4. In July 2015, Transtech prepared a memo presenting the results of their study
(Attachment "A").
5. On August 26, 2015, the Transportation and Public Safety Commission reviewed
Transtech's recommendations and voted to recommend that the City Council
approve the recommendations.
ANALYSIS:
Transtech's memo provides detail about the data collected and their findings and
recommendations. The following is a brief summary of the memo's findings:
• Arden Drive has one travel lane in each direction. The posted speed limit is 30
miles per hour (mph). The radar speed survey conducted in February 2015
determined that the 85 1h percentile speed is 35.4 mph in the morning and 36.0
mph in the aftern·oon. This is a reduction from the 40 mph 85 1h percentile speed
measured in 2012, but is still above the 30 mph speed limit, indicating that
further measures are needed.
• Average Daily Traffic (ADT) data collected in February 2015 shows that the ADT
for Arden Drive is 3,741 vehicles per day from Lower Azusa Road to Olive Street
and 1,960 vehicles per day from Olive Street to Daines Drive. This is an
increase for the southern segment from Lower Azusa Road to Olive Street
measured in 2012, which had an ADT of 3,171 vehicles per day.
• During the years 2010 to 2014, three traffic collisions occurred on Arden Drive:
one rear-end, one broadside, and one vehicle hitting a fixed object. Additional
accidents occurred at the intersection of Lower Azusa Road and Arden Drive, but
are not included in this accident data because they do not reflect traffic behavior
on Arden Drive.
• Based on the collision data and ADT, the actual collision rate on Arden Drive is
0.637. This is lower than the expected collision rate of 2.61 for a street carrying
this volume of traffic.
• Transtech evaluated the possibility of installing all-way Stop controls at the
intersections of Arden Drive/Freer Street and Arden Drive/La Rosa Drive with the
warrant criteria established by the California Manual of Uniform Traffic Control
Devices (CAMUTCD). Based on the speed and volume of vehicles and accident
data, Transtech determined that the CAMUTCD criteria for all-way Stop controls
were not met at either intersection.
• The 2012 Traffic Calming Master Plan recommended the installation of a
landscaped chicane on Arden Drive south of Freer Street and landscaped curb
extensions on Arden Drive north of Lower Azusa Road. While these items are

traffic calming measures, they are expensive to implement Transtech
recommends that the measures discussed below be implemented as a first
phase, and that the chicane and curb extensions may be more appropriate for a
later phase if the first phase measures are proven ineffective.
• After considering the existing roadway conditions and operations, Transtech
recommends that the following traffic calming measures be implemented:
o Targeted police enforcement;
o Install solid white lines on both sides of Arden Drive between Lower Azusa
Road and Daines Drive to separate the travel lane from the parking lane
and give the perception of a narrower street, which has been shown to
reduce vehicle speeds;
o Restripe the yellow street centerline, which is currently faded;
o Replace all existing speed limit signs with larger 30-inch by 36-inch speed
limit signs and install or repaint speed limit pavement legends;
o Replace all existing Stop signs at the intersection of Arden Drive and Olive
Street with oversized 48-inch by 48-inch Stop signs with All-Way plaques
and repaint Stop bars and pavement legends;
o Replace the existing Stop sign at the intersection of Arden Drive and Daines
Drive with a new reflective Stop sign with a "Cross Traffic Does Not Stop"
plaque;
o Replace the existing Stop Ahead warning signs and repaint pavement
legends for the northbound approach to the intersection of Arden Drive and
Olive Street; and
o Replace the existing School Speed Limit sign for southbound traffic
approaching Lower Azusa Road with an updated sign that is consistent with
CAMUTCD requirements.
CONCLUSION:
The collision rate on Arden Drive is lower than the expected rate for a street carrying
this volume of traffic. However, the 85 1h percentile speed on the street is above the
posted speed limit The recommended traffic calming measures should serve to slow
traffic and make drivers more aware of the speed limit and intersections.
Arden Drive will be resurfaced as part of the ongoing street improvements related to the
Bicycle Transportation Account project The resurfacing is expected to be completed

by early November or before. The striping and other recommended measures would be
installed after the street resurfacing is complete.
FISCAL IMPACT:
Transtech estimates that the cost to install the striping, signs, and pavement markings
is about $25,000. The additional cost for decorative elements is estimated to not
exceed $1,000. Funding for these improvements is not identified in the Fiscal Year
2015-16 City Budget. Staff recommends that the City Council appropriate $26,000 from
the General Fund Undesignated Fund Balance to be transferred to Account No. 21-
960-74-4255 (State Gas Tax Fund) Traffic Signs & Striping Maintenance,
Striping/Pavement to fund the recommended improvements.

