4. In April 2015, Transtech prepared a memo presenting the results of their study
(Attachment "A").
5. On June 24, 2015, the Transportation and Public Safety Commission reviewed
Transtech's recommendations and voted to recommend that the City Council
approve the recommendations.
ANALYSIS:
Transtech's memo provides detail about the data collected and their findings and
recommendations. The following is a brief summary of the memo:
• The posted speed limit on Encinita Avenue is 35 miles per hour (mph). The
radar speed survey conducted in February 2015 determined that the 85 1h
percentile speed for Encinita is between 36.6 mph and 37.7 mph (varies by
direction and time of day). Based on the standards set forth in the California
Vehicle Code (CVC) and the California Manual on Uniform Traffic Control
Devices (CAMUTCD), the 85 1h percentile speed is consistent with the posted
speed limit of 35 mph.
• From January 2010 to June 2014 (the most recent month for which collision data
is available), six traffic collisions occurred on this segment of Encinita Avenue.
• Average Daily Traffic (ADT) data collected in February 2015 shows that the ADT
for this segment of Encinita Avenue is 5,647 vehicles per day.
• Based on the collision data and ADT, the actual collision rate on Encinita Avenue
is 1.49. This is lower than the expected collision rate of 1.98 for a street carrying
this volume of traffic.
• Transtech evaluated the possibility of installing four-way stop controls at the
intersections of Encinita Avenue/Live Oak Avenue and Encinita
Avenue/Workman Avenue and determined that the CAMUTCD criteria for all-way
stop controls were not met at either location.
• After considering the existing roadway conditions and operations, Transtech
recommends that the following traffic calming measures be implemented:
o Targeted police enforcement;
o Installation of solid white lines on both sides of Encinita Avenue between
Las Tunas Drive and Broadway to separate the travel lane from the parking
lane and give the perception of a narrower street, which has been shown to
reduce vehicle speeds;

o Installation of larger speed limit signs with radar enforced plaques at
locations along Encinita Avenue between Las Tunas Drive and Broadway;
and
o Installation of signal ahead signs and pavement legends to alert drivers to
the signalized intersections of Encinita Avenue/Las Tunas Drive and
Encinita Avenue/Broadway.
The Bicycle Master Plan, adopted in March 2011, designated Encinita Avenue as a
future Class Ill bicycle route (signs only, no striping or change to travel lanes). The
Traffic Calming Master Plan, adopted in November 2012, included possible traffic
calming measures for Encinita Avenue as part of Focus Area F, the area around First
Lutheran School. Possible measures noted in the plan include raised landscaped
medians and curb extensions (bulb-outs) at some intersections. Without further study,
it is unknown whether raised medians or curb extensions could feasibly be installed
along Encinita Avenue given the width of the right-of-way and its designation as a future
Class Ill bicycle route. Due to this and the significant cost associated with such
improvements, staff recommends that the improvements recommended by Transtech
be implemented at this time and that the effectiveness of those improvements be
evaluated before any further improvements are pursued.
CONCLUSION:
The current posted speed limit on Encinita Avenue is consistent with the 85 1h percentile
speed and the collision rate is lower than the expected rate for a street carrying this
volume of traffic. The recommended traffic calming measures should serve to slow
traffic along Encinita Avenue and make drivers more aware of the speed limit and
signalized intersections.
FISCAL IMPACT:
Transtech estimates that the cost to install the striping, signs, and pavement markings
is about $10,000. The additional cost for decorative elements is estimated to not
exceed $1 ,000. Funding for these improvements is not identified in the Fiscal Year
2015-16 City Budget. Staff recommends that the City Council appropriate $11 ,000 from
the General Fund Undesignated Fund Balance to be transferred to Account No. 21-
960-74-4255 (State Gas Tax Fund) Traffic Signs & Striping Maintenance,
Striping/Pavement to fund the recommended improvements.

