Mayor Chavez called the Regular City Council meeting to order at 7:34 p.m.

4. PLEDGE OF ALLEGIANCE
Boy Scout Troop #161 provided a flag ceremony and led those present in the
Pledge of Allegiance.
5. CEREMONIAL/PRESENTATIONS
A. PET OF THE MONTH
Cindy Rigney, San Gabriel Humane Society Board of Director President,
introduced the featured pet for the month "Juanita", a 2 years old female
Chihuahua Mix. Those interested in adopting her can call the San Gabriel
Valley Humane Society at (626) 286-1159.
B. PRESENTATION FROM TEMPLE CITY RELAY FOR LIFE
Mary Sneed, Temple City Relay for Life Chair and committee members,
presented City Council with an appreciation plaque for their support of the
Temple City Relay for Life Event.

C. RECOGNITION OF YOUTH COMMITTEE MEMBERS
Mayor Chavez and City Council presented the Youth Committee Members
with certificates of appointments.
6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA
Lynne Best, Temple City Historical Society, announced upcoming events for the
Museum and invited the public to visit when the Museum opens on Sunday
afternoons.
7. CONSENT CALENDAR
Mayor Chavez pulled item 7B for public comment.
Mayor Pro Tem Yu made a motion to approve the remammg items on the
consent calendar. Seconded by Councilmember Fish and approved by the

The City Council is requested to review and approve:
1) Minutes of the Special City Council Meeting of August 18, 2015;
2) Minutes of the Regular City Council Meeting of August 18, 2015; and
3) Minutes of the Special City Council Meeting of August 26, 2015.

C. ADOPTION OF RESOLUTION NO. 15-5121 APPROVING PAYMENT OF
BILLS
The City Council is requested to adopt Resolution No. 15-5121 authorizing
the payment of bills.

D. PARKS AND RECREATION COMMISSION ACTIONS -MEETING OF
AUGUST 19, 2015
The City Council is requested to review the Parks and Recreation Commission
actions of their meeting of August 19, 2015.
Action: Received and filed.
E. FINAL MAP APPROVAL FOR TRACT MAP NO. 71832, A SIX-LOT SINGLE-
FAMILY SUBDIVISION PROJECT AT 9532, 9542 OLIVE STREET
Based upon the finding that the final map is in substantial compliance with the
approved tentative map, staff concludes that the final map is ready for
certification. Certifying the final map will allow the developer to record said
map and start construction of the project.
Action:
1) Received the Subdivision Improvement Agreement;
2) Approved the final subdivision map for Tract Map No. 71832 and
dedications indicated on the map;
3) Authorized the City Manager to execute the Subdivision Improvement
Agreement; and
4) Authorized the City Clerk to certify Tract map No. 71832.
F. ADOPTION OF RESOLUTION NO. 15-5117 IMPLEMENTING A 2% SALARY
ADJUSTMENT FOR UNREPRESENTED FULL TIME CLASSIFICATIONS
To adjust the salary of the unrepresented full time classifications, a resolution
revising the salary ranges must be adopted.
Action: Adopted Resolution No. 15-5117.
G. FISCAL YEAR (FY) 2014-15 FOURTH QUARTER PRELIMINARY
FINANCIAL STATUS REPORT
To keep the City Council updated on the status of the City's financial activities,
on a quarterly basis for FY 2014-15, these preliminary reports are presented.
Action: Received and filed the Fourth Quarter

H. PLANNING COMMISSION ACTIONS-MEETING OF AUGUST 11, 2015
The City Council is requested to review the Planning Commission actions of
their meeting of August 11, 2015.

B. PUBLIC ARTS COMMISSION ACTIONS-MEETING OF AUGUST 10,2015
The City Council is requested to review the Public Arts Commission Actions of
their meeting of August 10, 2015.
Mayor Chavez opened public comment.
Jerry Jambazian, Temple City business owner, noted an error on the
commission action relating to the reorganization of the Commission.
Mayor Pro Tern Yu made a motion to approve the Public Arts Commission
Action with correction. Seconded by Councilmember Man and approved by
the following votes:

A REVIEW OF THE PLANNING COMMISSION'S DECISION APPROVING A
CONDITIONAL USE PERMIT TO ESTABLISH A RESTAURANT WITH BEER
AND WINE SERVICE AT 5700 ROSEMEAD BOULEVARD, UNIT 100
The City Council will review a decision by the Planning Commission to
approve a conditional use permit to establish a restaurant with beer and wine
service. The City Council will review all aspects of the proposed restaurant
including hours of operation.

