BACKGROUND: On Au gust 19, 20 15 , the Parks and Recreation Commission held their regularly scheduled meeting . ANALYS IS: Fo llowing is a summary of actions taken at the August 19 , 2015 Parks and Recreation Commission meeti ng: 1 . ROLL CALL : Pre sent: Commissioner-Ba roldi , Vice-Chairman Georgina , Chairman Rosso Ab sent: Commissioner-Wen Excused : Commissioner -Haddad 2 . CONSENT CALENDAR The Parks and Recreation Co mmi ssio n tabled approval of the minutes of the June 17 , 2015 meeting ; approved , as amended , the minutes of July 15 , 2015 ; and received and filed the monthly report for July 2015 . City Counc il September 1, 2015 Page 2 of 3 3. NEW BUSINESS A. PROPOSED AMENDMENTS TO THE TREE PRESERVATION AND PROTECTION ORDINANCE The Parks and Recreation Commission approved various amendments to Chapter 4, Article D of the Temple City Municipal Code (TCMC) relative to tree preservation and protection . The proposed amendments provide additional criteria and clarifi cation to §3-4D-6 : APPROVAL PRIOR TO PLANTING and §3-4D-9: REMOVAL OF PUBLIC TREES. The City Council will consider the recommendations at a public hearing , tentatively scheduled for Octobe r 6 , 2015 . B. PRESENTATION OF SENIOR PROGRAMS Parks and Recreation Coordinator Roman Rodrigue z gave a brief overview of his background and provided the Commission with a summary of the various programs ava ilab le to seniors in the community. He also provided info rmation on the City's Fee and Charge Recreation Class program. C. REQUEST FROM TEMPLE CITY AMATEUR SOFTBALL ASSOCIATION (TCASA) FOR RESERVED USE OF THE ATHLETIC FIELDS AT LIVE OAK PARK FOR FALL SEASON GAMES AND PRACTICES SEPTEMBER 1 - NOVEMBER 22 , 2015 The Parks and Recreation Commission approved the request subject to the following conditions : 1) Staff will determ ine days and times of all TCASA practices to minimize the impact to Temp le City American Youth Soccer Organization (AYSO); 2) Practices would be allowed on the infield of the softball diamond ; outfield use would be permitted with approval from Temple Cit y AYSO ; 3) Games on Sundays must include at least one TCASA team and must concl ude by 4 p.m . (no use of the athletic field lights); and 4) If there are any issues or concerns with TCASA's use of the softball diamond duri ng this time , staff would return to the Comm ission for reconsideration . 4. MA TIERS FROM CITY OFFICIALS A . The Commission received the Parks and Recreation Director's Report for August 2015 . r-- City Council September 1, 2015 Page 3 of 3 CONCLUSION: The City Council is requested to receive and file this report. FISCAL IMPACT: This item does not have an impact on the Fiscal Year (FY) 2015-16 City Budget.
