CALL TO ORDER CITY COUNCIL TEMPLE CITY, CALIFORNIA REGULAR MEETING AUGUST 18, 2015 AGENDA ITEM ?.A-2 Mayor Chavez called the Regular City Council meeting to order at 7 :34 p.m . 2. ROLL CALL PRESENT: ABSENT : ALSO PRESENT: 3. INVOCATION Councilmember-Fish , Man , Sternquist , Yu , Chavez Councilmember -None City Manager Cook , City Attorney Vail , City Clerk Kuo , Community Development Director Forbes and Planning Manager Reimers Pastor Walden from First Baptist Temple City provided the Invocation . 4. PLEDGE OF ALLEGIANCE Boy Scout Troop #174 provided a flag ceremony and led those present i n the Pledge of Allegiance . 5. CEREMONIAL/PRESENTATIONS -None 6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA Linda Wah , Pasadena C ity College Board of Trustee V i ce President, introduced herse lf and the newly appointed Superintendent-Pres ident of Pasadena City College , Dr. Rajen Vurdien . Dr. Vurdien introduced his staff and gave a brief history of Pasadena C ity College . He spoke about the services the c ol lege offers and will continue the commitment to provide e x cellent service to the surrounding communities . Mary Kokakyo, Temple City resident , spoke about the City's Dial -A -R ide service and the operating hours for a restaurant in the Camell ia Square . Rick Kal iep , Temple City resident , would like the C ity Council to consider discontinuation of Saturday trash pick-ups . Pastor Walden , F i rst Baptist Church of Temple City , i ntroduced the i r new ministry for people and family members of those struggling with depression, anxiety, bi-polar, and other "mental health " issues . The new ministry will hold its first meeting on Wednesday, September 23 , 2015 from 6 :30 p.m . to 7 :3 0 p .m . 7. CONSENT CALENDAR Counc i lmember Sternquist made a motion to approve the items on the consent calendar. APPROVAL OF MINUTES Fish , Man , Sternquist , Yu , Chavez None None The City Council is requested to review and approve : 1) Minutes of the Special City Council Meeting of July 29 , 2015 ; 2) Minutes of the Specia l City Council Meeting of August 4 , 2015 ; and 3) Minutes of the Regu lar City Counc il Meeting of A ugust 4 , 2015 . Action : Approved . B. PLANNING COMMISSION ACTIONS-MEETING OF JULY 28 , 2015 T he City Council is requested to rev iew the Planning Commiss io n actions of their meeting of July 28 , 2015 . Action : Rece ived and filed . C. AGREEMENT WITH HDL SOFTWARE , LLC FOR BUSINESS LICENSE SOFTWARE AND SERVICES Approval of the agreement will allow the City to upgrade the bus iness li cense software system to the newest version and allow online renewals of bus iness licenses . Action : Approved the Amended and Restated Agreement for Business License Software and City Council Minutes August 18 , 2015 Page 3 of 10 Services with Hdl Software, LLC. and authorize the City Manager to execute the agreement. D. PETTY CASH REPORT VISA CARD REPORT The City Council is requested to review , receive and file the Petty Cash and Visa Card Report. Action: Received and filed reports. E. ACCEPTANCE OF THE TEMPLE CITY BOULEVARD CURB CUTS IMPROVEMENTS PROJECT Community Development Block Program funds were used to complete curb cut improvements along Temple City Boulevard. The project was completed in July 2014 . Action: a) Accepted the Temple City Boulevard Curb Cut Improvements Project (C IP No. P14-15 ) as completed ; b) Accepted reimbursement for the project from the Los Angeles County Community Deve lopment Commission ; and c) Authorized staff to finalize the Community Development Block Grant cost accounting accordingly . F. ADOPTION OF RESOLUTION NO . 15-5115 APPROVING PAYMENT OF BILLS FOR FISCAL Y EAR 2014-1 5 The City Council is requested to adopt Resolution No . 15-5115 authorizing the payment of bills . Action : Adopted Resolution No . 15-5115. G . ADOPTION OF RESOLUTION NO . 15 -5116 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2015-16 The City Council is requested to adopt Resolution No . 15-5116 authorizing the payment of bills . Action : Adopted Resolution No . 15-5116 . City Council Minutes August 18, 2015 Page 4 of 10 8. PUBLIC HEARING A. ADOPTION OF RESOLUTION NO . 15-5109 CERTIFYING CONFORMANCE WITH THE CONGESTION MANAGEMENT PROGRAM FOR JUNE 1, 2014 TO MAY 31,2015 The City is in f u ll c ompliance with the Congestion Management Program (CMP) in that a ll of the development review requirements have been cod ified into the Zoning Code and all monitoring has been completed . Adopting Resolution No . 15-5109 adopts the 2015 Loca l Development Report (LOR ) and certifies the City's conformance with the CMP . Community Development Director Forbes gave a summary of h is staff report . Mayor Chavez opened public hearing . Hearing no request to speak , Mayor Chavez closed publ ic hearing . Mayor Pro Tern Yu made a motion to adopt Resolut ion No . 15-5109 certifying confo rmance with the Los Ange les County Congestion Management Program. ADOPTION OF RESOLUTION NO . 15-5113 AMENDING FEES FOR PLANNING , BUILDING , AND PUBLIC WORKS SERVICES The City Fees Ad Hoc Committee has recommended that the City Council approve fees that will achieve 75 percent cost recovery for plann i ng services and full cost recovery for building and public works services . Community Development Director Forbes gave a summary of his staff report . Mayor Pro Tern Yu and Councilmember Man , City Fees Ad Hoc Comm ittee members , gave a brief overview of the ad hoc's d iscussions regard ing the proposed fees . City Council asked questions regard i ng the proposed fees. Mayor Chavez opened public hearing . Steve Stafford, Temple City resident, spoke in favor of the fees amendment. Mayor Pro Tern Yu made a motion to adopt Resolution No . 