Community Development Director Forbes gave a summary of the staff report.
City Council asked staff questions regarding the conditional use permit for the
restaurant.
Mayor Chavez opened public hearing.
Peter Choi, Temple City Chamber of Commerce President/CEO, spoke in
favor of the applicant's request to operate until 2 a.m.
Ya-Chun Lin and Mr. Chang, Temple City residents on Myda Avenue, spoke
against the applicant's request to operate until 2 a.m.
Vonne Wang, Temple City resident on Hermosa Drive, spoke against the
applicant's request to operate until 2 a.m.
Eugene Fu, spoke on behalf of residents near the Camellia Square, spoke
against the applicant's request to operate until 2 a.m.
Joy Liu, Temple City resident, spoke against the applicant's request to
operate until 2 a.m.
Margaret Taylor, representative for the applicant, shared that her client is very
interested in becoming part of the community and is sensitive to the concerns
of the community. On behalf of her client, she offered to amend their request
to allow the restaurant to take its last food and alcohol order to 1 a.m. but
allow the customers to stay until 2 a.m. to finish their food.
Steve Cho, representative of Camellia Square, answered City Council
questions and addressed some concerns from the public.
Hearing no further request to speak, Mayor Chavez closed public hearing.
City Council discussed and commented regarding the applicant's request to
operate until 2 a.m.
Councilmember Sternquist made a motion to approve the conditional use
permit to allow the restaurant to operate from 11:30 a.m. to 2 a.m., 7 days a
week with last call for food and alcohol until 1 a.m. Seconded by Mayor Pro
Tern Yu.
City Attorney Vail and City Council made comments on the motion. Motion
was not voted on.

Councilmember Sternquist made a motion to adopt Resolution No. 15-5120,
with three changes I additions to the Condition of approval: 1) Operating
hours will be 11:30 a.m. to 2:00 a.m., seven days per week, with a last call
for food or beer or wine at 1:00 a.m. but service to 2:00 a.m.; 2) Limit Egress
onto Sultana Northbound. Applicant shall enter into a binding agreement
with the owners of the Camellia Square Shopping Center, to prohibit traffic
exiting the center onto Sultana Avenue from making a left hand turn
northbound onto Sultana after 11:00 p.m., Monday through Sunday; 3) Staff
will bring back to City Council a performance review of the project within 90
days after Applicant opens for business, or as soon thereafter as the City
Council's schedule allows. Seconded by Mayor Pro Tem Yu and approved
by the following votes:

A. CONSIDERATION AND APPROVAL OF RESOLUTION NO. 15-5114
PROHIBITING BACK-IN PARKING ON SPECIFIC MUNICIPALLY OWNED
PARKING LOTS
After surveying all of the municipally owned parking lots, staff is
recommending that five parking lots be prohibited from having back-in
parking.
Community Development Director Forbes gave a summary of the staff report.
Mayor Chavez opened public comment. Hearing no request to speak, Mayor
Chavez closed public comment.
Councilmember Man made a motion to adopt Resolution No. 15-5114,
prohibiting back-in parking on specific municipally owned parking lots.

Councilmember Fish commented on the City's successful Summer Concerts in
the Park, she reported on the Water Informational Forum she attended which
was hosted by Assemblymember Ed Chau, and reminded the public to drive
safely as schools are now back in session.

Council member Man thanked everyone for their well wishes for the birth of his
son.
C. COUNCILMEMBER STERNQUIST
Councilmember Sternquist offered to pay the adoption fees for anyone who

Mayor Chavez commented on Assemblymember Ed Chau's Water
Informational Forum, he welcomed back the students who visited Australia
as part of City's Sister Cities Student Exchange Program, and he is looking
forward to meeting the students from Australia.

Jerry Jambazian, Temple City business owners, suggested possible traffic
control solution for Sultana Avenue adjacent to the Camellia Square project.