EXISTING CONDITIONS
The segment of Arden Drive between Daines Drive and Lower Azusa Road is located in the City
of Temple City with a portion of the southern end of Arden Dr ive (east si de) at Lower Azusa
located in the City of El Monte as can be seen in the above vicinity map. Arden Drive is a wide
street with one lane in each direction and a posted speed limit of 30 mph. Arden Drive is a
resid entia l street. The street width ranges at the southern end, south of La Rosa Drive to Lower
Azusa Road between 50' (feet) to 55' (feet), and at the northern end, from La Rosa to Daines
Drive between 38' (feet) to 40' (feet). North of Daines Drive, Arden Drive turns into an alley
opening onto parking and garages. This section was not considered in the analysis.
The st reet was included in Temple City's Traffic Calming Master Plan that was adopted in
November 2012 as part of Fo cus Areas L: Olive Street to Lower Azusa Road Cut Through Routes.
The study noted that community members expressed concerns regarding traffic speed and
volume along the intersection of Arden Dri ve and Freer Street as well as Arden Drive and La Rosa
Drive. There i s a curve in the road near these intersections and residents are concerned about
the speed at which vehicles .travel through these intersections. The Temple City Bicycle Master
Plan recommended Class Ill bicycle route on Arden Street.
Per the Temple City Traffic Calming Master Plan (November 2012):
• Arden Drive (Olive Street to La Rosa Dri ve) Average Dailey Traffic (ADT): 2,877 with an
85 1h Percentile Speed of 40
• Arden Drive (La Rosa Drive to Lower Azusa Road) Average Daily Traffic (ADT): 3,171 w ith
an 85 1h Percentile Speed of 41
In 2010, the City completed their citywide engineering and traffi c su r vey. It showed that Arden
Drive had an 85 1h percentile speed of 37 mph and 38 .8 mph, which would reflect a posted spee d
of 40 mph if the speed limit was set at the 851h percentile. Historically, this street shows speeds
higher than a speed of 30 mph for a residential/local street. Acco rding to the City's general plan,
Arden Drive is considered a local street.
The intersecting streets along the segment have the following speed limits:
• Daines Drive south of Arden Drive has a posted speed limit of 30 mph
• Olive Street has a posted limit of 35 mph
• Free r Street has a po sted limit of 30 mph
• Las Rosa Drive has a posted limit of 30 mph
• Lower Azusa Road has a posted speed limit of 40 mph

The Temple City Traffic Calming Master Plan recognized that the street needed measures to slow
traffic and recommended the following items regardless of cost:
• The installation of chicane with landscaping immediately south of Freer Street.
• The installation of curb extensions with landscape north of Lower Azusa Road.
These items are considered traffic calming measures but these measures would require
hardscape improvements and securing of funds the City may have in their budget. These
improvements may be more appropriate for a later phase if Stage 1 measures, as recommended
in this report, are proven to not be effective .

RADAR SPEED SURVEY
Severa l years ago, speed surveys were done during the preparation of the Temple City Traffic
Calming Master Plan prepared by RBF in November 2012 as we l l as for the 2010 Citywide
Engineer in g and Radar Speed Survey. However, since that time there have been several roadway
projects as well as circulation changes that may have affected the speeds along Arden Drive, as
a result new speed samples were taken.
Transtech conducted a radar speed survey on Arden Drive between Olive Street and Lower Azusa
Road, from 9:00am to 10:00am and from 2:00pm to 3:00pm on a typical weekday. Radar speed
mea surements were conducted during the month of February 2015. In addition, field data was
also collected, including visibility restrictions, roadway conditions, pedestrian activities, on-street
parking and land use adjacent to the roadways . The radar measurements fo llowed gu id eli nes
and procedures outlin ed in the CVC Section s 627, 21400, 22358 and the CAMUTCD 2B.13. Speed
samp les were taken from an unmarked vehic le so as not to alter or imped e th e f ree flow of traffic.
A total of at least 100 samp les were obtained for each time period surveyed.

As shown in the table above, recent speed sa mples show that the 85 1h percentile speed of

EXISTING AVERAGE DAILY TRAFFIC
Average daily traffic (ADT} vo lumes collected on Arden Drive as part of the Temple City Traffic
Calming Master Plan prepared by RBF were co llected in January 2012; these volumes were
compared to 2015 counts.
Average Daily Traffic (ADT} data was obtained from cou nts taken by a private traffic counting
firm, in March 2015. These counts were taken while school was in session. The results are as
follows:

As shown in the above table, the 2015 count data shows an increase in traffic volume of 17%
over the 3-year period.
ACCIDENT DATA
Accident data was obtained from the computerized accident records system maintained by the
State of California Statewid e Integrated Traffic Records System (SWITRS}. As seen in the following
summary, 3 accidents occurred in the past 5 years between 2014 and 2010. 2 accidents occurred
in 2014. There were several accidents that occurred at the signal iz ed intersection of Lower Azusa
Road and Arden Drive. These were not included since the types of accidents were in the
intersection and do not reflect traffic on the segment of Arden Drive.

