PROCEDURE TO ADDRESS CITY COUNCIL: If you wish to address the City Council,
please complete a Speaker Request Form, indicating the agenda item number and submit it
to the City Clerk. There will be a maximum 30-minute period for comments on any
subject with a 3-minute time limit on each speaker, unless waived by Council. You have
the opportunity to address the City Council at the following times:

the City Council values your comments, pursuant to the Brown Act, the Council cannot

A. APPROVAL OF MINUTES
The City Council is requested to review and approve:
1) Minutes of the Special City Council Meeting of September 11, 2015;
2) Minutes of the Special City Council Meeting of September 15, 2015; and
3) Minutes of the Regular City Council Meeting of September 15, 2015.
Recommendation: Approve.
B. TRANSPORTATION AND PUBLIC SAFETY COMMISSION ACTIONS –
MEETING OF SEPTEMBER 9, 2015
The City Council is requested to review the Transportation and Public Safety
Commission actions of their meeting of September 9, 2015.
Recommendation: Receive and file.
C. PLANNING COMMISSION ACTIONS – MEETING OF SEPTEMBER 22, 2015
The City Council is requested to review the Planning Commission actions of
their meeting of September 22, 2015.
Recommendation: Receive and file.
D. SECOND READING AND ADOPTION OF ORDINANCE NO. 15-1006
AMENDING CHAPTER 5.5 “BUDGET RESERVE FUND BALANCE
REQUIREMENTS” OF TITLE 2 “ADMINISTRATION” OF THE TEMPLE CITY
MUNICIPAL CODE
Adoption of Ordinance No. 15-1006 will accurately reflect the purpose of the
reserves for Emergencies/Disasters, Liquidity and Local Economic
Uncertainty.
Recommendation: Adopt Ordinance No. 15-1006.

E. APPROVAL OF PERMITS FOR USE OF THE LOS ANGELES COUNTY
PARKING LOT, LOCATED AT 5939 GOLDEN WEST AVENUE, FOR THE
2015 FALL FESTIVAL AND THE 2016 CAMELLIA FESTIVAL
City Council approval is required for completion of the permit process for use
of the parking lot, adjacent to the Los Angeles County Public Library for both
the City’s 2015 Fall Festival and the 2016 Camellia Festival.
Recommendation: Approve the permits for use of the Los Angeles
County Library parking lot for both the 2015 Fall
Festival and the 2016 Camellia Festival and
authorize staff to execute.
F. FINAL SUBDIVISION MAP APPROVAL FOR PARCEL MAP NO. 73046, A
THREE-UNIT CONDOMINIUM SUBDIVISION AT 9703 GARIBALDI AVENUE
Certifying the final map will allow the developer to record said map and start
construction of the project.
Recommendation:
1) Receive the Subdivision Improvement Agreement;
2) Approve the final subdivision map for Parcel Map No. 73046;
3) Authorize the City Manager to execute the Subdivision Improvement
Agreement; and
4) Authorize the City Clerk to certify Parcel Map No. 73046.
G. APPROVAL OF FIRST AMENDMENT TO AGREEMENT WITH PLANNING
CENTER | DC & E TO PROVIDE ADDITIONAL SERVICES RELATED TO
THE GENERAL PLAN UPDATE, ZONING CODE UPDATE, AND THE
PREPARATION OF A SPECIFIC PLAN
Amendment to the contract is necessary to ensure the consultant has funds to
complete approved tasks and to fully vet drafts with the community before
bringing final drafts to the City Council for approval.
Recommendation: Approve the first amendment to the Consultant
Services Agreement with the Planning Center |
DC & E in the amount of $162,300.

H. PETTY CASH REPORT
The City Council is requested to review, receive and file the Petty Cash Report.
Recommendation: Receive and file report.
I. AUDIT REPORT FOR SOUTH COAST AIR QUALITY MANAGEMENT
DISTRICT (SCAQMD) FOR FISCAL YEAR (FY) 2011-12
The audit for the SCAQMD Special Revenue Fund is required to be conducted
at least once every two years.
Recommendation: Receive and file the FY 2011-12 SCAQMD
Audit Report.
J. ADOPTION OF RESOLUTION NO. 15-5124 APPROVING PAYMENT OF
BILLS
The City Council is requested to adopt Resolution No. 15-5124 authorizing
the paym ent of bills.
Recommendation: Adopt Resolution No. 15-5124.
8. PUBLIC HEARING
A. FIRST READING AND INTRODUCTION OF ORDINANCE NO. 15 – 1007
AMENDING CHAPTER 4, ARTICLE D OF THE TEMPLE CITY MUNICIPAL
CODE RELATIVE TO TREE PRESERVATION AND PROTECTION
Ordinance No. 15-1007 amends two sections of Chapter 4, Article D. TREE
PRESERVATION AND PROTECTION of the Temple City Municipal Code.
The proposed amendments include additional criteria for removal of City
owned trees.
Presentation: Parks and Recreation Director
Recommendation:
1) Introduce Ordinance No. 15-1007 for first reading by title only;
2) Waive further reading of Ordinance No. 15-1007; and
3) Schedule the second reading of Ordinance No. 15-1007 for October 20,
2015.