15-5113 amending existing fees and establishing new fees for planning , build ing , and public works services . RECOMMENDED REVISIONS TO THE DRAFT GENERAL PLAN LAND USE DIAGRAM The General Plan Advisory Committee reviewed its recommendati ons for Areas 1 and 10 i n light of all stakeholder input received including the City Council 's comment. City Council is requested to consider a recommendation from the General Plan Advisory Committee to revise the Draft General Plan Land Use Diagram . Community Development Director Forbes gave a brief overview of the revised Draft General Plan Land Use Diagram . Plann i ng Manager Reimers gave a summary of the staff report . City Council asked questions regarding the recommended revisions to the Draft General Plan Land Use Diagram . Mayor Chavez opened public comment. Steve Stafford , Temple City res ident , commented on the zoning for the Baldwin Avenue and Olive Avenue commercial properties . Hearing no additional request to speak, Mayor Chavez closed public comment. City Council commented and discussed regarding the recommended revisions to the Draft General Plan Land Use Diagram and poss ible rev isi on to the zoning policy for the commercial properties at the inte rsection of Baldwin Avenue/Olive Avenue . INTRODUCTION AND FIRST READING OF ORDINANCE NO . 15-1005 ADDING CHAPTER 8 TO TITLE 7 OF THE TEMPLE CITY MUNICIPAL CODE RELATING TO SMALL RESIDENTIAL ROOFTOP SOLAR ENERGY SYSTEMS Adoption of the proposed ordinance is necessary to comply with Assembly Bi ll 2188 , the Expedited Solar Permitting Act. The ordinance will establ ish a new expedited permit process for small solar energy systems on single family dwellings and duplexes. Community Development Director Forbes gave a brief summary of his staff report. City Council commented and discussed the adoption of Ordinance No . 15- 1005 . Mayor Chavez opened public comment. Hearing no request to speak , Mayor Chavez closed public comment. Councilmember Man made a motion to introduce Ordinance No . 15-1005 for first reading by t itle only; waive further reading of Ordinance No . 15 -1 005 ; and schedule the second reading of Ordinance No . 15-1005 for September 1, 2015 . WATER CONSERVATION UPDATE City Manager Cook provided an update on what the C ity is do i ng to conserve water (i .e ., deep watering of City trees on street med ians, water conserving yard signs , socia l med ia campaign , etc .). He also shared that the City w i ll be tracking changes to local legislation specifically change i n the methodology and the matter in wh ich the gas tax will be distributed . Th is will have a significant effect on the fund ing for road maintenance and pavement management for all cities . Mayor Chavez made comments regarding the East Pasadena Water's Water Conservation Fair at the Temple City High School. 13. UPDATE FROM CITY ATTORNEY-None 14. WATER CONSERVATION AD HOC (M ayor Chavez and Councilmember Fish) -Formed 6/2/2015 Mayor Chavez reported that the ad hoc continues to meet and discuss ideas to promote water usage conservation. The ad hoc committee and staff will be meeting with the five water purveyors at the end of the month . J . VETERANS DAY CELEBRATION AD HOC COMMITTEE (C ouncilmember Sternquist and Councilmember Fish)-Formed 4/21/2015 Councilmember Fish invited the public to the City's Veteran 's Day event on November 11 , 10:30 a .m ., in the Temple C ity Park . COUNCIL ITEMS SEPARATE FROM THE CITY MANAGER'S REGULAR AGENDA A COUNCILMEMBER FISH Councilmember Fish commented on the successful summer con c erts in the park . B. COUNCILMEMBER MAN Councilmember Man commented on the National Night Out and Neighborhood Watch meetings. C. COUNCILMEMBER STERNQUIST Councilmember Sternquist reported out on the Mosquito and Vector Control meeting she attended . She shared an article about a man who died due to the West Nile Virus in Onta rio , CA. She reminded everyone to beware of standing water and report green/standing pools to the Mosquito and Vector Control or the City. She also reminded residents to be di l igent in checking the condition of City trees near their property during th is drought season and report any concerns to the City . D. MAYOR PROTEM YU-None E. MAYOR CHAVEZ Mayor Chavez reported that the Youth Committee interviews have concluded and new members will be announced at a City Counci l meeting in September. He i nvited the public to attend the next Neighborhood Watch meeting at Golden West Bapt ist Church , August 20 , Thursday. He also spoke about a Toast Master meeting he attended . Mayor Chavez commented on City's Dodger's Night Out for staff. 16. RECESS TO SUCCESSOR AGENCY TO THE TEMPLE CITY COMMUNITY REDEVELOPMENT AGENCY MEETING At 9:11 p.m ., the City Council recessed to the Successor Agency Meeting . ADDITIONAL PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA Jerry Jambazian, Temple City business owner, shared that there were two other famous Temple City residents who attended Pasadena City College , Walter Shatford (Attorney) and Henry Shatford (Superior Court Judge). 18.
