Forbes, AICP , Community Development Director ~ By: Jennifer Venters , Planning Secretary SUBJECT: PLANNING COMMISSION ACTIONS -MEETING OF AUGUST 11 , 2015 RECOMMENDATION: The City Council is requested to receive and file the Planning Commission (Comm ission ) actions from their meeting of August 11, 2015. BACKGROUND: On August 11 , 2015 , the Commission held the i r regularly scheduled meeting . ANALYSIS: The following is a summary of actions taken at the August 11 , 2015 meeting: 1. ROLL CALL: Present: Commissioner-Cordes , Leung , Marston, Vice-Chair Haddad , Chair O'Leary Absent: Commissioner -None Exc used : Commissioner-None 2 . CONSENT CALENDAR The Commission approved the minutes from their regular meeting of July 28, 2015 . City Council September 1, 2015 Page 2 of 4 3. PUB LIC HEARING A . A REQUEST FOR A T ENTATIVE PARCEL MAP FOR A TWO-LOT SUBD IVISION IN A FLAG -LO T CONF IG URATI O N. THE PROJECT ALSO IN C LUDES A M IN OR SITE PLAN REVIEW FOR THE CO NS TRUCT ION OF A SINGLE FAMILY HOUSE ON EAC H LOT LOCATED AT 4 9 10 AND 4912 HELEO AVENUE The Commission approved a tentative parcel map located at 4910 and 4912 Heleo Avenue to subdivide one property into two parcels , one of which will be a flag lot. Th e property is 80 feet wide and 252 feet deep with a land area of approximately 20 ,160 square feet. The front parcel will be 60 feet w ide by 135 feet deep with a 3 ,040 square foot, two-story house w ith a detached three-ca r garage . The flag portion of the rear lot is proposed to be 80 feet wide by 117 f eet deep with a 3,358 sq uare foot , sing le -story house with an attached two-car garage . Th e site is zo ned R-1 , Single Family Residential , and is des ign ated as Low Density Residen tial by the Genera l Plan . B . The property is 80 feet wide and 252 feet deep with a land area of approximately 20,160 square feet. The front parcel will be 60 feet wide by 135 feet deep with a 3,059 square foot , two-story house with a detached three -car garage . A REQUEST FOR A CO NDITI ONAL USE PERMIT TO ESTABLISH A 1,710 SQ UARE FOOT RESTAURANT THAT ALSO SERVES BEER A ND WINE IN THE CAMELLIA SQ UARE SHOPP IN G CENTER LOCATED AT 5728 ROSE MEAD BOULEVARD #100 Th e Com mi ssion approved a conditional us e permit to a ll ow a Vietnamese cuisine resta urant (Summer Rolls) that a lso serves beer and wine located at 5728 Rosemead Boulevard , unit 100. Summer Rolls will operate from 10:00 a .m . to 10 :00 p.m ., seven days a week . The business will occupy the first unit from th e sou th of bui lding two . The unit has a floor area of 1,710 squa re City Council September 1, 2015 Page 3 of 4 feet indoors and 300 square feet outdoors. The seating capacity will be 36 seats indoors and 20 seats outdoors . The property is located in the C-2 , General Commercial zone and is designated as Commercial by the City 's General Plan . D. A REQUEST FOR A CONDITIONAL USE PERMIT TO ESTABLISH A 1,025 SQUARE FOOT FOOD AND DRINK ESTABLISHMENT IN THE CAMELLIA SQUARE SHOPPING CENTER 5700 ROSEMEAD BOULEVARD #102 -103 The Commission approved a conditional use permit to allow a food and drink establishment (Tea Station Express) located at 5700 Rosemead Boulevard units 102-103. Tea Station Express will occupy a 1,025 square foot un it in building four . The dining area layout has three tables and 12 chairs ; outdoor seating is located in the adjacent plaza and accommodates 24 customers . The hours of operation are Sunday through Thursday , from 11 :00 a.m. to 11 :00 p.m ., and Friday and Saturday , from 11:00 a .m . to 12:00 a.m. The property is lo cated in the C-2 , General Commercial zone and is designated as Commercial by the City's General Plan . 4 . UPDATE FROM THE COMMUNITY DEVELOPMENT DIRECTOR Community Development Director Forbes updated the Commission regarding an appeal to be heard by the City Council for a tentative tract map located at 10034 and 10044 La Rosa Drive . He added that a resident filed an appeal for a restaurant serving beer and wine located 5700 Rosemead Boulevard, Unit 100. 8 . ADJOURNMENT The Commission meeting was adjourned at 8 :32 p.m . CONCLUSION: The City Council is requested to receive and file th is report . City Council September 1, 2015 Page 4 of 4 FISCAL IMPACT: This item does not have an impact on the Fiscal Year 2015-16 City Budget.