Encinita Avenue: Encinita Av en ue between Las Tunas Drive and Broadway is approximately
2,280' (feet) long and 40' (feet) wide with 1 travel lane in eac h direction separa ted by a dashed
center line. Land use along Encinita Avenue is si ng le family dwelling units with parking permitted
on both sid es. Encinita Avenue ha s light parking in this segment with permit parking from 2 am-
5 am with no parking during street sweeping times.
The intersections of Encinita Avenue at Las Tunas Drive and at Broad way are signalized. The re
are no other traffic contro l devices (stop or signa ls) between these streets. Encinita Avenue has
a po ste d speed limit of 35 mph. Encinita Avenu e is co nsidered a Collector street in the City's
Circu lation Elem ent and carries 5,647 vehicles per day. Encinita Avenue is plann ed as a future
Class Ill Bicycle Facility per Temple City's Bicycle Master Plan.
Workman Avenue: Workman Avenue is a local roadway which "T"'s at Encinita Avenue. Th ere is
no marked crosswalks at the intersection and no sidewalk on either side of Workman Avenue.
The street is 33 feet wide, with one lane in each direction with a center line stripe. Land use is
single family and parking is permitted on both sides. Workman Avenue carries 646 vehicles per
day on the segment with a prima facie speed limit of 25 mph.
live Oak Avenue: Live Oak Avenue is a co ll ector roadway which also "T"'s at Encinita Avenue.
There is no marked crosswalks at the intersection with 5 feet wide sidewalks on both sides of Li ve
Oak Avenue. The street is 37 feet wide, with one lane in each d irection with a cen ter line. Land
use is single fami ly and parking is permitted on both sides. Live Oak Avenue carries 2,609 vehicles
per day on the segment with a speed limit of 35 mph. Live Oak Avenue is planned as a future
Class Ill Bicycle Facility per Temple City's Bicycle Master Plan.
Cloverly Elementary School : Cloverly Elementary School is located at 5476 Cloverly Avenue and
is approximately 970 feet south of the intersection of Live Oak Avenue and Cloverly Avenue. The
school provides for 4th through 6th grades with sc hool hours for students starting at 8:15a.m. and
end at 2:45p.m.
First Lutheran School: First Lutheran School is lo cate d at 9123 Broadway and is approximately
615 feet west of the intersection of Encinita Avenue and Broadway. The school provides for K
through 6th grades with school hours starting at 8:15 a.m. and end at 3:30 p.m. The following
figure is from the Traffic Calming Master Plan.
Saint Luke Elementary School : Saint Luke Elementary School is located at 5521 Cloverly Avenue
and is approx imately 1,517 f eet east of the intersection of Encinita Avenue and Live Oak Avenue.

unmarked vehicle so as not to alter or imped e the free flow of t ra ffic. A total of about 100

The City ofTemple City follows State policies and the California Vehicle Code . The state manual covers all
aspects of the placement, constru ction and maintenance of every form of approved traffic control.
The fol lowing vo lum e was u sed in determinin g if the inte rsection met warrants for all-way stop
installation. Table 1 summarizes traffic during the high est 8 pea k hours of the day on bot h
streets.

Based on the traffic stu dy conducted at both intersections on Encinita Avenue at Live Oak Avenue
and at Workman Avenue, the installation of a stop contro l was not m et at e ither location.

1. Volume entering intersection from the major approach (total of both approaches}
averages 300 vehicles per hour for any 8 hours of an average day. And
2. The combined vehicle, pedestrian and bicycle vo lumes entering the in tersection
from the minor street approaches averages at least 200 un its per hour for the

Traffic Calming Devices and Strategies
Traffic calming is the process of reducing vehicle speeds through the use of both passive devices,
such as signs and striping, and physical devices such as change in road elevation or path. As part
of this study traffic speeds, accident rates and traffic volumes were used to assess the existing
conditions along this segment. There are a number of ways to add ress traffic speeds. The type,
design and placement of traffic ca lming device depends upon the road classification, desired
traffi c speed and types of traffic issues along the co rridor.
A single traffic ca lming device placed along a long stretch of road w ill be marginally effective at
slowing down speed at that isolated location. Implementation of a series of traffic calming
devices that work together w ill effectively slow down traffic speeds along the length of the
corridor. There are various traffic calming measures that can reduce the f low and speed of traffic
on a street. Some of these are:
1} Traffic Education Campaign: This consists of flyers, neighborhood meetings, banners and
other notices to assist i s making the public aware of the traffic conditions in a certain area.
Th e goal is to educate residents and non-residents about basic traffic la ws, speed l imits and
safety cond itions near sc hools.
2} Signage and Striping: Modifying the sign age along the road or changing the striping to narrow
travel l anes, effectively slows speeds by changing the travel environment. Narrower lanes
create "friction" and thereby cause Dri vers to travel at a slower pace. Signs a lert the Driver
to their spe ed, such as larger speed limit signs or a radar feedback sign, or alert the Driver to
a change in conditions such as "Traffic Calming Zone Ahead" signs. Too many signs can ha ve
an opposite effect on traffic. Therefore, usage of signs should be subject to careful
consideration and compliance with local and regional standards. To aid in slowing through
traffic, a white stripe is painted along both sid es of the travel way to give the Driver a
perception of a narrower road. This has been used in adjacent cities and in docum ented