All-WAY STOP CONTROL WARRANTS AT LA ROSA DRIVE AND FREER STREET AT ARDEN DRIVE
To determine if any additional stop control on Arden Drive is warranted, all-way stop warrants
were run for the intersections of Arden Drive at Freer Street and at La Rosa Drive. Th e criteria for
placement of all-way stop contro l is set by the California Manual of Uniform Traffic Control
Devices (CAMUTCD).
The placement of All-Way stop control is warranted when 2 :
• Traffic control signa ls are justified
• A crash problem exists as indicated by 5 or more accidents in a 12-month pe riod
• Minimum Volumes are met:
• Volume entering the inte rsections from the major approach (total of both approaches)
averages 300 vehicles per hour for any 8 hours of an averag e day. And
• The combined vehicle, pedestrian and bicycle volumes entering th e intersection from the
minor street approaches averages at least 200 units per hour for the same 8 hours.
• If the 85 1h percentile approach speed of the major-street exceeds 40 mph, t he min i mum
volumes are 70 percent of the above values.
Other cr iteria that may be co nsidered in an eng ine er ing study include:
• The need to control left turn conflict
• The need to control vehicle/pedestrian conflicts near locations generating high
pedestrian volumes
• Locations where a road user, after stopping cannot see conflicting traffic and is not able
to safely negotiate the intersection unl ess conflicting traffic i s also required to stop.
• An intersection of two residenti al neighborhood co ll ector (through) streets of si mi lar
design and operatin g characteristics where multiway stop control would improve traffic
operationa l characteristics of the intersection.
Th e City of Temp le City follows State policies including the California Veh icl e Code (CVC) and the
Ca liforni a Manuel of Uniform Traffic Contro l Devices (CAMUTCDL wh i ch cover all aspects of the
placement, construction and maintenance of officia l traffic contro l devices.
The following information was used in determining if each of the intersections met warrants for
all-way stop installation. The below t ab le summarizes traffic during the highest 8 hours of the
day on both st re ets, side streets and on Arden Drive.

TRAFFIC CALMING DEVICES AND STRATEGIES
Traffic calming is the process of reducing vehicle speeds through the use of both passive devices,
such as signs and striping, and physical devices such as changes in road elevation or path. As part
of this study traffic speeds, accident rates, and traffic volumes were used to assess existing
conditions along this segment. There are a number of ways to address traffic speeds . The type,
design and placem ent of traffic calming devices depend upon the road classification, desired
traffic sp eed and types of traffic issues along the corridor.
A single traffic calming device placed along a long stretch of road will be marginally effective at
slowing down speed at that isolated location. Implementation of a series of traffic calming
devices that work together will effectively slow down traffic speeds along the length of the
corridor. There are various traffic calming measures that can reduce the flow and speed of traffic
on a street. Some of these are:
1) Traffic Education Campaign: This consists of flyers, neighborhood meetings, banners and
other notices to assist is making the public aware of the traffic conditions in a certain area.
The goal is to educate residents and non-residents about basic traffic laws, speed limits and
safety conditions near schools.
2) Signage and Pavement Legends : Modifying the signage along the road or changing the
striping to narrow travel lanes effectively slows speeds by changing the travel environment.
Narrower lanes create "friction" and thereby cause Drivers to travel at a slower pace. Signs
alert the Driver to their speed, such as larger speed limit signs or a speed feedback sign . Too
many signs can have an opposite effect on traffic. Therefore, usage of signs should be subject
to careful consideration and compliance with local and regional standards. Speed and stop
ahead legends alert the drivers of a change in traffic conditions. Speed limit signs and striped
speed limit pavement "messages," eith er us ed separately or as a combination, are one of the
most cost effective measures in increasing awareness of motorists traveling through a
neighborhood street. These two devices do not have glaring negative impacts as far as air
quality, emergency response time, maintenance, and liability exposure.
3) Larger Dimension Signs: Installation of larger dimensioned signage are recommended as
treatments to increase the motorist's awareness and other Driver conditions by highlighting
various areas of the roadway. All sign dimensions should comply with the dimensions
specified in the California Manual of Uniform Traffic Control Devices (CAMUTCD) Table 2B-1
Regulatory Sign and Plaque Sizes. The oversized sizes are shown in the multi-lane column as
48" x 48" for stop signs and 30" x 36" for speed limits.
