A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
OPA- LOCKA, FLORIDA, AUTHORIZING THE CITY MANAGER
TO ENTER INTO AN AGREEMENT WITH WACHS WATER
SERVICES, IN AN AMOUNT NOT TO EXCEED TWENTY FIVE
THOUSAND DOLLARS AND EIGHTY CENTS ($25,000.80), FOR
DRINKING WATER SYSTEM LEAK DETECTION STUDY AS
REQUIRED BY MIAMI -DADE COUNTY DERM AND THE
STATE OF FLORIDA DRINKING WATER REVOLVING FUND,
PAYABLE FROM ACCOUNT NUMBER 64- 5336310, A
BUDGETED ITEM; PROVIDING FOR INCORPORATION OF
RECITALS; PROVIDING FOR AN EFFECTIVE DATE
WHEREAS; the City issued a Request for Proposals (RFP), and Wach Water Services is the
most responsive and highest ranked bidder to respond to the drinking water leak detection study; and
WHEREAS, as required by the Miami -Dade DERM, the drinking water leak detection study
must be completed by September 2015; and
WHEREAS, Wach Water Service is capable of providing leak deterction services utilizing
advanced process, state -of- the -art equipment, with technology to confirm leaks and the extent of the
areas mapped, providing unparalleled transparency; and
WHEREAS, the City Commission desire the City Manager to enter into contract with Wach
Water Services, in an amount not to exceed $25,000.80.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF OPA- LOCKA, FLORIDA:
Section 1. The recitals to the preamble herein are incorporated by reference.

Section 2. The City Commission of the City of Opa- locka, Florida, hereby authorizes the
City Manager to enter into an agreement with Wachs Water Services, in an amount not to exceed
Twenty Five Thousand Dollars and Eighty Cents ($25,000.80), for Drinking Water System Leak
Detection Study as required by Miami -Dade County DERM and the State of Florida Drinking Water
Revolving Fund, payable from Account Number 64- 5336310, a budgeted item.
Section 3. This Resolution shall take effect immediately upon adoption.
PASSED AND ADOPTED this 15th day of December. 2014.

Staff Summary:
The City of Opa -locka issued a Request for Proposal (RFP) to solicit competitive proposals from qualified firm for a
drinking water leak detection study and received three proposals to provide this service. Based on the evaluation
team assessment Wachs Water Services is the most responsive and highest ranked bidder. Wachs Water Services
is the most reputable bidder capable to provide leak detection services utilizing advanced process, state -of- the -art
equipment, and technology to confirm leaks and the specific extents of the areas and also uses password
protected GIS web mapping application (ProjetTracker) to provide unparalleled transparency to the leak detection
process.
Proposed Action:
The RFP evaluation panel ranked the bidders based on price: Demonstration of Qualifications,
Schedule /Time of Completion, Similar Experience, Past Performance, Project Management, Disadvantage
Business Enterprise, References and Proposals; including other criteria as outlined in the RFP. The following

Wachs Water Services was the highest scored bidder and ranked 1St. Awarding the drinking water leak
detection study to Wachs Water Services, is for the best interest of the City. The minimal positive benefit is
threefold 1) the identification of water loss 2) will aid in the best development of our construction projects
3)this will satisfy Miami -Dade County and EPA requirements.
Under the consent agreement with Miami -Dade County the City of Opa -locka is required to conduct leak
detection study to formulate the plan of action for water loss reduction at or below 10% limit. The leak detection
study is also required to satisfy Florida Department of Environmental Protection (FDEP) agency.

Under the consent agreement with Miami -Dade County the City of Opa -locka is required to

Analysis: : The water distribution system is comprised of over 471,000 linear feet of pipeline
ranging in size from 2 inches to 24 inches in diameter. The existing piping consists of over
106,000 linear feet of asbestos cement pipe (ACP) and over 260,000 linear feet is 6 inches or less
in diameter. Due to the age of the existing infrastructure, the distribution piping in particular has
experienced a significant number of failures and is characterized by the presence of cracks which
have led to breakage and damage to the pipe segments within the system. These have secondarily
resulted in leaks and main breaks in the system adversely impacting on service levels to the
residents. The majority of the Drinking Water infrastructure is well past its useful life. The leak
detection study result will be used to prioritize SRF drinking water project locations to minimize
water loss.
