPORT To keep the City Council updated on the status of the City’s financial activities, on a quarterly basis for FY 2014-15, these preliminary reports are presented. Recommendation: Receive and file the Fourth Quarter Preliminary Financial Status Report. City Council Agenda September 1, 2015 Page 4 of 7 H. PLANNING COMMISSION ACTIONS – MEETING OF AUGUST 11, 2015 The City Council is requested to review the Planning Commission actions of their meeting of August 11, 2015. Recommendation: Receive and file. I. PLANNING COMMISSION ACTIONS – MEETING OF AUGUST 25, 2015 The City Council is requested to review the Planning Commission actions of their meeting of August 25, 2015. Recommendation: Receive and file. 8. PUBLIC HEARING A. REVIEW OF THE PLANNING COMMISSION’S DECISION APPROVING A CONDITIONAL USE PERMIT TO ESTABLISH A RESTAURANT WITH BE ER AND WINE SERVICE AT 5700 ROSEMEAD BOULEVARD, UNIT 100 The City Council will review a decision by the Planning Commission to approve a conditional use permit to establish a restaurant with beer and wine service. The City Council will review all aspects of the proposed restaurant including hours of operation. Presentation: Community Development Director Recommendation: 1) Open the public hearing; 2) Accept public testimony from the applicant and members of the public; and 3) Adopt Resolution No. 15-5120 finding that the project is exempt from CEQA and approving File 15-219 subject to the conditions of approval (including condition two limiting the hours of operation from 11:30 a.m. to midnight). 9. UNFINISHED BUSINESS – None 10. NEW BUSINESS A. CONSIDERATION AND APPROVAL OF RESOLUTION NO. 15-5114 PROHIBITING BACK-IN PARKING ON SPECIFIC MUNICIPALLY OWNED City Council Agenda September 1, 2015 Page 5 of 7 PARKING LOTS After surveying all of the municipally owned parking lots, staff is recommending that five parking lots be prohibited from having back-in parking. Presentation: Community Development Director Recommendation: 1) Discuss staff’s findings; and 2) Adopt Resolution No. 15-5114, prohibiting back-in parking on specific municipally owned parking lots. 11.
