motorists . After surveying all of the municipally owned parking lots , sta ff is
recommending that five park ing lots be prohibited from havi ng back-in parking . Below is
a list of the designated park i ng lots with a ju stification for each. In most cases , the one-
way traffic is the primary justificat io n for prohibiting ba c k-in parking , although in t he Liv e
Oak Park lots the high traffic and pedestrian volumes are the pri mary concern . Maps of
these locations are included in Attachment "A " as Exhibit "A".

The TPSC voted 4 -1 to support these designations . One Comm iss ioner stated his bel ief
th at back-in parking should be allowed in all lots on a trial basis , and th en eva luated .
De signat ing these lots now will he lp ensu re the safety of motorists and pedestrians
alike . Asid e from the above mentioned locations , back-in parking will continue to be
allowed on all other mun icipa lly owned park ing lots , as per Ordinance No . 15-1002.
CONCLUSION:
The City Council is recommend ed to adopt Reso lu tion No . 15-5114 prohibiting back-in
parking on specific municipally owne d parking lots.
FISCAL IMPACT:
Th is item will not have an impact on the Fiscal Year (FY ) 2015-16 City Budget.
However, it may have a negligible impact on future reven ues, due to a possible
increase in parking citations issu e d for ba ck-in par king on t he above muni c ipally owned
parking lots .

RESOLUTION NO. 15-5114
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE
CITY PROHIBITING BACK-IN PARKING ON SPECIFIC MUNICIPALLY
OWNED PARKINGS LOTS.
WHEREAS, On June 16, 2015 the City Council adopted Ordinance No. 15-1002, amending Section
3-3A-30 of the Municipal Code to repeal the blanket prohibition on back-in parking on municipally owned lots
and directed staff to develop a list of parking lots where the prohibition should continue; and
WHEREAS, the list has undergone review and approval by the Transportation and Public Safety
Commission at its regularly held meeting on August 12, 2015; and
WHEREAS, the list will help ensure the safety of motorists and pedestrians by prohibiting back-in
parking on lots with one-way traffic and/or high levels of traffic and pedestrian volumes.
THE CITY COUNCIL OF THE CITY OF TEMPLE CITY DOES HEREBY RESOLVE, DETERMINE AND
ORDER AS FOLLOWS:
SECTION 1. The City Council hereby prohibits back-in parking on the following municipally owned
parking lots:
District Lot 2B (Exhibit A)
District Lot 4 (Exhibit B)
District Lot 7A (Exhibit C)
Live Oak Park (south parking lot) (Exhibit D)
Live Oak Park (north parking lot) (Exhibit E)
Signs shall be posted in these lots in accordance with all California Vehicle Code (CVC) and Temple City
Municipal Code (TCMC) requirements to notify motorists of these restrictions.
SECTION 2. The City Clerk shall certify to the adoption of this Resolution.