12b: If the speed limit to be posted has had the 5 mph reduction applied, then an E& TS
shall document in writing the cond itions and just ification for the lower speed limit and be
app roved by a registered Civi l or Tr affic Enginee r. The reasons for t he lower speed limit
sha ll be in compliance with eve Secti o ns 627 an d 22358.5.

1. A. If the 85 %il e speed in a speed survey for a l ocat i on was 37 mph, then the speed
limit would be established at 35 mph si nce it is the closest 5 mph in creme nt to the
37 mph speed . As indi cated by t he optio n, this 35 mp h established speed lim it could
be red uced by 5 mph to 30 mph if th e co nd itions and justification for using this lower
spe ed limit are docum e nted in theE& TS and approved by a regi ste red Civi l or Traffic
Engineer.
The fundam entals used to estab li sh speed limi ts recogn iz e that the majority of Drivers behave in
a sa f e and reasonable manner, but need to be advi se d of conditions which may not be rea di ly
ap pare nt. For this reason, co lli sion hi st ory, roadway conditions, traffic charac t eristics, and land
use must be ana lyzed along with speed meas urements to d et ermine speed limits. Speed lim it
changes are usually coord inated with visib le cha nges in roadwa y condition s or roadside
developments.
In general, speed limits can not be successfu lly enforced w ithout volun tary compliance by a
majority of Drivers. Co nsequently, only the Driver w hose behavior is clearly out of li ne w ith the
normal flow of traffic is co nsi dered a violator for enforcem ent purposes.

RECOMMENDATIONS
After carefu l review of exis ting roadwa y cond itions and operations, sta ff ha s determined that the
seg m e nt of Encinita Avenue betwee n Las Tuna s Drive and Broadway should in cl ude t h e following
traffi c ca lming measures to address speed concerns along the seg ment:
1) Targeted Police Enforcem ent: The police department should be made aware of speeding
concerns along this segment of roadway and send officers to perform enforcement on to
aid and increase drivers' awareness of the speed limits and redu ce speeds.
2) So li d White Striping o n Both Sides of th e Roadway: Two so l i d white lines should be strip ed
along this segment on En cini ta Avenue between La s Tu nas Drive and Broadway.

effectively slows speeds by changing the trav el environment. Narrowe r lan es create
"friction" and thereby cause Drivers to travel at a slower pace. To aid in slowing through

perception of a narrower road. Thi s has been used in adjacent cities and in d ocumented

travel speeds.
3) Larg e r Speed Limit Sign s and Radar Enforced Pl aque: In stal latio n of ad ditiona l and large r
spe ed limit sign s are recommended as treatments to in crea se the motorist's awareness
and other driver co nditions by hi ghlig hting vari ous areas of t he r oadway. Speed limit signs
ar e one of the most cos t effective measures in in creas in g awareness of motor ists traveli ng
throug h a ne ighborhood street. Th ese two devices do not have g larin g negat ive impacts
as fa r as air quality, emergency r es ponse tim e, m aintena nce, and lia bility ex po su r e are
co n ce rn ed. The plaqu e wi ll se rve as a deterrent t o driver s making them aware of the ir
speed.
4) Signal Ahead Signage and Pav e ment Legend : To alert the driver of the signa li ze d
inte r sec tion on Encinita Avenue at Las Tunas Dri ve and Broa dway, signa l ahead signage
and pa ve ment legend s should be in sta lled approximately 325' (fe et) befo r e the approach.
