HomeMy Public PortalAbout14-8887 Central Florida Equipment Rentals IncSponsored by: City Manager Resolution No. 14 -8887 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA- LOCKA, FLORIDA, AUTHORIZING APPROVAL OF AN ADDITIONAL SCOPE OF SERVICES FOR CENTRAL FLORIDA EQUIPMENT RENTALS, INC., TO INCLUDE PUMP STATION 7 GRAVITY SEWER SYSTEM REPAIR/ REPLACEMENT/ LINING, TO ALLEVIATE INFILTRATION, IN AN AMOUNT NOT TO EXCEED SEVENTY ONE THOUSAND THREE HUNDRED DOLLARS ($71,300.00), PAYABLE FROM ACCOUNT NUMBER 35- 535630, A BUDGETED ITEM; PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, Central Florida Equipment Rentals, Inc., was awarded the contract (RFP No. 14-2606 100 for Pump Station 7; and WHEREAS, due to a video inspection it was found that additional work was needed, as the contractor found twenty five (25) major leaks, 24 which can be repaired by lining existing pipe and the other leak along NW 135th Street requiring excavation and replacement, which are needed in order to comply with regulatory agencies requirements; and WHEREAS, in the best interest of public health and to facilitate the requirements of DERM, staff recommends approval, as the station is maintained on an "as needed basis ", and the station run time is 24 hours per day (a contributing factor to the elevated run time); and WHEREAS, the pump station and the related infrastructure is in critical need of complete rehabilitation, if repairs/ replacements are not made, it will result in Pump Station 7 failure. NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA- LOCKA, FLORIDA: Resolution No. 14 -8887 Section 1. The recitals to the preamble herein are incorporated by reference. Section 2. The City Commission of the City of Opa -locks hereby authorizes the City Manager to approve the additional scope of work for Central Florida Equipment Rentals, Inc., to include Pump Station 7 Gravity Sewer System Repair/ Replacement/ Lining per CCTV findings to alleviate infiltration and to comply with Regulatory Agencies requirement, in an amount not to exceed Seventy One Thousand Three Hundred Dollars ($71,300.00), payable from Account Number 35- 535630, a budgeted item. Section 3. This resolution shall take effect immediately upon adoption. Central Florida Equipment the awarded contractor for this project under RFP No. 14- 2606100 recently completed a video inspection of this existing pump station 7 sewer network and found twenty five (25) major leaks. Of these 25 locations, 24 can be repaired by lining the existing pipe. The other location along NW 1351h Street requires the excavation and replacement of pipe segments, since the failure is at the pipe joint and cannot be repaired by lining. This is in the best interest of Public Health, for the conservation of environment and also to comply with regulatory agencies requirements. Proposed Action: Staff recommends approval in order to facilitate the requirements of DERM. Financial Impact: This additional scope is budgeted. Implementation Time Line: As soon as possible since the station is under moratorium from 03/2010. Legislative History: RFP No. 14-2606100 awarded July 30th 2014. Recommendation(s): Staff recommends approval in order to facilitate the requirements of DERM. Analysis: The pump station No.7 and the related infrastructure is in critical need of complete rehabilitation. The station is in conditional moratorium since March, 2010. Per consent agreement with DERM if these repair /replacements are not made it will result in the pump station failure after rehabilitation. Based on the assessment of the current assessment of the gravity system it is highly recommends that repaired immediately to eliminate potential health risks and the infiltration of ground water into the sanitary sewer system. As you are aware, Central Florida Equipment (CFE) recently completed a video inspection of this existing sewer network which revealed 25 major leaks. Of these 25 locations, 24 can be repaired by lining the existing pipe. The other location along NW 135 ST requires the excavation and replacement of pipe segments since the failure is at the pipe joint and it cannot be repaired by lining. We have also attached our Engineer of Record professional opinion as to the need to get this work completed before the new Pump Station 7 is placed in service. City Engineer /C1P Director City Of Opa -Locka 3400 NW 135th Street, Building -B Opa- Locka, Fl 33054 RE: City of Opa -locka Pump Station 7 (Existing Sewer Network Lining Requirements) Mr. Nasir, The City of Opa -locka Pump Station 7 was designed to carry wastewater from toilets, dishwashers, sinks, or showers in homes or businesses within the sewer system networks for PS7. The sewer system network of PS7 is a gravity system which was constructed long time ago and the pipe materials area clay. A video inspection of the existing sewer network was conducted recently and numerous cracks or leaks were detected in the pipes which may be caused by age related deterioration, loose joints, damage or root infiltration. There are several places where the groundwater is entering into the sanitary sewer systems through cracks and /or leaks in the sanitary sewer pipes. This unwanted water to sewer systems increases the load on the systems, which will ultimately impacts the pump station 7 performance. Overflow to the system will make the Pump Station 7 to run longer than the manufacturer's recommended guidelines, which will ultimately fail the Pumps and complete system failure. Overflow occurrences put public health at risk and violates state and federal environmental regulations. So, we must repair and /or line the existing sanitary sewer network for proper operation of the proposed new pump station 7. We appreciate your attention to this important project.
