HomeMy Public PortalAboutTBM 2008-09-17FRASER BOARD OF TRUSTEES MINUTES DATE: Wednesday, September 17, 2008 MEETING: Board of Trustees Regular Meeting PLACE: Fraser Town Hall Board Room PRESENT Board: Mayor Fran Cook; Mayor Pro -Tem Steve Sumrall; Trustees: Adam Cwiklin, David Pratt, Scotty Brent, Joyce Burford and Eric Hoyhtya- absent Staff: Others: Town Manager Jeff Durbin, Town Clerk Lu Berger, Finance Manager Nat Havens, and Public Works Director Allen Nordin, See attached list Mayor Cook called the meeting to order at 6:33 p.m. 1. Roll Call Eric Hoyhtya absent. 2. Approval of Agenda: Remove 8a Grader purchase to October 1st. Move 3b to 7b for discussion. Trustee Sumrall moved, and Trustee Cwiklin seconded the motion to approve the Agenda as amended. Motion carried: 5 -0. 3. Consent Agenda: a) Minutes- September 17,2008 Trustee Burford moved, and Trustee Pratt seconded the motion to approve the consent agenda. Motion carried: 5 -0. 4. Open Forum: a) None 5. Updates: a) Fraser /Winter Park Police Department- Chief Trainor; solved 2 burglaries involving the pet store, Hilly's and various automobile break -ins. Felony assault at a business in Winter Park over the weekend. Officer Brett Schroetlin was instrumental in acquiring an Underage Drinking Prevention Grant for the Police Department, one of the five grants awarded in the State. b) Winter Park /Fraser Building Department- Harold Howland; busy doing Rec Center and various inspections. c) Grand County Rural Health Network- the Board received a handout in their packets. Jen Giawmmini GCRHN interim Executive Director gave the Board an update on the happenings at the GC Rural Health Network. Pre approval for the medical campus in Granby has been received. Various programs for children are being utilized by the youth in the County. d) Headwaters Trail Alliance- Lucinda Elicker- HTA Director, gave the Board a power point presentation on the happenings of HTA. Repair work on the trails over the summer was accomplished with the help of a lot of volunteers. Time and materials were donated from various business and individuals. Requested the Board members consider being on the HTA Board. TM Durbin has resigned as president of the HTA. 6. Public Hearings: a) None 7. Discussion and Possible Action Regarding: a) Guide Dogs- Judy Sifers of KSDS Inc., a professional guide service dog trainer played a DVD regarding the need to protect guide and service dogs. Educating the public on the correct protocol when approaching a guide team is needed. Randi Shotwell reminded the Board of the amount of dogs that are at large in the Town. Trustee Sumrall brought up the fact that a guide dog team may not be recognizable when encountered. A discussion on creating signs depicting guide dog teams and placing them on routes used by the teams was held. Town staff will look into getting the signs made. Dog -at -large fines will be revisited after consulting with TA McGowan and Judge Noriyuki An insert in the newsletter will be added, stating that fines for having dogs at large may be going up. The animals -at -large ordinance will be revisited the second meeting in February b) Ordinance 344- Adding Article 7 (Wildlife Protection) Prohibiting the Feeding of Wildlife- Trustee Sumrall had concerns with the wording in the Ordinance. TM Durbin will make adjustments suggested by the Board and bring back at a later date. 8. Action Items: a) Grader Purchase- Moved to the October 1st meeting. b) Resolution 2008 -09 -03 repealing Resolution 2008 -08 -01 Final Acceptance for Old Victory Road- TM Durbin explained we have not received the conditions set forth in Resolution 2008 -08 -01 from Grand Park. This was a requirement in the SIA, the Easement Agreement and the adopted Resolution. Trustee Cwiklin moved, and Trustee Brent seconded the motion to approve Resolution 2008 -09 -03 repealing Resolution 2008 -08 -01 Final Acceptance for Old Victory Road. Motion carried: 5 -0. 9. Committee Reports: a) None 10. Staff Reports: Town Clerk- None Finance Manager- Sales tax report, lst down month of the year, doing well as a whole. Town Planner- None Public Works Director- Hired 2 new operators. Progressing with project on Byers. Town Manger- ICMA conference, out until September 25th. Progress on the meter reading program being made. 11. Other Business: Trustee Burford- Chamber luncheon at Sharky's tomorrow, BEDA will present. Colorado Tourism Road Show tomorrow night at Sol Vista Basin. Trustee Brent- Grand Kids is doing a fundraiser. Asked the Town for a donation. Trustee Sumrall moved and Trustee Burford seconded the motion to approve a donation of $300.00 for Grand Kids. Motion carried: 5 -0. Trustee Sumrall moved, and Trustee Cwiklin seconded the motion to adjourn. Motion carried: 5 -0. Meeting adjourned at 8:53 .m.
